1989-11-20 SPM244 A Special Meeting of the Town Board of the Town of Wappinger was held on November 20th, 1989 at the Town Hall, 20 Middlebush Road, Town of Wappinger, Dutchess County, New York. Supervisor Paino opened the Meeting at 8:00 P.M. Present: Irene Paino, Supervisor Vincent Farina, Councilman David Reis, Councilman Constance Smith, Councilwoman Robert Valdati, Councilman Elaine H. Snowden, Town Clerk This meeting was scheduled at the Regular Meeting of the Town Board held November 6th, 1989, for the purpose of adopting the Benefit Assessment Rolls for the Water and Sewer Districts and Improvement Areas of the Town. Public Hearings on the Benefit Assessment Rolls for the Water and Sewer Districts were held on November 20th, 1989 and at this time were placed before the Board for their consideration. The following resolution was offered by SUPERVISOR PAINO who moved its adoption: WHEREAS, the Town Assessor did prepare at the direction of the Town Board, the Assessment Roll for the Central Wappinger Water Improvement Area, for the assessment to be levied in 1990, and WHEREAS, said Assessment Roll was filed with the Town Clerk of the Town of Wappinger, and WHEREAS, she thereafter gave notice by posting upon the bulletin board of the Town and in the newspaper published within the Town of the time and place when the Town Board would conduct a hearing and hear objections upon or to said roll, and WHEREAS, the Town Board of the Town of Wappinger did meet on the 20th day of November, 1989, to consider and hear objections of said roll, NOW, THEREFORE, BE IT RESOLVED, that the Assessment Roll of 1989, for the Central Wappinger Water Improvement Area for taxes to be collected in 1990, be approved, ratified and confirmed and adopted, and the Supervisor and Town Clerk are hereby authorized and directed to execute the warrant for collection of said taxes in the manner prescribed by Law. Seconded by: Councilman Valdati Roll Call Vote: 5 Ayes 0 Nays WHEREAS, the Town Assessor did prepare at the direction of the Town Board, the Assessment Roll for the North Wappinger Water District for the assessment to be levied in 1990, and WHEREAS, said Assessment Roll was filed with the Town Clerk of the Town of Wappinger, and WHEREAS, she thereafter gave notice by posting upon the bulletin board of the Town and in the newspaper published within the Town of the time and place when the Town Board would conduct a hearing and hear objections upon or to said roll, and WHEREAS, the Town Board of the Town of Wappinger did meet on the 20th day of November, 1989, to consider and hear objections of said roll, NOW, THEREFORE, BE IT RESOLVED, that the Assessment Roll of 1989 for the North Wappinger Water District for taxes to be collected in 1990, be approved, ratified and confirmed and adopted, and the Supervisor and Town Clerk are hereby authorized and directed to execute the warrant for collection of said taxes in the manner prescribed by Law. Seconded by: Councilman Valdati Roll Call Vote: 5 Ayes 0 Nays WHEREAS, the Town Assessor did prepare at the direction of the Town Board, the Assessment Roll for the Cranberry Water Improvement Area for the assessment to be levied in 1990, and WHEREAS, said Assessment Roll was filed with the Town Clerk of the Town of Wappinger, and WHEREAS, she thereafter gave notice by posting upon the bulleint board of the Town and in the newspaper published within the Town of the time and place when the Town Board would conduct a hearing and hear objections upon or to said roll, and WHEREAS, the Town Board of the Town of Wappinger did meet on the 20th day of November, 1989, to consider and hear objections of said roll, NOW, THEREFORE, BE IT RESOLVED, that the Assessment Roll of 1989, for the Cranberry Water Improvement Area for taxes to be collected in 1990, be approved, ratified and confirmed and adopted, and the Supervisor and Town Clerk are hereby authorized and directed 247 to execute the warrant for collection of said taxes in the manner prescribed by Law. Seconded by: Councilman Valdati Roll Call Vote: 5 Ayes 0 Nays 249 WHEREAS, the Town Assessor did prepare at the direction of the Town Board, the Assessment Roll for the Wildwood Sewer District for the assessment to be levied in 1990, and WHEREAS, said Assessment Roll was filed with the Town CLerk of the Town of Wappinger, and WHEREAS, she thereafter gave notice by posting upon the bulletin board of the Town and in the newspaper published within the Town of the time and place when the Town Board would conduct a hearing and hear objections upon or to said roll, and WHEREAS, the Town Board of the Town of Wappinger did meet on the 20th day of November, 1989 to consider and hear objections of said roll, NOW, THEREFORE, BE IT RESOLVED, that the Assessment Roll of the Wildwood Sewer District for taxes to be collected in 1990, be approved, ratified and confirmed and adopted, and the Supervisor and Town Clerk are hereby authorized and directed to execute the warrant for collection of said taxes in the manner prescribed by Law. Seconded by: Councilman Valdati Roll Call Vote: 5 Ayes 0 Nays WHEREAS, the Town Assessor did prepare at the direction of the Town Board, the Assessment Roll for the Mid -Point Sewer District for the assessment to be levied in 1990, and WHEREAS, said Assessment Roll was filed with the Town Clerk of the Town of Wappinger, and WHEREAS, she thereafter gave notice by posting upon the bulletin board of the Town and in the newspaper published within the Town of the time and place when the Town Board would conduct a hearing and hear objections upon or to said roll, and WHEREAS, the Town Board of the Town of Wappinger did meet on the 20th day of November 1990, to consider and hear objections of said roll, NOW, THEREFORE, BE IT RESOLVED, that the Assessment Roll of 1989, for the Mid -Point Sewer District for taxes to be collected in1990, be approved, ratified and confirmed and adopted, and the Supervisor and Town Clerk are hereby authorized and directed to execute the warrant for collection of said taxes in the manner prescribed by Law. Seconded by: Councilman Valdati Roll Call Vote: 5 Ayes 0 Nays Although Mrs. Smith voted in favor of the Benefit Assessment Rolls, she commented that the surplus money in those districts with a zero assessment should have been spread over a three or four year period instead of having to raise the assessment next year. The 1990 Benefit Assessment rate for this District will be $21.48, a slight reduction from the 1989 rate of $22.11. Mrs. Paino asked for comments from the audience regarding the Benefit Assessment to be levied on this District, but no one spoke. MR.
