The Year End Meeting of the Town Board of the Town of Wappinger
was held on December 30, 1986 at the Town Hall, Middlebush Road,
Town of Wappinger, Dutchess County, New York.
Supervisor Paino opened the meeting at 7:35 P.M.
Present:

Joseph Bracone, Councilman (due to illness)
This meeting was set at the regular meeting of the Town Board held
December 15, 1986, for the purpose of closing out the books for the
year, making the necessary transfers and consideration of any other
business that may come before the Board.
MR. FARINA moved to approve the following Encumbered Bills from the

MR. FARINA moved to approve the transfers as presented by the
Comptroller for the various Town Departments.
Seconded by Mr. Reis

The following proposed Local Law was introduced by SUPERVISOR PAINO:
A LOCAL LAW TO ADOPT THE PROVISIONS OF REAL PROPERTY TAX LAW
SECTION 1903 CONCERNING HOMESTEAD BASE PROPORTIONS.
BE IT ENACTED by the Town Board of the Town of Wappinger
as follows:
1. The provisions of Real Property TAx Law Section 1903
concerning homestead base proportions are hereby adopted.
2. The homestead base proportions shall be established by
Resolution of the Town Board of the Town of Wappinger in accordance
with the Rules of the State Board of Equalization and Assessment, and
shall apply to taxes levied on the 1987 final assessment roll and to
taxes levied on subsequent rolls, until this local law shall be
repealed.
3. This local law shall take effect upon publishing, posting
and upon filing a copy with the Secretary of State as reuired by
Law.
The following Resolution was offered by SUPERVISOR PAINO who moved
its adoption:
WHEREAS, there has been duly presented and introduced at a
meeting of this Town Board held December 30, 1986, a proposed Local
Law to Adopt the Provisions of Real Property Tax Law Section 1903
Concerning Homestead Base Proportions, and
WHEREAS, the provisions of the Municipal Home Rule Law requires
that no local law shall be passed by the legislative body of the town
until a public hearing thereon has been held before such body,

NOW, THEREFORE, BE IT RESOLVED,
1. That a public hearing shall be held on the said proposed
Local Law by the Town Board of the Town of Wappinger on the 20th
day of January, 1987 at 7:15 o'clock P.M. on such day, at the Town
Hall, Middlebush Road, Town of Wappinger, Dutchess County, New York.
3. That at least five (5) days notice of such hearing shall
be given by the Town Clerk of the Town of Wappinger by the due
posting thereof upon the bulletin board maintained by said Town

Clerk in the Town Hall and by publishing such notice at least
once in the official newspaper of the Town of Wappinger.

At the December 15, 1986 Town Board Meeting, the firm of Paggi &
Martin presented to the Board their Wastewater Treatment Facilities
Plan which offered three alternates relating to the treatment of the
Oakwood Knolls Sewer Plant. These plans must be carefully scrutinized
as to the impact on the environment and therefore, an Environmental
Impact Statement will be required for each of the plans. The Town
Board has interviewed two firms --Walter B. Satterthwaite Associates
from Pennsylvania and Saratoga Associates of Saratoga, New York, for
the purpose of retaining one of these firms to prepare the E.I.S. on
each of the alternates offered.
MR. REIS moved to appoint Saratoga Associates to prepare the Environ-
mental Impact Statement on each of the three alternates outlined in
the Engineer's Wastewater Treatment Facilities Plan.
Seconded by Mrs. Visconti
Motion Unanimously Carried
After the vote was taken, Mrs. Visconti noted that during their
work shop discussion, Saratoga Associates made known that they were
going to use, as reference material, previously issued documentation.
Since they were spending several thousand dollars on this preparation,
Mrs. Visconti wanted to be assured that they would collect new data,
not just a repetition of existing material.
As a point of information, Mrs. Paino pointed out that the represen-
tative and principal of Saratoga Associates, Bob Bristol, indicated
that by being able to reference previous material (if D.E.C. deemed
this procedure permissible) it would help reduce the cost to the Town.
Along with the existing documents, there would be additional data
included in the preparation of the E.I.S. She added that this firm
has extensive experience in Dutchess County and specifically this
area; the last one they prepared was for I.B.M. for their proposed
Poughkeepsie Building, also for Scenic Hudson, the D.E.C. and other
environmental groups.
MRS. PAINO moved to authorize Saratoga Associates to begin the process,
on behalf of the Town Board of the Town of Wappinger, of requesting
and circulating a petition to the various agencies for lead agency
status for the Town of WAppinger in the E.I.S. process.

MR. REIS moved to authorize the Supervisor to sign the contract
with Saratoga Associates for the preparation of an Environmental
Impact Statement for each of the three alternates outlined in the
Engineer's Report on Wastewater Treatment Facilities Plan.
Seconded by Mr. Farina
Motion Unanimously Carried
MRS. VISCONTI moved to authorize the expenditure not to exceed
$100,000.00 for contract with Saratoga Associates for preparation
of Environmental Impact Statements (3).
Seconded by Mr. Reis
Motion Unanimously Carried
There was no other business to come before the Town Board.
MR. FARINA moved to close the Year End Meeting, seconded by Mrs.
Visconti and unanimously carried.
The Meeting closed at 7:50 P.M.
