1993-11-29 PH931129.PH A Public Hearing was held by the Town Board of the Town of Wappinger on November 29, 1993 at the Town Hall, 20 Middlebush Road, Wappingers Falls, New York, on the Application of a Special Use Permits to Authorize the Use of Parcels for Recreational as a Golf Driving Range in The Town of Wappinger, and a Grading Permit. Supervisor Smith Open the Hearing at 7:03 P.M. Present: Constance 0. Smith, Supervisor June Visconti, Councilwoman Robert Valdati, Councilman Elaine H. Snowden Absent: James Mills Councilman Robert Wallace Councilman Others Present: Donald Keller, Planning Board Chairman William Parsons, Vice Chairman Phil Di Nonno, Boardmember Michael Franzese, Boardmember Chris Simonetty, Boardmember Absent: Hugo Musto, Boardmember John Perillo, Boardmember The Town Clerk offered for the record the Affidavits of Posting and Publication duly signed and notarized. (These Affidavits are attached hereto and made part thereof the Minutes of this Meeting). Supervisor Smith asked if there were any questions or comments from the audience . Mr.Michael Pinerio 46 Robert Lane asked what is the issue of the Special Use Permit & Special Grading Permit, and how was it going to affect them. John Ianelli, attorney for Elisabeth Lauffer explained to the Page 1 931129.PH audience that Mrs. Lauffer is requesting to put into operation a Golf Range. The golf range would operate from 10:00 A.M. to 10:00 P.M. As far as grading permit, one is necessary to develop the site. A wet lands permit has also been obtained. The description was explained to the audience regarding construction of the Driving Range. It would have a Driving Range with a Range House, 26 Driving Stations, 44 Parking Spaces the property is approximately 50 acres. The proposed use would occupy approximately 10 acres in the southern portion of the property, approximately 3.5 acres of which consists of wetlands. Colin Aiken of 5 Phyllis Drive spoke in regard to Special Use Permit, what protection do they have in the future. If they want to have other activities. It was explained to the to the residents if future activities are wanted they must apply to the Planning Board again. Mrs. Smith reiterated that this Public Hearing has only to do with Special Use Permit for Recreation. Any other questions on lighting, roads, etc were to be addressed to the Planning Board at their meeting, which would follow the Public Hearing. Resident, 34 Robert Lane stated that water coming in her house and wants to know if there is grading done where will it be done how will grading affect her. Mr. Paggi, Town Engineer said they are grading to alleviate the condition now. said there is a pipe that is undersized, plans are under way to upgrade it with a larger pipe, this should help alleviate most of the problem. Mrs Smith stated that there will be certain things done while they are draining, things to prevent erosion. A question was raised on Planning Boards recommendation on Special Use Permit and was told this is a Public Hearing for input and any questions about the Special Use Permit would be taken up with the Planning Board Meeting following the Hearing. Page 2 931129. PH Residents also concerned that the area would become a park which would bring in local teens, alcohol. Mrs. Smith stated that this special use permit is only to be used for recreation. It is a residential area and will stay that way. Frank Versace spoke regarding the rental of buckets of balls; is there also going to be a Restaurant Fred Weiss, said no, just a golf course, Resident of Henry Dr. has some conditions, doesn't think there should be a golf shop selling golf apparel, just a driving range and it should close by 9:00 pm disgusted with noise in area now. Resident of 17 Patti Place objected to the bringing of a Special Use Permit for this area because it has been a residential area for 30 years, these homes were here first, she also objects to noise and commercialism. Mrs. Smith asked if there were any more questions or comments There were no more questions or comments from the audience Mrs. Visconti moved to adjourn the Public Hearing, seconded by Mr. Valdati.
