1990-10-10 SPM218 A Special Meeting of the Town Board of the Town of Wappinger was held on October 10, 1990, at the Town Hall, 20 Middlebush Road, Town of Wappinger, Dutchess County, New York. Supervisor Smith opened the Meeting at 6:00 P.M. Present: Constance Smith, Supervisor Victor Fanuele, Councilman Robert Valdati, Councilman June Visconti, Councilwoman Elaine H. Snowden, Town Clerk Absent: Joseph Incoronato, Councilman (Due to Family Business) Supervisor Smith called for this Meeting on October 9, 1990, for the purpose of adopting the Preliminary Budget and setting a Public Hearing, consider awarding the bid for Sucich Place Drainage, authorize the Attorney to the Town to proceed with the Cauda Easement, and award a contract for Highway Radios and authorize the Highway Superintendent to sign the contract. The Town Board Members were contacted on October 9, 1990 and notified of the Special Meeting for October 10, 1990 at 6:00 P.M. They agreed to said meeting. The Town Clerk notified the news media (three radio stations and three newspapers) by phone on October 9, 1990. The following Resolution was offered by COUNCILWOMAN VISCONTI who moved its adoption: RESOLVED, that this Town Board does hereby prepare and approve as the Preliminary Budget of this Town for the fiscal year beginning on the lst day of January, 1991, the itemized statement of estimated revenues and expenditures hereto attached and made a part of this resolution, and be it FURTHER RESOLVED, that such Preliminary Budget shall be filed in the office of the Town Clerk where it shall be available for inspection by any interested person at all reasonable hours, and be it FURTHER RESOLVED, that this Board shall meet at 7:00 o'clock P.M. on the 22nd day of October, 1990, for the purpose of holding a public hearing upon such Preliminary Budget, and be it FURTHER RESOLVED, that the Town Clerk give notice of such public hearing in the manner provided in Section 108 of the Town Law, and that such notice be published in the official newspaper of the Town and posted on the Town Bulletin Board. Seconded by: Councilman Fanuele Roll Call Vote: 4 Ayes 0 Ayes Resolution Duly Adopted 219 Bids were received and opened this day, total of ten (10), on Sucich Place Storm Sewer Improvements. The Bid Results were received from the Engineer and he recommended that the bid be awarded to Lee Archer as low bidder in the amount of $53,589.00 (amount calculated by Engineer). There was a discrepancy between the figure submitted and the one calculated by the Engineer, however, it still represented the lowest bid and will be reviewed prior to signing the contract. Mr. Valdati moved to award the bid to Lee Archer, Inc. as low bidder for the Sucich Place Storm Sewer Improvements Contract, as recommended by the Engineer to the Town. Seconded by Mrs. Visconti Motion Unanimously Carried A temporary Easement Agreement with Jerome Cauda, Ketchamtown Road for a storm sewer project required an extension from September 1990 to July 1991 for completion of this work; the Attorney needed authoriza- tion to finalize said Agreement. MRS. VISCONTI moved to authorize the Attorney to the Town to proceed with the required legal preparations to finalize the Easement Agreement between Jerome C4uda and the Town of Wappinger. Seconded by Mr. Valdati Motion Unanimously Carried The last item on the Agenda was for the Town Board to consider the contract for the Highway Radios. Mrs. Visconti commended the Highway Superintendent for his initiative in having the Lease Agreement reviewed which resulted in a cost saving of nearly $1,000 a month. MRS. VISCONTI moved to approve the contract with New York Communications Company, Inc. as presented, and authorize the Highway Superintendent to sign said contract. Seconded by Mr. Fanuele Motion Unanimously Carried There was no other business to come before the Board. MRS.
