The Regular Bimonthly Meeting of the Town Board of the Town of Wappinger was held on May 19, 1986, at the Town Hall, Mill Street, Wappingers Falls, Dutchess County, New York. Supervisor Paino opened the meeting at 7:34 P.M. Present: Irene Paino, Supervisor Joseph Bracone, Councilman Vincent Farina, Councilman David Reis, Councilman June Visconti, Councilwoman Elaine H. Snowden, Town Clerk Others Present: Joseph E. Paggi, Jr. Engineer Kenneth Croshier, Highway Superintendent The meeting started with the Pledge of Allegiance to the Flag. Mrs. Paino asked those present to join the Town Board in a moment of silence for the residents and the Town. The Minutes of the Regular Meeting of May 5th, 1986, having previously been forwarded to all Board Members, were now placed before them for their consideration. MR. FARINA moved that the Minutes of the May 5th, 1986 Meeting be and they are hereby approved, as submitted by the Town Clerk. Seconded by Mr. Reis Motion Unanimously Carried Reports received for the month of April were the Receiver of Taxes and the Hydrant Report. MR. REIS moved to accept the reports and place them on file. Seconded by Mr. Bracone Motion Unanimously Carried Petitions & Communications --- A request was received from Charles Cortellino for the Supervisor to proclaim National Safe Boating Week June 1st thru June 7th, 1986. The following Proclamation was offered by SUPERVISOR PAINO who moved its adoption: WHEREAS, in these unsettled world times, individual attitudes would seem to provide unprecedented occasion for accidents, and WHEREAS, the U. S. Coast Auxiliary, the U. S. Power Squadron and the F. C. C. are sponsoring the intended use of Channel 16 for emergency radio communications only, resulting in our Waterways having a relatively safe and almost accident free record, NOW, THEREFORE, I, Irene M. Paino, Supervisor of the Town of Wappinger, do hereby proclaim the week of June 1st to June 7th, 1986 as NATIONAL SAFE BOATING WEEK in the Town of Wappinger, and ask all our citizens to support this worthwhile project. Seconded by: Councilwoman Visconti Roll Call Vote: 5 Ayes 0 Nays A request was received from Cecile Hawksley, Receiver of Taxes to attend a two day seminar for Tax Collecting Officer in Albany, New York on June 23rd & 24th, 1986. MR. FARINA moved to grant Mrs. Hawksley permission to attend the seminar in Albany on June 23rd and 24th and her legitimate expenses would be a Town charge. Seconded by Mr. Bracone Motion Unanimously Carried Mr. Farina noted that the legitimate expenses would be $.22 per mile for transportation, $35.00 per day for meals, $50.00 per day for lodging, as indicated on the brochure and $30.00 for registration fee. A request was received from our Town Justices Francese and Wolfson for court personnel to attend a seminar at Dutchess County College on May 30, 1986 relating to "Community Response to Domestic Violence." MR. FARINA moved to grant permission to court personnel to attend the seminar at Dutchess County College on May 30, 1986 and they be reimbursed by the Town for the $7.50 registration fee. Seconded by Mrs. Visconti Motion Unanimously Carried A letter was received from James Klein regarding consideration by the Board to accept the pump station at Fieldstone Farms; he indicated in his letter the work that has been completed as required by the Engineer. Mr. Paggi noted that he had not made a site inspection since there were still some items of concern and recommended that the Town not accept the pumping station at this time. MR. FARINA moved to table action on acceptance of the pumping station pending a report from the Engineer that the work has been completed. Seconded by Mrs. Paino Motion Unanimously Carried /37' A report was received from the Engineer which itemized the site work that required completion at the new Town Hall. MR. REIS moved to receive the letter and place it on file, also, forward a letter to Hayward and Pakan requesting that they submit a final punch list to the Supervisor by the end of this week and include both the site work and the interior work. Seconded by Mr. Farina Motion Unanimously Carried Mr. & Mrs. Joseph Healy wrote to the Board requesting permission to hook up with the Town sewer system due to problems they are having with their septic. Mrs. Paino noted that the property is in the Wappinger Sewer Improvement Area #1 and the Healys have lived there for many years. MRS. PAINO moved to grant permission to Mr. & Mrs. Healy to hook up to the Wappinger Sewer Improvement Area #1 Seconded by Mr. Farina Motion Unanimously Carried Mrs. Helen Weissberg at 2 Thorn Acres Road, wrote to the Board requesting permission to hold a block party in that street on July 4th, 1986. MR. REIS moved to grant permission for the residents to hold their block party and indicate that it will be their responsibility to notify the Chelsea Fire Company, police agencies and the ambulance company of this event and keep a fire lane open for emergency access at all times during that day. Seconded by Mr. Bracone Motion Unanimously Carried We recently wrote to the New York State Department of Transportation requesting the priority status of a traffic signal for Route 376/ Lake Walton Road/Robinson Lane. Mr. Mignogna, Regional Traffic Engineer indicated in his response that he could not give a more definite time frame other than late in 1987. MR. BRACONE moved to receive this correspondence and place it on file. Seconded by Mrs. Visconti Motion Unanimously Carried )5' A letter of resignation was received from Frank Presti, member of the Recreation Commission, as follows: May 2, 1986 Ms. Irene Paino Town Hall Mill Street Wappingers Falls, NY 12590 SUBJECT: TERMINATION OF SERVICES Dear Ms. Paino: I will be moving from the Wappingers Falls area May 10, 1986. Since I no longer will be a town resident as of that date I must regretfully submit my resignation. I will be living nearby and expect to be called in regard to some of the projects I worked on that are not, as yet, wrapped up. I also tried to nominate some one to be considered for my vacated post - to no avail. My best wishes to Ralph Holt as the new Town Recreation Director. Sincerely, s/ Frank P. Presti MR. REIS moved to accept Mr. Presti's resignation as a member of the Town Recreation Commission and forward a letter to him thanking him for his many years of service on that Commission. Seconded by Mr. Farina Motion Unanimously Carried The following resolution was offered by COUNCILMAN REIS who moved its adoption: RESOLVED, that Nancy Drennan be and she is hereby appointed to fill the vacancy on the Recreation Commission of the Town of Wappinger which has occurred by reason of the resignation of Frank Presti, and it furtheris RESOLVED that the said Nancy Drennan is hereby appointed to the said Recreation Commission for the balance of Mr. Presti's term which shall expire May 1, 1988. Seconded by: Councilman Farina Roll Call Vote: 5 Ayes 0 Nays Mr. Reis noted that Mrs. Drennan has a recreation background; she spent two years with the Town of Cortlandt Recreation Commission as daytime coordinator and another two years as the Assistant to the Director of daytime recreation. He felt she would be an asset to our Recreation Commission. A project to paint the water storage tanks in the Central Wappinger Water Improvement Area was placed before the Board for their con- sideration. Mrs. Paino explained that she had requested the Engineer /53 to present these specifications to the Board. They included two water tanks, the one is a million gallon storage tank located on Hilltop Drive, the second is a half million tank located on Maxwell Place. Mr. Paggi explained that his office had prepared the specifications and if authorized by the Town Board, the bids would be advertised with an approximate opening date of June 20th, 1986. The contractor will be given twelve working days to complete the project; because of the need for the storage within the system, time is of the essence. He then explained the procedure the contractor would follow. MRS. PAINO moved to authorize the Engineer to the Town to go to bid on Painting the Storage Tanks in Central Wappinger Water Improvement Area. Seconded by Mr. Farina Motion Unanimously Carried The second report from the Engineer related to the reconstruction of the sand filters at Rockingham and Mid -Point Park. At the request of the Town Board and the New York State Department of Environmental Conservation, Mr. Paggi has prepared the report and bid documents for this project. It has been previously submitted to the Dutchess County Department of Health and verbal approval has been received; the formal approval is forthcoming. Mr. Paggi went into detail on the procedure they would follow, noting that they had determined through testing, that the existing sand is inadequate. The D.E.C. has been notified of this project and they are in complete agreement with the proposed work. If the Town Board approves, the Engineer will proceed with the bidding process. MRS. PAINO moved to authorize the Engineer to the Town to go to bid on rebuilding the sand filters at the Rockingham and Mid -Point Park plants. Seconded by Mr. Farina Motion Unanimously Carried 154 The next report from the Engineer related to the Fleetwood and Oakwood Knolls Water Districts. Testing in Fleetwood has determined that there is a high concentration of iron and manganese in well #1, above the allowable limits for New York State water. Two methods of treatment have been proposed --manganese green sand filter and activated carbon filtration. Based on their study of capital costs and operation and maintenance costs of the two treatments, they have determined that the manganese green sand filter will be the most appropriate type method for removal of these minerals. Mr. Paggi informed the Board that the report is available for their review and includes the capital costs and 0 & M costs for this type of treatment. The water was also tested in Fleetwood and found to have a high concentration of hydrogen sulfide. After studying four types of treatment, they have narrowed it down to a choice of two --one, the green sand filtration (the same treatment proposed for Oakwood) the second being diffused aeration. At this point the capital costs of both methods are in the same range and the 0 & M costs on the green sand filter is higher, however if the gas that is given off as a by product of the diffused aeration system is over a certain limit, it will have to be treated. It is his opinion that the 0 & M cost of the diffused aeration system would be higher than the green sand method if it is determined the gas has to be treated; that being the case, they will recommend the green sand filter method. Further lab work will be done and he expects to have a final report to the Board by the second meeting in June. When this information is available, Mrs. Paino will set up another - work shop meeting with the Town Board, the Engineer and the residents of that area. For the past few months, the Engineer has been working in conjunction with Camo Pollution Control and our Water and Sewer Billing Clerk on water usage in Central Wappinger Water Improvement Area. His report that was forwarded to the Town Board indicates that the figures he was supplied with represent a 40% water loss in the system. This leakage is excessive, according to his report, and should be corrected; he strongly recommended that the Town imple- ment a leak detection study, the first step in the process of correcting the water loss. MR. BRACONE moved to authorize the Engineer to the Town to conduct a leak detection study in Central Wappinger Water Improvement Area. Sincerely s/ Joseph Bracone Councilman Bracone offered the name of Arthur Walker as his appointment to the Board of Ethics. Committee Reports --- Mr. Bracone, Drainage, requested the Engineer to give a report on the Hilltop Drainage Project. Mr. Paggi referred to the previous work shop meeting at which time this project was discussed with the Town Board and the residents of the area who were in attendance. Notice of this meeting had previously been sent to all adjoining property owners. He noted that this project had been let out to bid in the latter part of 1985 and only one bid was received; it was now up to the Board to decide if they wished to rebid the work. MR. BRACONE moved to authorize the Engineer to the Town to go to bid on the Hilltop Drive Drainage Project. Seconded by Mr. Reis Motion Unanimously Carried Mr. Reis, Water and Sewer, reported that there was a problem in Ward 2 on Marlyn Drive over the weekend and he expressed his thanks to our Engineer, Jay Paggi and Mike Tremper from Camo Pollution Control for addressing this problem this morning. He had a call from the resident who was very pleased with the help they gave her. Mr. Farina, Water and Sewer, reported that there have been complaints regarding water leakage on Kent Road and it is being addressed by f6IP our Engineer. Mr. Paggi added that Camo Pollution Control had excavated there last week and could not find a leak. Mrs. Paino had also contacted Camo Pollution Control and they indicated they would have another firm come in by the end of the week and try to detect the leak in that area. Apparently they have more sophisticated equipment which may be more successful in finding the leak. Mrs. Paino noted that it seems to have dried up today, probably due to the weather. Mrs. Visconti had no reports for this meeting. Unfinished Business--= MRS. PAINO moved to table action on the Mahar Rezoning Request. Seconded by Mr. Reis Motion Unanimously Carried In response to a request from a resident, Mrs. Visconti requested that a letter be directed to the Dutchess County Department of Public Works requesting that they replace a "Yield" sign on Brothers Road at its intersection with Myers Corners Road, with a "Stop" sign. Another complaint received by Mrs. Visconti was in reference to the dirt road at DeGarmo Plaza which was, apparently, being used as ingress and egress to the Plaza. This creates a hazardous situation as it results in a dust storm from vehicles entering and exiting on to the main highway. She asked that a letter be directed to the owners of the parcel requesting that they remedy the unauthorized use of this road and enforce the designated ingress and egress to and from DeGarmo Plaza. New Business --- Mr. Farina brought up the matter of the proposed installation of radar equipment promised by the Federal Aviation Administration and suggested that they request a follow-up on this installation. MR. FARINA moved to request the Federal Aviation Administration to provide the Town Board with an update on the scheduled radar equipment installation at Stewart Airport. Seconded by Mrs. Paino Motion Unanimously Carried MRS. PAINO moved that a letter be directed to James Spratt, Commissioner of Dutchess County Department of Public Works, requesting that the "Yield" sign on Wheeler Hill Road be replaced with a "Stop" sign_at its intersection with Old Hopewell Road. Seconded by Mr. Farina Motion Unanimously Carried The reason for this action, Mrs. Paino noted, was due to a number of accidents recently at that location, also the site distance is poor; she felt it would be in the best interests of those who utilize this road. A late communication was received from the Licensing Division of the New York State Power Authority which Mrs. Paino felt should be addressed at this meeting due to the thirty day allowable time for comments. The Notice enclosed with the communication provides the specific location of wire pulling sites and requested comments regarding these locations, relating to the March -South 345 Power Lines. MRS. PAINO moved to refer the correspondence to the Highway Superintendent and the Engineer to the Town for their review and comments, if necessary, should be forwarded to the Licensing Division of PASNY. Seconded by Mr. Reis Motion Unanimously Carried There was no other business to come before the Board. MR. REIS moved to adjourn the meeting, seconded by Mr. Farina and unanimously carried.
