A Public Hearing was held by the Town Board of the Town of
Wappinger on November 13, 1995 at the Town Hall, 20 Middlebush
Road, Wappingers Falls, New York on the Benefit Assessment Roll
for Fleetwood Water District.
Supervisor Smith opened the Meeting at 7:00 P.M.
Present:
Constance Smith, Supervisor
Joseph Ruggiero, Councilman
Robert Valdati, Councilman
Joseph Incoronato, Councilman
June Visconti, Councilwoman
Elaine H. Snowden, Town Clerk
Others Present:
Albert Roberts, Attorney to the Town
Jay Paggi, Engineer to the Town
Graham Foster, Highway Engineer
The Town Clerk offered for the record the Affidavit of Posting
and Publication duly signed and notarized. (These Affidavits
are attached hereto and made part thereof the Minutes of the
Meeting).
The rate for the Fleetwood Water District in 1995 was $16.97,
in 1996 $212.07, an increase, which is a one shot deal for the
cost of drilling for a new well.
Mrs. Smith asked if there were any questions from the public.
At this time Mr. Incoronato read a letter from Mr. Pessia, a
resident of Fleetwood Water District with concerns on the cost
of the new well. Mr. Paggi, said that Mr. Pessia Contacted him
and he was sent an explanation of the costs. He proceeded
to explain to Mr. Incoronato what the procedures would be,
how the costs would be determined, plus the legal fees.
COUNCILWOMAN VISCONTI moved to close the Public Hearing.

Subdivision entering an objection to the assessment as set forth
the benefit units assigned for each parcel should be .3 instead
of .8 for the benefit payments due in January 1996.
Also, David Hagstrom representing Wallace Sheft filed a
grievance and requested that the benefit units assigned to Grid
No. 19-6257-03-162230-00 be reduced from 17.8 to 5.6 units.

A Public Hearing was held by the Town Board of the Town of
Wappinger on November 13, 1995 at the Town Hall, 20 Middlebush
Road, Wappingers Falls, New York on the Benefit Assessment Roll
for Wappinger Sewer Transmission Treatment Improvement Area #2.
Supervisor Smith opened the Meeting at 7:28 P.M.
Present:
Constance Smith, Supervisor
Joseph Ruggiero, Councilman
Robert Valdati, Councilman
Joseph Incoronato, Councilman
June Visconti, Councilwoman

Others Present:
Albert Roberts, Attorney to the Town
Jay Paggi, Engineer to the Town
Graham Foster, Highway Engineer
The Town Clerk offered for the record the Affidavit of Posting
and Publication duly signed and notarized. (These Affidavits
are attached hereto and made part thereof the Minutes of the
Meeting).
The rate for the Wappinger Sewer Transmission Treatment
Improvement Area #2 in 1995 was $72.31, in 1996 $67.02 a
decrease. Mrs. Smith asked if there were any questions from the
public.
Herbert Wallace, Representing the owners of Cranberry Hills
Subdivision, entering an objection as set forth that the benefit
assigned for each parcel should be .3 instead of .8 for the
benefit payments due in January 1996.
David Hagstrom representing Wallace Sheft filed a
grievance and requested that the benefit units assigned to Grid
No. 19-6257-03-162230-00 be reduced from 17.8 to 5.6 units.
Jerome E. Cauda also filed a grievance for benefit units
assigned to Grid No.19-6157-03-316242-00. There are 3-5 acres
of easements and unusable acreage. (Central Hudson, Marcy South
Electrical, Iroquois Gas line). He is requesting benefit units

be reduced on 4 acres.
COUNCILMAN INCORONATO moved to close the Public Hearing.
Seconded by Mrs. Visconti
Motion Unanimously Carried
At this time the Supervisor Smith mentioned Watch Hill Sewer
Improvement Area which is actually Fishkill.. The rate for the
Watch Hill Sewer Improvement Area is going from 97.84 to 150.00.
The total Benefit Units are reduced because East Fishkill no
longer participates.
The Public Hearing closed at 7:28 M.

A Public Hearing was held by the Town Board of the Town of
Wappinger on November 13, 1995 at the Town Hall, 20 Middlebush
Road, Wappingers Falls, New York for the purpose of making
recommendations and suggestions for the use of Community
Development Funds for 1996.
Supervisor Smith opened the Meeting at 7:30 P.M.

The Town Clerk offered for the record the Affidavit of Posting
and Publication duly signed and notarized. (These Affidavits
are attached hereto and made part thereof the Minutes of the
Meeting).
Mrs. Smith announced that Water for Chelsea was one of the
intended projects. There are presently 84 families in Chelsea
and she wants to acquire a Water District for Chelsea. She has
been discussing the possibility of going in with the Town of
Fishkill and funds are needed for the Engineers study. The Town
of Fishkill will be receiving funds for their own study.
Mr. Incoronato suggested we explore the Chelsea Ridge Apartments
for a source of water to supply the residents of Chelsea.
When asked how many projects we are allowed to submit, Mrs.
Smith replied we can submit up to 4 projects and $50 K is
allowed for each project.
Mr. Valdati recommended the Senior. Citizens Housing in the
Village of Wappinger, and Mrs. Smith said that the Village is a
Member and has the opportunity to submit their own projects.
At this time, Peggy O'Leary a representative of the Hudson

Valley Development Fund addressed the Board. Ms. O'Leary is
requesting the Town to consider the sponsorship of a $75,000.00
Community Development Block Grant for assistance in writing down
the cost of Phase II on DiMarco Place Senior Citizen Housing on
South Remsen Avenue in the Village of Wappinger. Funding for
Phase II of Dimarco Place is to be requested from the NYS
Division of Housing and Community Renewal in Early February of
1996. Presently, however, Hudson Valley Housing Development
Fund Company, Inc. is carrying a $178,000.00 mortgage on the
Phase II site.
The Dutchess County Department of Planning has taken the
position that it is the Town's decision as to whether or not to
sponsor a Community Development Block Grant for a project that
has a dual relationship between a Village and a Town and that,
regardless, each project must compete on its own merits. In
all likelihood, the maximum number of funded Community
Development Grants a municipality will receive will be limited
to two (2). With the Town of Wappinger's Grant for assistance
with DiMarco Place Phase II's land cost, Hudson Valley Housing
Development Fund Company, Inc. will complete the required
funding application in time for the County required submission
date of December 29, 1995. Mr. Valdati felt this project would
be worthwhile.
COUNCILMAN RUGGIERO moved to close the Public Hearing.
