The Board recognized Michael Hayes, Attorney representing Buddy Hackett and Wallace Sheft, with a request that the benefit units assigned to parcel 19-62571-03-162230-00 be reduced from 17.8 to 5.4 units, because only 25 out 87 acres are useable. He explained that the land has been assessed as vacant residential, and is entirely undeveloped, so it would seem that there is little or no current benefit to the land. Supervisor Smith summoned the Assessor, Ms. Tasadfoy, and she explained that she would like to look into this further for documentation from the DEC, but she tends to agree that it probably is over assessed, and the Benefit Units are high being that there is no potential. COUNCILMAN RUGGIERO moved to authorize the Assessor to file her report and get back to the Board with her recommendations. Seconded by Mr. Valdati Motion Unanimously Carried COUNCILMAN RUGGIERO moved to close the Public Hearing, seconded by Mr. Valdati, and unanimously carried. Supervisor Smith announced that that she would take comments from the public for the preliminary budget, which will not be the final budget, there will be changes made after the Public Hearing. There were no questions or comments from the Public. At this time Supervisor Smith presented the following justifications for concerns she had on several accounts in the Preliminary Budget to the Board Members for their consideration. RE: PRELIMINARY BUDGET REVENUE ACCOUNT A3003.0 State Aid Tax and Map Assessment $2 per parcel --------Not Dependable. As Market Value and Assesses Value come farther apart and reaches a 15% difference the Town will not qualify for this aid. We are presently at about 13% and probably in a year or two will reach 15% and not qualify, unless a re-val is done and the number changes. COMPTROLLER A1315.1 Reduced Comptrollers salary: It is already difficult to have someone fill that position because of low salary. Recent employees hired (such as Assessor, Building Inspector and Zoning Administrator) have been hired without lowering salaries. Also, the Board approved to set up interviews at the present salary. How do you explain that the salary is now lowered, to the people already canvassed. COUPON FEES A1380.4 These fees fluctuate. In 1998 we paid out $3,836.55 in the A fund Coupon Fees. The B fund coupon fees seem OK. MISCELLANEOUS A1620.4 Signed contract at September'98 meeting for Plowing, Landscaping, Exterminator. A1620.42 Xerox (STAR ---extra machine) CENTRAL DATA A1680.2 Maintenance Contract -Replacement Upgrades for 1999 1 r " 110498.PH UNALLOCATED INS A1910.4 Licenses -Govern (Building Dept.) Executive (Comptrollers Dept.) OCIS (County). ST. RETIREMENT A9010.8 Three or four years ago there was a couty case that was settled. State Retirement has to pay municipalities money. A % by # of employees in municipality. State Retirement did not pay back all at one time, it was too costly. Instead, each municipality was given credit and it was spent over years. Town of Wappinger this year had $10,513 credit total, bill was $18,485 therefore, we need to pay in 1998, $7,972. In 1999 we will need $18,485 and additional monies for new hires and also increases in salaries. NYS Retirement believes that we will need between $23,000 and $24,000 in budget since we have no more credit. This is to be divided between A9010.8 and H139010.8 DEBT SERVICE A9730.6 Cannot lower. This is mandated principal payment due on bond. CONTINGENT B1990.4 Removal of: leaves us short for emergency or special needs. FEES Dog Licenses, Planning Board, ZBA, Recreation: these have been greatly increased in most line items. If new fee schedule is not prepared by January 1999, there could be serious financial problems. Fees should be increased prior to adding to budget. PROJECTS SUCH AS: Recycle, Greystone, Codification, Joint City Water, Town wide Water, etc., have been removed. It is my suggestion that we list the projects by priority. To bond all these project would cause the town to be nearly to the top of their debt service limit, as we are now about 35% there, and also have debt service for sewer, which is not included in the total debt service limit. If we bonded for many of these projects, we will be running the town on credit (deficit). AMBULANCE DISTRICT: The ambulance district does not seem to appear in the Preliminary Budget, however, it may just have been overlooked. 1220.1 Supervisor would like $5,000.00 to $8,000.00 added for the position of Budget Director. At this time Frank Versace of Paggi Place was recognized by the Town Board and wished to discuss the abandoned Oakwood Plant. The plant still belongs to the Oakwood Water residents, and because the town is using the building for the storage of records, should pay rental to the residents or demolish the building. Discussion followed. Supervisor Smith advised Mr. Versace that an appraisal was conducted on the plant and was appraised for $14,600. We had requested the attorney to look into the possibility of changing the area in a small recreation type area. Mr. Versace did not think it was fair to the 2 residents to allow the Town to use the building for free. Everyone is getting ? the benefit of the building, and the residents of the Wappinger Sewer Improvement I are paying for it. Supervisor Smith said she would check with the Attorney to the Town to see how this can be handled, and then she would get back to him. Supervisor Smith informed Mr. Versace, that this issue came up at the last meeting, and has been pushed up on the priority list. There were no other questions or comments.
