The Reorganizational Meeting of the Town Board of the Town
of Wappinger was held on January 6th, 1992, at the Town Hall,
20 Middlebush Road, Wappingers Falls, Dutchess County, New
York.
Supervisor Smith opened the Meeting at 7:00 P.M.
Present:

The Supervisor asked all to join in the Pledge of Allegiance
to the Flag.
Mrs. Smith welcomed the new Board Member, Bob Wallace to
the Town Board. Jim Mills arrived later.

The Supervisor appointed Robert Valdati as Deputy Supervisor
and Deborah Hongach as Confidential Secretary.
The Town Clerk appointed Gladys Ruit and Sandra Kosakowski as
her Deputy Town Clerks.
The Highway Superintendent appointed Glen Heady as the Deputy
Highway Superintendent.

who moved its adoption:
RESOLVED, that the salaries of all persons holding either
full time or part time positions as otherwise fixed for these
designated positions shall be paid to the holders of such offices
and positions payable every other Friday throughout the year 1992,
with 26 pay periods during such year, with the first
payday to be January 10, 1992, and be it further
RESOLVED, that the Comptroller of the Town of Wappinger be
authorized to issue and pay the holders of these designated

Assessments be paid an annual salary of $23,373.00, payable
every other Friday throughout the year 1992, with 26 pay

WHEREAS, Subdivision 10 of Section 29 of the Town Law
requires that the Supervisor of each town prepare and file with
the Town Clerk within 30 days after the expiration of each fiscal
year, an annual financial report accounting for all monies
received and disbursed by her, together with the certificates
or certificate of the bank or trust company where Town monies
are deposited, showing the amount of such monies on deposit
with said bank or trust company, and cause a certified copy of
such report to be published in the official newspaper, and
WHEREAS, in lieu of preparing the report required by
Subdivision 10 of Section 29 of Town Law, the Town Board may
determine, by resolution, that the Supervisor shall submit to
the Town Clerk within 60 days after the close of the fiscal year,
a copy of the report to the State Comptroller required by Section
30 of the General Municipal Law and the Town Clerk shall cause a
summary of such report to be published within 10 days after
receipt thereof in a form approved by the State Comptroller in
the official newspaper.

WAPPINGER AMBULANCE DISTRICT
The following Resolution was offered by COUNCILWOMAN VISC'ONTI
who moved its adoption:
WHEREAS, pursuant to Resolution duly adopted by the Town
Board of the Town of Wappinger on the 2nd day of January, 1991,
the Town of Wappinger, on behalf of the Wappinger Ambulance
District, entered into a certain agreement with the Sloper-Willen
Community Ambulance Service, Inc. to provide ambulance service
for the residents of the Town of Wappinger located within the
jurisdictional confines of the Wappinger Ambulance District, and
WHEREAS, pursuant to letter dated September 13, 1991, Sloper-
Willen Community Ambulance Service, Inc., offered to renew the
contract with no increase in fees for the calendar year 1992 and
a maximum increase of five percent in calendar year 1993,
provided the Town enters into a two-year agreement; and

WHEREAS, the Town Board is desirous of entering into a two -
,year contract with Sloper-Willen Community Ambulance Service, Inc.
to provide ambulance service to the Wappinger Ambulance District
upon the same terms and conditions as set forth in the contract
dated January 2, 1991, except for the monetary consideration above
set forth.
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:
1. The Town Board of the Town of Wappinger hereby determines
that it is in the best interests of the residents of the Wappinger
Ambulance District to enter into a contract for ambulance services
with the Sloper-Willen Community Ambulance Service, Inc. upon the
same terms and conditions as are set forth in a certain agreement
dated the 2nd day of January, 1991, by and between the Town of
Wappinger on behalf of the Wappinger Ambulance District and the
Sloper-Willen Community Ambulance Service, Inc.
2. The Town Board of the Town of Wappinger hereby elects
to enter into said agreement for a period of two years upon terms
hereinafter set forth.
3. The fee for ambulance service for calendar year 1992
shall be the same fee as presently set forth in paragraph 2 of the
Agreement dated January 2, 1991, to with the sum of $15,082.50
monthly, subject to fee adjustment as set forth in said paragraph.
4. The fee schedule for calendar year 1993 will be subject
to increase as determined by mutual agreement of the parties,
which increase shall not exceed five percent of the present fee
structure.
5. The Supervisor of the Town of Wappinger is hereby
authorized to enter into an agreement in substantially the same
form as the agreement dated the 2nd day of January, 1991, by and
between the Town of Wappinger, on behalf of the Wappinger
Ambulance District, and the Sloper-Willen Community Ambulance
Service, Inc., subject to the fee increases as set forth herein.
6. The contract shall further provide that he agreement is
subject to budgetary appropriations made by the Town Board of the
Town of Wappinger for the calendar year 1993.

As was the usual custom every year, the Town Clerk polled the
Employees for their choice of the floating holiday in place of
February 12th, 1992 and they unanimously chose July 6th, 1992;
Since Independence Day falls on Saturday, the Town will celebrate
it on Friday, July 3rd and will be closed through Monday the 6th.

The next item was the appointment of the Board of Ethics which
consisted of a member appointed by each Town Board Member. Since
they were not all prepared to make their appointments at this
time, the matter was tabled to the next meeting.

Dutchess County Civil Defense Director for appointment to the
position of Civil Defense Director for the Town of Wappinger for
1992.

the meeting and welcomed the two new Board Members, James Mills,
Jr. and Robert Wallace at their first meeting.

MRS. VISCONTI moved to adjourn the Meeting, seconded by Mr.
Valdati and unanimously carried.
The Reorganizational Meeting adjourned at 7:55 P.M.
Mrs. Smith called the Meeting back to order at 7:57 P.M. and all
five Board Members were present.
There was one item that had to be addressed by the Town Board
regarding raising the General Municipal Law bidding limits to
$10,000 and $20,000 for purchase and public works contracts,
respectively effective this month. This will, however, require
the Town Board to accept the higher figures and also to adopt
procurement policies for purchases and contracts for services
that are not subject to competitive bidding. The amounts were
previously set at $5,000 and $7,000.
Mrs. Visconti moved that the Town Board accept the stated amounts
of $10,000 and $20,000 for bidding limits for purchase and public
works contract, according to procedures of the new State Law.
The motion was seconded by Mr. Valdati and then went into dis-
cussion. Mr. Mills objected to the idea of setting such high
amounts without having to go through the bidding process and he
could not vote for allowing it until they discussed it further.
The motion and the second were rescinded.
MR.. VALDATI moved to table action on the matter pending further
discussion.
