A Special Meeting of the Town Board of the Town of Wappinger
was held on February 12, 1993, at the Town Hall, 20 Middlebush
Road, Wappingers Falls, Dutchess County, New York.
Supervisor Smith called the Meeting to order at 3:40 P.M.

The Supervisor called an Emergency Town Board Meeting for
Friday, February 12, 1993, at 5:00 P.M. for the purpose of
taking action on Fleetwood Hydropneumatic tank leak and
ventilation of the boiler room in the Town Hall. Notices were
sent out on February 9, 1993, to the Town Board and the news
media and also posted on the Town Clerk's Bulletin Board with
this information. Due to hazardous road conditions and the
emergency situation, the meeting opened as soon as the required
Board Members were present instead of the previously stated time
of 5:00 P.M.
Mrs. Smith referred to letters from the Engineer, the Dutchess
County Health Department and the operators of Camo Pollution
Control regarding the leaking hydropneumatic tank at the
Fleetwood pump house. Due to possible danger to the people in
that area, the Health Department advised the Supervisor and Town
Board that the tank replacement should be scheduled as soon as
possible.
MRS. VISCONTI moved to designate the Town as lead agency in this
action, declare an unlisted action and the preparation of the

Short Form Environmental Assessment Form for the Hydrotank
Replacement.
Seconded by Mr. Wallace
Motion Unanimously Carried
MRS. VISCONTI moved to authorize the Sewer & Water Operator to
replace the Hydropneumatic Tank in the Fleetwood Water District
with the necessary appurtenances and due to the emergency nature
of the work, this would obviate the requirement of competitive
bidding.
Seconded by Mr. Wallace
Motion Unanimously Carried
Mrs. Smith intended to send a letter to the residents of the
District to ask them their preference in how they wanted to pay
this expense --on their tax bill in one shot at a cost of $91.00,
or go to bond for a three year period at $113.00 total with
interest.
She thought it best to have a public informational meeting to
discuss this with them.
Mike Tremper informed them that they would be using $8,000.00
out of the repair category of the Operation & Maintenance
Budget. Some of the work planned for this year will not be done
due to this emergency. As previously stated, this will be
discussed further with these residents.
The second emergency was the lack of ventilation in the boiler
room and Mrs. Smith noted that we have been very fortunate that
we have not had a fire; the Fire Code does not allow the door to
be open so it gets very hot in that room. Due to the overheated
condition that exists, we have had to replace generators and
other parts quite frequently.
An estimate was received from Silvestri & Sons in the amount of
$5,500.00 to correct the problem.
MRS. VISCONTI moved to authorize Silvestri & Sons to order the

necessary parts to correct an emergency situation in the Town
Hall boiler room due to lack of ventilation at an approximate
cost of $5,500.00.
Seconded by Mr. Wallace
Motion Unanimously Carried
There was no other business to come before the Board.
MRS. VISCONTI moved to close the Special Meeting, seconded by
Mr. Wallace and unanimously carried.
The Special Meeting closed at 3:46 P.M.
