2010-1022010-102 Resolution Consolidating the Positions of Recreation Director and Senior Center Director for the Town of Wappinger Recreation Department At a regular meeting of the Town Board of the Town of Wappinger, Dutchess County, New York, held at Town Hall, 20 Middlebush Road, Wappingers Falls, New York, on February 22, 2010. The meeting was called to order by Christopher Colsey, Supervisor, and upon roll being called, the following were present: PRESENT: Supervisor Councilmembers ABSENT: Christopher J. Colsey William H. Beale Vincent F. Bettina (arrived at 7:01 PM) Ismay Czarniecki Joseph P. Paoloni The following Resolution was introduced by Councilman Bettina and seconded by Councilwoman Czarniecki. WHEREAS, the Town of Wappinger appointed Jaclyn Smith to the part-time position of Recreation Director, through Resolution 2009-073, on February 9, 2009; and WHEREAS, prior to the appointment, Dutchess County Personnel Department reviewed the credentials of Jaclyn Smith and determined that she held the qualifications in accordance with the Civil Service guidelines for the position of Recreation Director; and WHEREAS, a copy of the Civil Service job description for the title Recreation Director has been provided to the Town Board in advance of this resolution; and WHEREAS, in accordance with her appointment, Jaclyn Smith challenged the Civil Service examination for Recreation Director on February 6, 2010; and WHEREAS, a vacancy occurred in the position of Recreation Leader (Senior Center) due to a voluntary resignation effective February 12, 2010; and WHEREAS, the Town Board discussed the proposal, as initiated by the Town Supervisor, to utilize the part-time Recreation Director to supervise the Senior Center in addition to oversight of the Town recreation programs, for the creation of a full-time Recreation Director; and WHEREAS, the Town Supervisor gained advice from Dutchess County Personnel Department in respect to this proposal and such was determined consistent with the job duties of the role; and WHEREAS, Jaclyn Smith currently earns $15,450 annually through budget line B7310.100 for the part-time (hourly) post of Recreation Director; and WHEREAS, the position of Senior Center Director is budgeted in the amount of $28,840.00 in the 2010 Town of Wappinger Budget; and WHEREAS, the proposed position would be funded from budget lines B7310.100 (Recreation Director) and A7620.100 (Senior Director) for the total amount of $36,400.00 ($20.00/hr) based upon a thirty-five (35) hour work week. NOW, THEREFORE, BE IT RESOLVED, that Town Supervisor Christopher Colsey is hereby authorized to appoint Jaclyn Smith to the full-time role of Recreation Director with the responsibilities to provide supervision to the Senior Center and Youth Recreation programs of the Town of Wappinger. BE IT FURTHER RESOLVED, that compensation for said role shall be in the amount of Twenty Dollars and 00/100 ($20.00) per hour to be funded from budget line B7310.100 (Recreation Director) and A7620.100 (Senior Director). BE IT FURTHER RESOLVED, that the office of the Recreation Director be re -located to the Town of Wappinger Senior Center using in-house labor force. Further, the Recreation Director is permitted to utilize off-site Town owned buildings to conduct employee meetings, resident seminars and classes, and to conduct off-site Town business as deemed necessary to ensure the success and integrity of the Town of Wappinger Recreation programs. BE IT FURTHER RESOLVED, that this position shall be deemed effective upon adoption by the Town Board. MA TERSON, TOWN CLERK RECREATION DIRECTOR DISTINGUISHING FEATURES OF THE CLASS: This is an administrative position having responsibility for planning and directing the recreation program for a county, town and/or village. The work is carried out in accordance with the policies outlined by the local recreation committee or youth board permitting wide leeway for planning a complete recreation program. This class differs from that of Assistant Recreation Director by virtue of the total responsibility for the recreation program. This work is performed under the general direction of the municipal legislative body, the municipal chief executive, or local committees. General supervision is exercised over the Assistant Recreation Director, Recreation Attendants and Lifeguards. TYPICAL WORK ACTIVITIES: 1. Promotes the organization of recreation activities; 2. Confers with policy making body on matters of size, scope and financing of recreation program; 3. Conducts training sessions for recreation specialists, attendants and lifeguards; 4. Makes plans for improving existing recreation areas; 5. Conducts public relations activities by delivering addresses and issuing press reports on the recreation program; 6. Purchases supplies and materials; 7. Maintains discipline in swimming areas and on playgrounds; 8. Prepares reports on the operations of the program; 9. Does related work as required. FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Good knowledge of the theory and practices governing the administration of a community recreation program; good knowledge of the equipment, facilities and personnel necessary to carry out a modern recreation program; ability to promote, organize and carry out recreation activities on a moderate scale; ability to get along well with children and the general public; ability to plan and supervise the work of others; ability to communicate effectively, both orally and in writing; initiative; resourcefulness; good judgment; physical condition commensurate with the demands of the position. MINIMUM QUALIFICATIONS: Graduation from high school or possession of a high school equivalency diploma AND: EITHER: (A) Two (2) years of responsible experience in planning or directing recreation activities; OR: (B) Two (2) years of study at a regionally accredited or New York State registered college or university with major work in physical education or recreation; OR: (C) An equivalent combination of training and experience within the limits of (A) and (B) above. RC0101 REVISED: 08/15/79 RECEIVED FEB 17 2010 SUPERVISOR'S OFFICE Dear Supervisor Colsey and Wappinger Town Board: TOWN OF WAPP{NGER I have been in discussions with Supervisor Colsey regarding assuming the duties of overseeing the Senior Center as part of my responsibilities as the Town's Recreation Director. While I am interested in advancing my career, I believe the combined duties of overseeing the Town's recreation programs and Senior Center are substantial and the salary should be commensurate with the responsibilities. As such, I would accept such position at a salary of $36,400.00 ($20 /hr) based upon a thirty (35) hour work week. This is an increase of $3.52 for taking on the additional responsibilities of the Senior Center. As you know, I have served within the Town of Wappinger Recreation program since 1996, and prior to that was a participant in many recreational programs to include a camper at Quiet Acres Park. I also hold a Bachelors Degree in Education and Students with Disabilities and was determined to meet the qualifications for the position by the Dutchess County Personnel Department prior to accepting the role in February 2009.
