RESOLUTION AUTHORIZING HIGHWAY SUPERINTENDENT TO ATTEND
ASSOCIATION OF TOWNS HIGHWAY SCHOOL
At the regular meeting of the Town Board of the Town of Wappinger, Dutchess
County, New York, held at Town Hall, 20 Middlebush Road, Wappingers Falls, New
York, on the 24th day of March, 2003, at 7:30 P.M.
The meeting was called to order by Joseph Ruggiero, Supervisor, and upon roll
being called, the following were present:
PRESENT: Supervisor - Joseph Ruggiero
Councilmen - Robert L. Valdati
Vincent F. Bettina
Joseph P. Paoloni
Christopher J. Colsey
ABSENT:
The following Resolution was introduced by Mr. Paoloni and seconded
by Mr. Colse
WHEREAS, the Town Board wishes to authorize Graham.Foster, Highway
Superintendent to the Tow to attend the Association of Towns Highway School on June
2nd, 3rd, and 4a', 2003 in Ithaca, New York.
NOW, THEREFORE, BE IT RESOLVED, that Graham Foster, Highway
Superintendent to the Town of Wappinger are hereby authorized to attend training at the
Association of Towns Highway School in Ithaca, New York on June 2, 3, and 4, 2003, at
a cost not to exceed Eighty Dollars ($80) for registration and One Hundred- Fourteen
Dollars ($114) per night for Hotel accommodations.
The foregoing was put to a vote, which resulted as follows:

IMPORTANT NOTICE: To save time and facilitate check-in at this School, ADVANCE REGISTRATION IS REQUESTED. If you
arrive Sunday, June 1', you may pick up your program, badge and parking permit between 3:00 - 5:00 p.m. in the NORTH FOYER of
Phillips Hall (upstairs) on the Ithaca College Campus. Check-in will resume at 8:00 a.m., Monday morning, June 2" at the same
place. An additional $10.00 fee will be charged "walk-ins".
Proposed Topics & Workshops for the 2003 Program Include:
responsibilities of town superintendents as they relate to Section 140 of the highway law;
• new methods for restoration of utility cuts;
• the process and politics of selling your budget to your boards;
• sign maintenance;
• handling labor negotiations;
• how to maintain and upgrade seasonal roads;

PRE -REGISTRATION & PRE -REGISTRATION FEE:
Please complete the enclosed Pre -Registration Form and return with your check payable to the Association of Towns in the
amount of $80.00 FOR RECEIPT NO LATER THAN MAY 23rd - for Pre -Registration Fee to be applicable. VOUCHERS DO
NOT CONSTITUTE ELIGIBILITY FOR PREFERENTIAL PRE -REGISTRATION FEE UNLESS FULL PAYMENT IS
RECEIVED BY MAY 23rd . (Registration received after such date will be processed at the $90.00 Registration Fee rate because time
will not allow for advance processing and communication). A $10.00 processing fee will be deducted for each cancellation.
NOTE -NEW: If outstanding vouchers are not paid by check-in at school, the attendee will have to pay on-site registration fee.
Acknowledgment will be made by mail. There will be no refunds after May 23rd .
HANDICAPPED PARKING: If you will need a handicap permit, you must call the
Cornell Local Roads Office at (607) 255-8033
prior to arriving at the school. There are a limited number of permits available.
PARKING: Parking is available in designated areas on the Ithaca College Campus only with a valid parking permit.
When you drive into the parking area of the College on Monday morning, we will have someone available to meet
you and give you the parking permit for the duration of the School.
EXPENSES: Actual and necessary expenses incurred in attending this School, including the registration fee, are proper
municipal charges under Town Law, § 116(12) and General Municipal Law, §77-b.
