His claim is that he was on vacation and unable to make the Meeting. The motion to amend the Minutes to include this statement was made by Councilman Bettina, seconded by Supervisor Colsey and passed unanimously. He noted that the retirement incentive program Resolution should not be adopted until it can be proven that it can be an overall financial benefit to the taxpayers. Mr. Lindstrom then noted that no more money should be spent at Carnwath until there is an overall Master Plan of what is going to take place there. If Carnwath is going to be sold, there shouldn't be any money spent there. Mr. Lindstrom then noted that it would have been nice if the Town posted a note that the last Town Board Meeting was cancelled. Supervisor Colsey replied by first noting the financial benefit of acting on the retirement incentive program. Councilman Beale further explained the benefit. The next resident to speak was Mary Schmalz. She feels that the Buildings and Grounds Supervisor could have reached out to tree services that list ads in the Penny Saver to do the work at Carnwath. The motion was seconded by Councilwoman Czarniecki and passed unanimously. Carnwath Limb Abatement Quotes - Colsey Supervisor Colsey opened the discussion at 4:05 PM. He noted that only two bids were received. He then listed the bid amounts. Councilman Beale added that the Town has a basic maintenance responsibility. He went on to say that it looks like a tornado went through the park. He noted that he is not satisfied with the two bids that were received. Supervisor Colsey pointed out that there is no Resolution on this. He is seeking the Board's input on the matter. He agrees that this seems like an awful lot of money for the job. Councilwoman Czarniecki understands Councilman Beale's concern, but she recommended asking the bidders how long the job will take. Councilman Beale feels that the Buildings and Grounds Supervisor, Steve Frazier, should go through the property and designate priority areas. Supervisor Colsey asked what direction the Board would like to take. Discussion followed. Graham Foster, Highway Superintendent, noted that the only way that he has had trees removed was with a "per tree" quote. He advised that the Board be careful going with a vendor that they are not familiar with just because they are cheaper. He noted the advantage of a "per tree" quote over a "per day" quote. Discussion followed. B. Carnwath Electric Bids - Colsey Supervisor Colsey opened the discussion at 4:13 PM. He noted that the bids came through too late to be added to the Agenda. It could be added under Special Consideration. Al Roberts, Town Attorney, Bob Gray, Engineer to the Town, and Supervisor Colsey discussed the bid results and the work to be completed under the bid. The lowest bid came in $20,000 less than the original bid, at approximately $83,200. Supervisor Colsey asked what the Board would like to do. Councilman Beale feels that the power needs to be restored immediately for the purpose of fire protection. It would also be to the Town's advantage to do the trenching sooner rather than later. He recommends moving forward. Councilwoman Czarniecki feels that the Board needs to figure out what they are going to do with the park before moving forward. She recommends having a discussion on the Carnwath Master Plan sometime late in the month of September. Councilman Paoloni noted that the Supervisor would not be able to put this on the Agenda without unanimous support. He added that Councilman Bettina was not present. He feels that they should wait for Councilman Bettina to make a decision on a $100,000 project. Councilman Beale noted that, as custodians of the Town, they are negligent in their responsibilities by putting off this work. There are multiple structures there that are in not visible from the road and are not in good condition. There is also one tenant that is still paying rent. Councilwoman Czarniecki added that the Town is being negligent by not having a plan of what to do with the Carnwath property. She feels that it should be made a priority. Discussion followed. Supervisor Colsey noted that, since there is no consensus to add the Carnwath topic to the Agenda, the Board should be prepared to discuss the topic at the next Meeting. Councilman Beale recommended having at least an hour to discuss the topic. Councilwoman Czamiecki asked Councilman Paoloni what the intent was when the property was purchased. Councilman Paoloni replied that the main intention was the preservation of land. His personal intention was to have a community center. He went on to say that not following through on the Master Plan now does not mean that it won't ever be acted on. He then asked the Supervisor how much it costs to maintain the property. Supervisor Colsey answered that it costs between $6000 and $7000 per month. The electricity and heating costs account for 2/3 of the total cost. Councilman Paoloni asked if the Board planned to keep spending that same money through the coming winter. Supervisor Colsey answered that he will be bringing that question up to the Board. Councilman Paoloni noted that he would be willing to let the Sports Museum occupy the dormitory rent-free if they would pay for their own heat and electricity. Highway Superintendent, noted that the Town has chosen to store the archives at Carnwath. There is no heat or electricity there. Councilman Paoloni noted that it would be cheaper to store the records at Guardian Storage. Mr. Foster added that the Town has been put on notice by the insurance company that, if the buildings are left vacant for a certain amount of time, they will not have coverage. Al Roberts, Town Attorney, noted that the Board needs to decide whether they want to have electricity to the site regardless of what the Town would like to do with the park. If the Town is going to want power to the park, putting it off now would be delaying the inevitable. Discussion followed. Councilman Beale asked if any insurance money was received for the storm damage. Supervisor Colsey answered that the Town received $13,000. That money is only for the connections for the damaged poles to the buildings. There was no insurance money for limb abatement. Discussion followed. Resolutions RESOLUTION: 2010-267 Resolution to Adopt the 2010 Retirement Incentive Program WHEREAS, the Town of Wappinger Town Board held a public Special Meeting on August 26, 2010 at the Town of Wappinger Town Hall, 20 Middlebush Road, Wappinger Falls NY; and WHEREAS, such meeting was noticed to the Town Board in accordance with the Rules of the Town Board of Wappinger; and WHEREAS, the matter of adopting the 2010 Retirement Incentive Program held an expiration date of August 31, 2010; and WHEREAS, the Town Board does hereby elect to provide the benefits of Part A of Chapter 105 of the Laws, 2010, commencing on September 1, 2010, for all eligible employees who retire with an effective date of retirement set during the ninety (90) day period beginning with and immediately following the commencement date and who are otherwise eligible as specified by Part A of Chapter 105, Laws of 2010. NOW, THEREFORE, BE IT RESOLVED: 1. The recitations above set forth are incorporated in this Resolution as if fully set forth and adopted herein. 2. The Town Board does hereby elect to provide the benefits of Part A of Chapter 105 of the Laws, 2010, commencing on September 1, 2010, for all eligible employees who retire with an effective date of retirement set during the ninety (90) day period beginning with and immediately following the commencement date and who are otherwise eligible as specified by Part A of Chapter 105, Laws of 2010. 3. The Town Board hereby directs the Town Clerk to issue a certified copy of this resolution upon adoption to the New York State and Local Retirement System, Employees' Retirement System, 110 State Street, Albany, New York 12244. Special Consideration Supervisor Colsey Statement Supervisor Colsey noted that there are three vouchers on the dais. The vouchers are for refunds. He is asking the Board to consider signing the vouchers. There were no other items for special consideration. Town of Wappinger Page 3 Printed 9/14/2010 Special Meeting VIII. New Business A. Councilman Beale Minutes Auaimt?r )nln Councilman Beale asked Graham Foster, Highway Superintendent, if he had time to look at an email that he had sent having to do with the street light at Steinhaus Lane. Mr. Foster replied that he did see the email, but he would have to find out what Highway work would have to be put aside for him to be able to do non -Highway work. He went on to describe the work that would need to be done for this street light project. Mr. Foster will try to get it done by winter. Discussion followed. Councilman Beale then mentioned that the ROTC training at Carnwath is in progress. Councilman Beale, Supervisor Colsey, Town Clerk Masterson, Councilwoman Czarniecki, Joe Incoronato and the local media were at the park during part of the training. The public will most likely see articles and segments in the media soon. B. Councilwoman Czarniecki Councilwoman Czarniecki commented on the house at the intersection of Wildwood Road and New Hackensack Road. She noted that some additional material has been taken away. She is hopeful that the Town is closer to having closure on the issue. Supervisor Colsey added that he had heard that the house had been sold. Councilwoman Czarniecki then noted that she had given the Supervisor information about a sign that she would like to be installed outside of Town Hall. She asked if the Supervisor would like her to write a Resolution for it. Supervisor Colsey replied that she could give the information to the Legislative Aide. Councilman Beale asked what the sign would look like. Councilwoman Czarniecki answered that it would look exactly like the one at Schlathaus Park. Discussion followed. Councilman Beale feels that this should be discussed further. Councilwoman Czarniecki recognized a resident that had a question. Gary Lindstrom noted that a portion of the Town has been without Verizon services since last Sunday. Discussion followed. C. Councilman Paoloni Councilman Paoloni asked if there was a notice sent out about the ROTC meeting at Camwath. Supervisor Colsey replied that there was a notice that was sent out. Councilman Paoloni had recently changed his email address, which might have led to him not getting the notice. Councilman Paoloni then noted that he recently read through the financial report for a neighboring municipality that is in financial trouble. Part of their trouble was attributable to the "due to/due from" transactions for certain accounts. He wants to make sure that the Town of Wappinger is aware of this and is going to keep an eye that Wappinger is not in the same danger. Councilman Beale also recommended that each Wappinger Board Member take a look at that municipality's audit. Discussion followed. Supervisor Colsey noted that there are various financial documents on display in the Town Hall display case for residents to review. Councilman Beale added that each voucher is available on the Town website. D. Councilman Beale New Business Councilman Beale asked Graham Foster, Highway Superintendent, if he had spoken with a highway superintendent from Westchester County about an issue on Reggie Drive. Mr. Foster explained that Verizon is using that area as a staging area. They have been working around town for 6 to 8 weeks and the Town has not had any incidents with them. Discussion followed. IX.
