COS:dly The Workshop Meeting of the Town of Wappinger was held on April 10, 2000 at the Town Hall, 20 Middlebush Road, Wappingers Falls, New York. Supervisor Smith opened the meeting at 7:30 p.m. Present: Constance Smith, Supervisor Robert Valdati, Councilman Vincent Bettina, Councilman (arrived at 8:20 p.m.) Joseph Ruggiero, Councilman Joseph Paoloni, Councilman Others Present: Jay Paggi, Engineer to the Town Al Roberts, Attorney to the town Graham Foster, Highway Superintendent The first item for the boards consideration is to award the Bid for the Phase 3A Contract I. Eight (8) Bids were received and opened on April 4th 2000 at 11:00 a.m. The results are as follows: CONTRACTOR • Merritt Construction • Clayton Industries Inc. • Hudson Canyon Const. • Sun Up Enterprises • HCS Excavating, Inc. • Nenni Equipment Corp. • Merlex Contracting Corp. • Black Top Maintenance BID AMOUNT VERIFIED BID AMT. $ 865,496.00 $ 974,000.00 $ 1, 098, 443.00 $ 1,168,008.40 $ 1,299,929.00 $ 1,303,019.30 $ 1,328,135.00 $ 1,648,970.05 $ 853,136.00 $ 950,725.00 $1,119,943.00 $1,168,008.40 $1,271,969.00 $1,303,019.30 $1,338,325.00 $1,648,970.05 As you can see, the verified bid amount of the low bidder, Merritt Construction, Inc., is $12,360.00 less than the bid submitted. This was a result of multiplication errors in two (2) of the bid items. Mr. Paggi's Office contacted Merritt Construction, to inform them of the errors and asked if they would have any problems completing the work for the verified amount. They indicated that this would not be a problem. The references have been checked for Merritt Construction, Inc., and found them to be very positive with no problems noted. With this in mind, Mr. Paggi's office would recommend that the Board award the contract for the Wappinger Sewer Transmission/Treatment Improvement Phase 3A Contract No. 1 to Merritt Construction, Inc., for $853,136.00, they being the lowest bid. LM COUNCILMAN RUGGIERO moved to award the bid for Phase 3A Contract I to Merritt Construction, Inc., for $853,136.00, they being the lowest bid as recommended by Jay Paggi, Engineer to the Town. Seconded by Mr. Paoloni 1 Motion Unanimously Carried Notification of intent to renew a liquor license was received from JTG Enterprise, Inc., a/k/a Jets Place, located off Myers Corners Road. COUNCILMAN RUGGIERO moved to accept the notification of intent to renew the liquor license from JTG Enterprises, Inc., a/k/a Jets Place, and place it on file without comment. Seconded by Mr. Paoloni Motion Unanimously Carried At the last meeting, the board authorized Supervisor Smith, Mr. Paggi, and Mr. Roberts to speak to Paul Cassillo of the DCDPW in regard to placing "No Parking" signs on Myers Corners Road. He informed them that "No Parking" signs could be placed only on either end of the Convenient Store on Myers Corners Road. COUNCILMAN PAOLONI moved to authorize "No Parking" signs to be placed at either end of the Convenient Store on Myers Corners Road and authorize Attorney to the Town, Al Roberts to redraft the Local Law. Seconded by Mr. Ruggiero Motion Unanimously Carried SUPERVISOR SMITH announced that one of the residents contacted her in regard to the new Local Law prohibiting right hand turns on Blackthorn Loop. This seems to be an inconvenience for the school buses. Discussion followed. COUNCILMAN RUGGIERO moved to authorize Attorney to the Town Al Roberts amend the Local Law to allow school buses to make a right hand turn on Blackthorn Loop. Seconded by Mr. Valdati Motion Unanimously Carried SUPERVISOR SMITH gave an update on Rich Drive. She informed the Board that the County would permit the Town to perform the work, but the County did not have the funds to pay for half of the cost. Discussion followed with input from Engineer to the Town, Jay Paggi and Attorney to the Town, Al Roberts. COUNCILMAN RUGGIERO moved to authorize Jay Paggi, Engineer to the Town, to prepare an estimate of the Town and the County's share for a proposed solution for Rich Drive, so we have something to offer the County in terms of cost to perform the work. Seconded by Mr. Valdati Motion Unanimously Carried 2 The Civil Service position of Fire Inspector having been vacated by Mark Liebermann was now placed before the Board for their consideration. Seconded by Mr. Valdati ROLL CALL VOTE VOTE Supervisor Smith Nay Councilman Valdati Aye Councilman Bettina Absent Councilman Ruggiero Aye Councilman Paoloni Nay Motion Failed The remainder of the workshop pertains to Recreation. The first item is park availability. Supervisor Smith announced that the parks are open from the beginning of March until October from 6:00 a.m. till dark. Ralph Holt explained that no one has ever requested that the parks be open in the winter, with the exception of two: Reese Park, and Castle Point. Reese Park has a pond that freezes in the winter, and could be used for ice skating. Castle Point does have a sizable hill for sledding in the winter, but there are several problems with Castle Point, one being that the land fill area is at the bottom of the hill and there are air vents at the bottom of the hill which would pose a safety problem. The other concerns are parking and vandalism. Mr. Holt, Recreation Director provided the board with a list of items and improvements he wishes to see implemented. 1. Senior Center $875,000.00 2. Implementing a Rollerblading Rink was also discussed. Earlier in the year, Jay Paggi, Engineer to the Town and Mr. Holt had compiled a list of the existing sites for a proposed Senior Center. Mr. Paggi went over the list and pointed out both negative and positive points of each. The four sites that Mr. Paggi felt should be considered would be Town Hall, Montfort, Cranberry and Rymer sites. Discussion followed. Also discussed was renting property on a temporary basis for the Senior Center and the Justice Court until we come up with a permanent solution. COUNCILMAN RUGGIERO moved to authorize the Supervisor and Attorney to the Town Al Roberts investigate the feasibility of renting temporary space for the Senior Center and Town Court facility in the interim, until permanent facilities are constructed. Seconded by Mr. Valdati Motion Unanimously Carried Mr. Holt discussed going out to Bond for the completion of Rymer Park for use as another Recreation facility. Mr. Valdati explained that we should get all the numbers in place, including Greystone before going out to Bond for Recreation. COUNCILMAN RUGGIERO moved to authorize Al Roberts, Attorney to the Town to work with Bond Council to prepare a Bond Resolution for Items 1 thru 7 as proposed under RECREATION IMPROVEMENTS. Seconded by Mr. Bettina Motion Unanimously Carried. .19 F-� r� Mr. Roberts explained that he needs a detailed analysis of the proposals. The local finance law prescribes what is called a "period of probable usefulness" for various items that may be bonded, and you can't Bond a particular item. beyond the period of probable usefulness that's set forth in the local finance law. For instance, to prepare a bond on the Senior Citizen building without having a site for it is going to be premature. Discussion followed. COUNCILMAN RUGGIERO moved to withdraw his motion. Seconded by Mr. Paoloni Motion Unanimously Carried COUNCILMAN BETTINA moved to authorize Mr. Terwilliger, Comptroller to amortize cost for the projects and the impact it would have on tax rates, to be reviewed at the next board meeting. Seconded by Mr. Ruggiero Motion Unanimously Carried Mr. Holt made a request to purchase First Aid Kits and Mats. Three (3) for each park COUNCILMAN VALDATI moved to authorize Recreation to purchase First Aid Kits and Mats (3) for each park. Seconded by Mr. Bettina Motion Unanimously Carried COUNCILMAN PAOLONI moved to replace the Piling for the docks at Chelsea. Seconded by Mr. Ruggiero Motion Unanimously Carried COUNCILMAN BETTINA moved to authorize Jay Paggi, Engineer to the Town to see if there is an area of Castle Point to utilize as a parking lot for boat trailers. Seconded by Mr. Paoloni Motion Unanimously Carried COUNCILMAN RUGGIERO moved to authorize the Recreation Committee to recommend a site for the Senior Center. Seconded by Mr. Paoloni Motion Unanimously Carried Mr. Holt, Recreation Director recommended Montfort Road site for the Senior Center. There are 5 1/2 acres at the site, fishing, tennis courts, little league if they wish to watch baseball and men in the maintenance barn right next door if a problem arises. 61 COUNCILMAN RUGGIERO moved to authorize Jay Paggi, Engineer to the Town to prepare a plan to develop the Montfort Road site for the Senior Center. Seconded by Mr. Paoloni Motion Unanimously Carried COUNCILMAN RUGGIERO moved to authorize the Supervisor to look into the cost of two (2) computers for the Recreation Department. Seconded by Mr. Bettina Motion Unanimously Carried COUNCILMAN RUGGIERO moved to authorize Don Swartz, Architect to work with the Jay Paggi, on the plans for the Senior Center. Seconded by Mr. Bettina Motion Unanimously Carried COUNCILMAN RUGGIERO moved to authorize the Recreation Committee to investigate Rollerblading and Basketball courts for Robinson Lane. Seconded by Mr. Paoloni Motion Unanimously Carried There was no other business to come before the board.
