1991-09-16 SPMA Special Meeting of the Town Board of the Town of Wappinger was held on September 16th, 1991, at the Town Hall, 20 Middlebush Road, Town of Wappinger, Dutchess County, Supervisor Smith opened the Meeting at 6 45 P.M. Present: Constance Smith, Supervisor Victor Fanuele, Councilman Joseph Incoronato, Councilman Robert Valdati, Councilman June Visconti, Councilwoman Elaine H. Snowden, Town Clerk Others Present: Albert Roberts, Attorney This Meeting was called by Supervisor Smith for the purpose of addressing the matter of a delinquent tax bill owed on the Hamlet Court Development and to consider an Amendment to the Resolution Directing the Assessor to prepare the Assessment Rolls for the Water and Sewer Districts and Improvement Areas. At the Special Meeting of September 9, 1991, the Attorney authorized to proceed with the Hamlet Court negotiations. He met with representatives from the County and reported that. the County agreed to reduce the amount from the original amount of $16,000.00 to $12,500.00 and he now required authorization for the Supervisor to sign the Agreement with County for the payment of this amount. MRS. VISCONTI moved to authorize the Supervisor to sign the Agreement with Dutchess County to pay the delinquent tax bill on the Hamlet Court Development in the amount of $125,00.00 to be taken from the Parklands Trust Account. Seconded by Mr. Incoronato Motion Unanimously Carried At the Regular Meeting of August 26, 1991, the Town Board approved the deletion of paragraphs f. and g. in the Resolution Directing the Assessor to Complete the Assessment Rolls for the Water and Sewer Districts and Improvement Areas and add another paragraph indicating that all condo- miniums be assessed at one unit; this became paragraph f. The Board now wished to amend. it further by adding para- graph g. MRS. VISCONTI moved to amend the Resolution on the formula for the Water and Sewer Districts and Improvement Areas by adding paragraph g. as follows: The lands which lie within the districts or improvement areas which cannot be physically served shall be assessed at .3 of a benefit unit; the list shall be furnished by the Assessor to the Town Board prior to the adoption of the Benefit Rolls. Seconded by Mr. Incoronato Motion Unanimouslt, Carried MRS. VISCONTI moved to close the Special Meeting, seconded by Mr. Incoronato and unanimously carried. Snowden Town Clerk 11 A Public Hearing was held by the Town Board of the Town of Wappinger on September 23, 1991, at the Town Hall, 20 Middlebush Road, Town of Wappinger, Dutchess County, New York, on a proposed Local Law Establishing Water Rates for the North Wappinger Water District. Supervisor Smith opened the Hearing at 7:15 P.M. Present: Constance Smith, Supervisor Victor Fanuele, Councilman Joseph Incoronato, Councilman Robert Valdati, Councilman Elaine H. Snowden, Town Clerk Absent: June Visconti, Councilwoman Others Present: Albert Roberts, Attorney Joseph E. Paggi, Engineer The Town Clerk offered for the record the Affidavits of Posting and Publication duly signed and notarized. (These Affidavits are attached hereto and made part thereof of the Minutes of this Hearing). Mrs. Smith asked if anyone wished to make comments for or against the proposed Local Law. John Schouten asked if they wouldn't be better off installing meters and charging the same for all. Mrs. Smith replied that it would be too expensive at this time since there is no money available in this District, however, they hope to do this within two years. No one else spoke on the proposed Law. MR. FARINA moved to close the Public Hearing, seconded by Mr. Incoronato and unanimously carried. The Hearing closed at 7:17 P.M. , a Elaine H.
