The Regular Meeting of The Town Board of the Town of Wappinger
was held on July 22, 1996 at the Town Hall, 20 Middlebush Road,
Wappingers Falls, New York.
Supervisor Smith called the meeting to order at 7:48 P.M.

The Supervisor asked all to join in the Pledge of Allegiance to
the Flag at the Commencement of the Meeting.
At this time Supervisor Smith asked everyone to join in a moment
of silence in memory of our Building Inspector, Don Keller, who
passed away on July 20, 1996.
MINUTES
.. The Minutes of the Regular Meeting of June 24, 1996 having
previously been forwarded to the Board Members, were now placed
before them for their consideration.

PETITIONS & COMMUNICATIONS
The first item is correspondence from Edward Blaney of Chelsea
Fire District. They have reserved the Chelsea Recreation Field
for Saturday September 21st. As part of their 50th year
celebration of the founding of the Chelsea Fire Company, they

would like to have a night of Fireworks for the residents of the
Town of Wappinger. The demonstration would be put on by Legion
Fireworks of Chelsea. The Fire Company would take all 4
responsibility for the evening and would have their fire trucks
on hand. They would also make sure the area was left clean.
On the same matter, correspondence was received from Ralph Holt,
Chairman of Recreation with his recommendations against the use
of fireworks due to the large number of people it would attract
and River Road is not a safe place to leave cars. Mr. Holt also
feels the parking facilities are inadequate to handle the
expected crowd.
COUNCILWOMAN VISCONTI moved to approve Mr. Blaney's request to
use the Castle Point Recreation area for a fireworks display on
Saturday September 21st and felt the Fire Company could
adequately handle the traffic control efficiently.

Correspondence from J. Theodore Fink, President of Greenplan
regarding the proposed AVR Realty Development Zoning Amendment
application for a 48 acre parcel on MacFarland Road and Route 9
for RMF -5 from COP.

workshop.

Several Reports were submitted from Jay Paggi, Engineer to the
Town. The first report concerns the Tri -Municipal Flow Meter.
Approximately one (1) month ago CAMO Pollution Control installed

a flow meter at the end of the trunk line in Reese Park. Since
that time they have been recording the flows on a weekly basis
for comparison with the Tri -Municipal readings of flows at the
Village Pump Station. Mr. Paggi recommends a workshop be held
to include the Town, the Commission, including Engineers and
Operators, to establish a protocol for reading the meters. The
protocol should include the exact time of day and number of days
the meter(s) are read. This will insure that there are no
disagreements down the line that cannot be ironed out.
COUNCILWOMAN VISCONTI moved to place this item on a future
workshop to include the Members of the Commission, Engineers and
Operators.

The second report concerns the Environmental Study of Deans
Trucking, performed by Chazen Environmental Services. Chazen
has identified a section of the site which is covered with
uncontrolled fill that contains a presence of a compound similar
to those found in fuel and/or gasoline. Additional work will be
necessary to determine the extent of this soil. The cost of
this additional work would be $2,500. Authorization is needed
to expend the additional funds.
COUNCILWOMAN VISCONTI moved to authorize Mr. Paggi to continue
with the next phase of testing, not to exceed $2,500.

The third report concerns the monthly status meeting for Phase
3A held by the Tri -Municipal Sewer Commission, that Mr. Paggi
attended. Also in attendance were Peter Cantline, Peter Witco,
Matthew Rudikoff, Will Agrista and Tony Quartararro. The
purpose of the meeting was to discuss the technical status of
the Map, Plan and Report for Phase 3A of the Wappinger Sewer

Transmission/Treatment Improvement Area.

The fourth report concerns the field inspection Mr. Paggi
performed on the Sacks Residence on 19 Split Tree Drive.
Mrs. Sacks called regarding the condition of the existing storm
drain in the rear of her property. As it turns out, it would
appear that the catch basin and storm drain is actually on other
property, however, in the vicinity of Mrs. Sacks property. Our
office researched the surrounding deeds at the Dutchess County
Clerk's Office and find no evidence of a easement granted from
the owner of the land to the Town of Wappinger. An inspection
of File Map No. 3431 Wildwood Section 2A, also reveals that
there are no easements to the Town. With this in mind, it is
the opinion of Mr. Paggi, that this is a private drain, and
repair of the same should be incumbent upon the property owner
on which the drain lies.

The last report Mr. Paggi presented concerns the Rockingham
Farms Recreation Area. Mr. Paggi made a field inspection with
Steve Yandrich of the US Army Corps of Engineers, to discuss a
residence complaint regarding supposed filling in the wet area
just south of the Rockingham Farms Soccer field. Mr. Paggi also
reviewed the history of the site with Mr. Yandrich. A field
inspection revealed that someone was dumping a granular type
material along the perimeter of this parking area that included
chunks of blacktop and a small piece of corrugated metal pipe.
He indicated to Mr. Yandrich that he would ask the Highway

Superintendent to remove the blacktop and the pipe, and will
inform the Army Corps of Engineer, through Mr. Yandrich's
office, when this work is completed. Mr. Paggi requested a
sign be posted in the immediate area indicating that no dumping
would be allowed, Mr. Foster, Highway Superintendent placed a
sign that day and he recommends correspondence from the
Zoning Enforcement Officer be sent out to all departments
including Highway for; Town, County, State, Recreation, etc.,
that the area not be used for dumping of miscellaneous fill.
By copy of this letter I asked Mr. Foster to perform the work
necessary to clean the area of the debris.

Requests from Mark Liebermann, Fire Inspector and Donald Keller,
Building Inspector for permission to attend the one day
mandatory Training Seminar on July 18, 1996.

Liebermann, Fire Inspector and Donald Keller, Building Inspector
to attend the one day mandatory Training Seminar on July 18,
1996 and their legitimate expenses to be a Town charge.

A request from Thomas & Jacqueline Foster for the return of a
Building Permit fee in the amount of $20.00. The Fosters
had applied for the permit to build a deck, but have since
changed their mind.

Building Permit fee in the amount of $20.00 to Mr. & Mrs. Foster
based on the recommendation of Donald Keller, Building
Inspector.

Correspondence from Sue Kelly in response to the Resolution
recently enacted
by the
Town of Wappinger pertaining
to the
transportation of
spent
nuclear fuel near the Town of
Wappinger.
Due to the many concerns
which have been raised about
this
legislation, and
busy legislative schedule which the
House has
,
for the reminder
of the
year, she has serious doubts
that this
legislation will be voted on this year. Even if it is voted on
however, Ms. Kelly understands the concerns of the people of the
Town of Wappinger and surrounding areas and will take whatever
steps are necessary to ensure that those concerns are addressed.

Anthony C. Zacharakis Attorney, presented the Town Board with
his list of ideas for restructuring the local Government. We
have an inalienable right to life, liberty and pursuit of
happiness. Each and everyone of us has a physical presence on
the earth. It is his opinion that Real Property Taxes should not
fund Education, Social, and Recreational activities and the
excesses of a few.
COUNCILWOMAN VISCONTI moved to accept the correspondence and
place it on file.

Next are two reports from Highway Superintendent Graham Foster.
The first report concerns the 1971 Utility Van that is owned by
the Town. The Van was due for a New York State Inspection this
month. When the inspection was performed many defects were
discovered, and it failed to pass inspection. The engine also

has a severe oil leak. He has estimated $2,000 for repairs to
get the vehicle back on the road, if he can get the parts.
After all is said and done, we would still have a 25 year
marginal vehicle on the road. Since this vehicle is only used a
utility vehicle which carries hand tools, generator welding
torches and supplies, it's use is limited. Instead of replacing
this vehicle with a comparable vehicle which would cost
approximately $40,000 I suggest it be replaced with a pickup
truck which can be used year round. Also their current pickup
#4 is a 1983 vehicle with in excess of 150,000 mile on it which
is scheduled for replacement this year. Mr. Foster is
requesting permission from the Town Board to go to bid to
replace these two vehicles with two four wheel drive pickups
with plows which can be utilized all year. Supervisor Smith
informed the Board that we have a policy in place that states we
must keep a minimum of $50,000 in the Capital Fund for Highway.
We have $106,402.93. She suggested we amend the policy tonight
to $50,000. Then allow Mr. Foster around $60,000 to bid for the
two pickup trucks. This would make it all legal.
COUNCILWOMAN VISCONTI moved to amend the existing policy for the
Highway Capital Improvement account to a minimum of $50,000.

The second report concerns the Town Boat Ramp. Over the 4th of
July weekend the lack of adequate parking in this area was very
apparent. The Recreation Department is currently working on a
proposed plan for the future. Mr. Foster would like to propose
a voluntary plan for now. At this time most of the regular

vehicles in this area are going to Chelsea Marina or The Chelsea
Yacht Club. He has spoken to Michael Schwall of the Chelsea
Marina and all of his people park on his property. The problem
is most of the traffic for the Chelsea Yacht Club park on the
public property which leaves most of their private property
vacant and eliminates all the parking for vehicles with trailers
which use
the public ramp.
To make matters
worse,
someone
,
placed NO
PARKING signs on
a seasonal gate
for the
Yacht Club
which were being enforced by our Town Patrol. To help the
problem he removed the illegal signs and spoke with the Town
Patrol Officers and several members of the Yacht Club. Mr.
Foster proposes that Chelsea Marina continue to encourage all
their customers to park on the Marina property and ask the
Chelsea Yacht Club to ask their members to please park on Yacht
Club property. This will leave a fair amount of parking for
vehicles with trailers which use the Town ramp and currently
have nowhere to park. In the interest of fair play I hope the
Yacht Club members would comply with a formal request from the
Board. We all enjoy our natural waterway and it does not seem
fair to limit it's use to people who choose to trailer their
boats, due to lack of parking.
COUNCILWOMAN VISCONTI moved to authorize Supervisor Smith send a
letter to the Chelsea Yacht Club requesting their cooperation.

Next is report from Al Roberts, Attorney to the Town on the
Keith Capolino Subdivision. Following up on a meeting at
Tri -Municipal, after the Town Board approves the connection, vo
notice will have to be given to the Planning Board that both
the Town and Tri -Municipal have authorized the sewer connection.
As per the Town's policy on early connections, the applicant
will have to agree to pay at least one year of full benefit

assessment for the Plant Expansion and Trunk Line and,
commencing with calendar year 1997, the Lot will be added to the
Wappinger Sewer Transmission Treatment Improvement Assessment
Rolls for Capital Charges for the Plant Expansion as well as the
Trunk Line. The above should be made condition of the
subdivision approval.
COUNCILWOMAN VISCONTI moved to authorize the connection, also
,%W notify the Planning Board, and Assessor, Tom Logan, of the
connection.

A report from Michael P. Tremper, CAMO Pollution Control in
regards to the proposed connection of the Strype Residence, 12
Brown Road, directly into the Rockingham Sewage District. Mr.
Tremper and Mr. Fitzpatrick met with Mrs. Strype on June 7,
1996. At that time they showed Mrs. Strype where the sewer line
ran on her property and measured the depth of the sewer line at
k;
the two manholes within her property. Along with the above,
ice•• many issues were discussed regarding the possible connections
into the sewer main. Mrs. Strype was also informed, the cost of
installing the sewer line, abandoning her septic tank, and
hooking into the town sewer main would all be the responsibility
of the homeowner. Mrs. Strype indicated that she was in a
hurry for this connection. As of July 1st, Mr. Tremper has not
received correspondence or any further telephone messages from
Mrs. Strype concerning the connection to the Rockingham Sewer
District.

from Stephen Christian, Attorney representing Carl & Helen Von

Hagen of 9 Brown Road.
Dear Mr. Roberts:
I am in receipt of your letter dated June 20th which correctly
assumes that the cause of Carl & Helen Von Hagen's concern is
the laying of sewer line along Brown Road. A representative of
the Town of Wappinger apparently misled the Von Hagens (I hope
unintentionally) into believing that the easement that was

canceled by them also gave the Town the authority to lay the
pipeline along Brown Road across their front yard rather than in
the road bed or on the other side of the road as the Von Hagens
wished. The Town went so far as to lay stakes across the Von
Hagens front lawn which would have required the uprooting of
several old growth trees. Since the memorandum from Paggi &
Martin which accompanied your letter clearly states, the only
easement which the Town has, does not confer authority on the
Town to lay Brown Road pipeline across the Von Hagen's property,
we will not pursue the recording of our easement cancellation
and you may consider that easement as continuing in full force
and effect. Please let me stress, however, that as adamant as
you were in your "vigorous" opposition to our termination of the
existing easement, we are equally committed to prevent any
disruption of Westphalia Farm for the Brown Road Sewer project.
The Von Hagen's farm which dates back to the early 1700's is one
of the few remaining historical jewels in this area and the Town
itself should be as committed to its preservation as the Von
Hagens are.

John Adams, Attorney, submitted the Alpine Parking Agreement for
the Town Boards approval. This agreement has been drafted for
purposes of addressing the obligation of Alpine bonding reserve

parking spaces in the event its building activity reaches a
level where a completed building area is greater that 192,150
square feet and equal to or less than the approved 210,082
square feet. In such circumstances, in agreement of the
Planning Board, Alpine may post a bond rather than building the
parking spaces for the final 17,900 square feet of additional
gross floor area. Because the agreement contemplates a bond, it
is necessary that the Town Board Approve this agreement.
COUNCILWOMAN VISCONTI moved to approve the agreement and
authorize the Supervisor to sign.

Certioraris to Emanuel Saris, Attorney to the Town, appointed to
handle Tax Reviews, to defend on behalf of the Town.

Notification from Ralph Holt informing the Board that he has
received notice from Dutchess County Department of Planning and
Development that our application for the 1996 Community
Development Block Grant has been approved for financial support
to construct a building to house handicapped accessible rest
rooms at Castle Point Recreation Area. The grant is for
$30,000. The estimated cost of the building and the estimated
cost to prepare the specifications for the building, so we can
go out for bids is between $41,000 and $45,000. We request at
this time the Town approve the necessary funds to cover the
difference between the grant and actual costs be taken from

Parkland Fund. This fund currently has a balance of $157,000.
COUNCILMAN VALDATI moved to approve $15,000 from Parkland Trust
Fund to cover the difference between the grant and the actual
cost, to construct a building to house handicapped accessible
rest rooms at Castle Point Recreation.

preparing the Storage Area at the former Oakwood Sewer Plant.

records from Highway Department and Town Hall to new storage
area at Oakwood Sewer Plant.
* Approximately 100 - 125 hours of labor

At last months Town Board meeting there was some discussion
regarding the release of landscape escrow without Town Board
approval. A motion was made for Al Roberts, Attorney to the
Town to look into the legality of releasing the funds without
Town Board approval and report back to the Board. If there were
no legal ramifications, tonight the Town Board would authorize
Mr. Roberts to prepare a resolution for the return of landscape
escrow.
SUPERVISOR SMITH moved to table at this time due to the untimely
death of Don Keller, Building Inspector. Mrs. Smith feels a
Building Inspector should be involved.

Next is to authorize Engineer to the Town Jay Paggi and Michael
Tremper to investigate the collapsed sewer line on All Angels
Hill Road.

of the collapsed sewer line on All Angels Hill Road.

COMMITTEE REPORTS
At this time SUPERVISOR SMITH recognized several residents in
the audience who had concerns regarding the lack of water at the

Fleetwood Water District. Mr. Incoronato spoke on the ongoing
water crisis at Fleetwood and reminded the Board that water had
been trucked in for the past two summers on the average of once
and twice a week at a cost of $7,000. He proposed several
possibilities. There are two terminals of water supply at BJ
on Route 9 and at the Pavillion at White Gate. If you join that
loop and incorporate Fleetwood and other properties on Osborne
Hill Road along with the commercial properties along 9 you have
an extensive and affordable water system. Supervisor Smith said
we do not know if it is affordable yet and she outlined what has
been done so far. She is very concerned with the cost. Mr.
Paggi, Engineer to the Town will present his report so we have
some numbers to work with. At the point when we have some
numbers, we will have a public information meeting. In the mean
time water is being trucked in on a regular basis. We replaced
the pump and do not want it to give out by running all the time.
We are letting the Tank only go down to half so the pump gets a
chance to rest. We are trying extremely hard to help all the
residents. Mr. Paggi also informed the residents he hopes to
present his report by the August Meeting to the Town Board.
Resident Frank Levine requested to know the quantity of water
usage Spring vs Summer. Supervisor Smith informed Mr. Levine
that weekend used 70k gallons on Sunday than we normally use.
Bob Campa said he was on a fixed income and the charges should
be fair. Jerry Schuler also spoke and feels everyone should
pay their fare share. Why should he pay for water that some one

else uses. Bob Campa, who is on a fixed income felt the cost
should be fair to singles. All the residents agreed, they
should be only billed for what they "use". One of the residents
questioned the age of the water meters, and perhaps they should
be checked and replaced if necessary. SUPERVISOR SMITH said
that the meters are checked on a regular basis, and replaced
when necessary. SUPERVISOR SMITH thanked all the residents for
coming, and reminded them, "we are working for you".
COUNCILMAN RUGGIERO reporting on too much water, and thanked Mr.
Foster, Highway Superintendent and his men for the fine job he
did during the recent flood that hit the Oakwood Development and
Rockingham Farms area. Mr. Ruggiero and other members of the
Board toured the flooded areas that Saturday. Pipes on Robert
Lane are emptying into backyards like a big catch basin for the
development. It was brought to his attention that this problem
was brought before the Board some seven years ago and feels
this is something that must be readdressed at a workshop to
enlighten the newer members of the Board.
SUPERVISOR SMITH explained what had been done since that time.
More easements are needed, and before tonights meeting she spoke
with Mr. Nicka who owns the property where we would like an
easement. He was meeting with the Army Core of Engineers on the
property this week. After he meets with them he will come in to
negotiate the easement with the Town. Sue Carrigan of 34 Robert
Lane was recognized by the chair and asked Supervisor Smith when
we can expect work to begin, once the easement is obtained.
Supervisor Smith said as far as the time span she can't give her
a definite time.
The next concern COUNCILMAN RUGGIERO wished to discuss was
Rockingham Farms. What is the status. SUPERVISOR SMITH
informed him that she has in her hand two easements to go over
with the attorney. Resident Donna Prairie of Drew Court was

recognized by the chair. She asked Mrs. Visconti where she
could get Flood insurance. Mrs. Visconti said she would give
her a contact name for the Nation Flood Insurance. Resident Don
Curry was recognized by the Board and asked, at what point in
time does the Town say enough is enough we need to take action
in the Town to help our citizens. COUNCILMAN VALDATI informed
the residents that we do have the money and we are going to get
this done. COUNCILWOMAN VISCONTI told the residents that the
Town also made application for a Federal Grant for the January
25th storm. We are waiting to hear from them as to how much
would be utilized to help defray the cost. Many of the
residents were concerned that the delay in correcting the
drainage might cause the funds to be diverted to another
project. SUPERVISOR SMITH assured them that funds have been
appropriated to use for the Rockingham project.
The residents also gave Graham Foster and his Highway Department
a round of applause for the excellent job they did during the
flood.
COUNCILMAN VALDATI on the NYSDOT. We had them here a while
back and discussed problems on Route 9D at Montclair.
SUPERVISOR SMITH said we would get answer in August. Mr.
Valdati also asked Attorney to the Town Al Roberts what is the
status of the agreement between Village and the Town regarding
Dog Control. Mr. Roberts responded, there is no status, he has
written to Lou Viglotti, and he hasn't gotten back to him yet.
COUNCILWOMAN VISCONTI had asked to be invited to the Dutchess
County Airport Advisory Committee. She was concerned, with the
possibility of IBM pulling out, much revenue would be lost for
the Town. Mr. Rose gave a rundown on ways to attract private
enterprise that would take over that particular Hangar.
COUNCILMAN BETTINA had a question for Mr. Foster, Highway
Superintendent regarding Fleetwood Condominiums on Ketchamtown
Road. He received a phone call and letter with complaints that

water is flooding into Fleetwood Condos from the Town Road.
Mr. Foster said he had received a letter from them with an
ultimatum that if the work is not done by a certain date they
would take matters into there own hands. He responded back with
a letter advising them against that, and reminded them that a
substantial amount of work had been done over the past few
years, and he will continue to do more work. There is 5" of
pitch from the existing Catch Basin up to where the water is.
We must remove the existing blacktop swale, regrade it, and put
the blacktop swale back in again.

Mr. Close submitted his report for the month of June on the
subdivisions, the amount, expiration dates and call up dates

RESOLUTIONS
A Public Hearing having been held on the proposed Local Law of
1996 to consider changing Old Troy Road from its current
designation for one-way traffic in a north to north-easterly to
a one way, south to south-westerly, the matter of its adoption
was now placed before the Board for their consideration.
COUNCILMAN RUGGIERO moved to table this Resolution due to the
amount of traffic problems residents felt would be created
by the change in traffic flow.
Seconded by Mr. Bettina

COUNCILMAN VALDATI moved to authorize Attorney to the Town Al
Roberts prepare a Local Law for STOP signs North & South on Old
Troy Road at the Wheeler Hill Road intersection.

Mr. Ruggiero asked Mr. Foster if we would be accomplishing
anything by putting up STOP signs on Old Troy Road. Mr. Foster
explained that it is another issue entirely. These are two
different projects. He is going to try to get some voluntary
easements from the people at the very crest of the hill to widen
the pavement and to increase the width of the shoulder that is
removed from this project. No matter what we do this problem
would still remain.
NEW BUSINESS
The Town Planning Board has received the application of Steven
Domber for preliminary approval of a 79 -lot subdivision
involving 142.6 acres within the R-40 zoning district. The
property consists of three parcels located at the northeast,
southeast and southwest corners of the intersection of All
Angels Hill Road (County Route 94) and Old Hopewell Road (County
Route 28). The Planning Board proposes to be the Lead Agency
with regard to the proposed action under the procedures and
requirement of the New York State Environmental Quality Review
Act (SEQRA). Unless an objection is express and received in
writing from an involved agency by August 14, 1996 the planning
Board will assume the role of Lead Agency.
COUNCILWOMAN VISCONTI moved to authorize Supervisor Smith send
an answer to the Planning Board. The Town Board has no
objection to them being Lead Agency.

Local Law changing Old Troy Road from its current designation
for one way traffic in a north to north-easterly direction from
its intersection with Wheeler Hill Road to its intersection with
New Hamburg Road, to one-way traffic in a south to south-
westerly direction starting from its intersection with New
Hamburg Road to its intersection with Wheeler Hill Road.

SUPERVISOR SMITH asked if there were any comments or questions
from the audience. Frances Reese, who owns property on Old
Troy Road was against changing the direction. Her greatest
concerns are speed and amount of traffic. SUPERVISOR SMITH
explained that changing the direction of'Old Troy Road was
suggested by one of the residents as a way to slow down the
traffic on Old Troy Road. We can not use speed bumps or STOP
signs to control speed. We can only post Town Wide speed
limits of 30 MPH in the area. Mrs. Smith explained that speed
was a Town wide problem and we do not have a police force. We
have asked the State Police to patrol certain areas, and they
are very cooperative. Mr. Valdati suggested that we include
Wheeler Hill Road as one of the Hot Spots for our Vandalism
Patrol. Rosalie Palmer of Wheeler Hill Road would like to

install— a Toll Booth. Bernice Morris of Wheeler Hill Road
with concerns of trees and growth which persist and inhibit good
site distance. She is almost sure that the lady who owns the
vacant parcel at the intersection, (approached properly) would
love to have all the scrub brush taken out. Bob Strang Wheeler i
Hill Road feels that the reverse direction is worth a try, not
because of speed, which you can't do a thing about, but because
of the blind intersection at Old Troy and Wheeler Hill Road.
Elizabeth Strang of Wheeler Hill Road feels bushes block
visibility and stones have fallen off Hallenback's stone wall
onto the edge ofthe road. Ed Resnick of Old Troy Road feels
changing the direction will not solve the speeding problem.
Jim Pratt of Old Troy Road opposes the change in direction.
Mrs. Pratt felt there would be a problem in the winter. People
not familiar with the Hill will get stuck trying to drive up in
the bad weather. Mr. Foster, Highway Superintendent suggested
STOP signs southbound at Wheeler Hill Road and northbound
Wheeler Hill Road as an alternative. Helen Fuimarello felt
that speed and overgrown shrubs are the problem. Can the Town
ask the Hallenbacks to trim some of their shrubbery to create
more visibility. Mr. Foster replied that trimming the shrubs
would not do much good. They would have to be removed. Highway
would be willing to remove them. Mrs. Visconti explained,
perhaps, if Supervisor Smith sent them a letter and they
received a personal visit explaining the situation, letting them
know that the Town would offer assistance with the removal of
the shrubs, they may be more receptive. Supervisor Smith said
that she would write a letter to the Hallenbacks with our
proposal. Supervisor Smith thanked all the residents for
attending the Public Hearing. She commented that based on their
input the Board would recommend to do away with the changing of
the direction of Old Troy Road and would authorize Attorney to
the Town, Al Roberts to prepare the necessary papers for STOP
