2002-310Y RESOLUTION NO. 2002-310 RESOLUTION AWARDING THE DESIGN PROPOSAL FOR THE TOWN'S BEAUTIFICATION PROGRAM At a regular meeting of the Town Board of the Town of Wappinger, Dutchess County, New York, held at Town Hall, 20 Middlebush Road, Wappingers Falls, New York, on the 12th day of November, 2002, at 7:30 P.M. The meeting was called to order by Joseph Ruggiero, Supervisor, and upon roll being called, the following were present: PRESENT: Supervisor - Councilmen - ABSENT: Joseph Ruggiero Robert L. Valdati Vincent F. Bettina Joseph P. Paoloni Christopher J. Colsey The following Resolution was introduced byMr. Paoloni and seconded by Supervisor Ruggiero . WHEREAS, as part of the Town of Wappinger's Beautification Program, the Town Board has solicited design proposals from various sign companies; and and WHEREAS, the Town Board has reviewed and examined all proposals submitted; and WHEREAS, the Town Board has budgeted $5,000 for beautification for the year 2002, WHEREAS, the Town of Wappinger has been awarded a $2,000 beautification grant by New York State Assemblyman Joel Miller; and C:\Documents and Settings\GinaUlNy Documents\Resolution 2002-310 Award Beautification.doc It WHEREAS, the Town of Wappinger is applying for Greenway grants in an amount up to $25,000 for beautification, NOW, THEREFORE, BE IT RESOLVED, as follows: 1. The recitations above set forth are incorporated in this Resolution as if fully set forth and adopted herein. 2. The Town Board hereby awards the design proposal submitted by J&S Signs and Designs with an address of PO Box 683, Hyde Park, New York at a cost not to exceed Nine Hundred, ninety-five dollars ($995.00) per 3'x4' sign. 3. The Town Board hereby appropriates Eleven Thousand Dollars ($11,000) from B -Fund fund balance to account 8540.400B -Beautification for the purchase of eighteen signs. 4. Supervisor Joseph Ruggiero is hereby authorized and directed to execute said contract on behalf of the Town of Wappinger. I have a few comments or ideas you may want to consider when you are deciding on what works boot for the town. First, after having Seen the presentation for the placement of these signs, I got a little concerned about the possibility of the Sign being damaged by Snow plows and other ouch kind of threats to the Sign. 5o if you look at the redesigns, I backed the Sign with MDO thio will ensure that there i5 no undue stress to the Sign face and I also upgraded the thickness of the main Sign body to 2 inches giving you a total thickness of 2 h inches. I also had origlnally quoted the Sign at the Size of 2ft by ft, but at the meeting it was discussed as 4ft by 5ft, my personal opinion is that will be to NO for Some of the spots you were looking at, so I priced it again at 2ft by aft and a aft by 4ft. If you really feel that a 4f by 5ft Sign would be best in Some areas I can price that out later. These were just a few of the concerns that I picked up on. I understand that the other board members wanted to see other pricing, please make sure you Oct quoted on the same type of sign. I would hate to see them choose something over price and and up with a lesser product; you know the saying "compare apples to apples". Reynolds, PE As requested, we have prepared sketch plans for the Route 9 Medians in connection with the Town of Wappinger signage/beautification program. We understand that the NYS Department of Transportation did not approve of the previous submission depicting free- standing landscape planters. We subsequently submitted photographs of an existing landscaped median island in the City of Yonkers, which the DOT seemed to indicate was approvable. We are concerned with the costs of excavating the median to provide a landscaped area, and are submitting the following sketch plans for consideration. UKIK. This section depicts the proposed landscaped areas. The edges would be constructed using uni-black pavers, which can be laid dry and dissembled easily. Planning/Development/Environment/Transportation blocks are approximately six inches in height — three courses would provide approximately 18 inches of soil depth, which should be adequate for a wide variety of low -growing ornamental plants. The sketch above shows low creeping juniper or cotoneaster along the planter edges, with some larger rose shrubs and masses of flowers for color and variety. The planters should be planted with low - maintenance plants that will withstand the pollutants associated with Route 9 (vehicle emissions, runoff, wind, and minimal water). We recommend that the planter be constructed a minimum of three feet from the edge of the median to provide for a snow shelf and a safety shoulder and five feet from the end of the median to allow for unobstructed views at intersections. 01 M1N.. MtN We also have shown a drainage system, consisting of a perforated pipe covered with crushed stone and filter fabric, to allow excess water to flow from the planter areas (shown above) to the existing catch basins within the median islands.
