ADJOURNMENT \ The Reorganizationa1 Meeting of the Town Board of'the Town of Wappinger was held on January 2, 1985 at the Town Hall, Mill Street, Village of Wappingers l Falls, Dutchess County, New York. Supervisor Versace opened the meeting at 7:~5 P.M. -... Present: Frank Versace, Supervisor Renata Ballard, Councilwoman Joseph Incoronato, Councilman Gerard McCluskey, Councilman Irene Paino, Councilwoman Elaine H. Snowden, Town Clerk The meeting started with the Pledge of Allegiance to the American Flag. Mr. Versace appointed Joyce Benedetto, Bookkeeper. l TOWN BOARD, TOWN OF WAPPINGER DUTCHESS COUNTY, NEW YORK RESOLUTION ESTABLISHING PAY SCHEDULE FOR THE TOWN OF WAPPINGER FOR THE YEAR 1985 The following resolution was offered by Councilwoman Paino who moved its adoption: RESOLVED, all salaries be and are hereby authorized to be paid in accordance with the following schedule: January 4th, 1985 One Week salary January 11th, 1985 One Week salary Commencing January 25th, on that date and every other Friday thereafter, two week salary with the last pay date being December 27, 1985. Seconded by: Mrs. Ballard ~ Roll Call Vote: 5 Ayes o Nays l TOWN BOARD, TOWN OF WAPPINGER DUTCHESS COUNTY, NEW YORK AUTHORIZING ISSUANCE AND PAYMENT FOR PAYDAYS OF 1985 The following resolution was offered by Councilwoman Paino who moved its adoption: RESOLVED, that the salaries of all persons holding either full time or 'r part time positions as otherwise fixed for these designated positions shall be paid to the holders of such offices and positions payable every other Friday throughout the year 1985, commencing on January 11th, 1985, with 27 pay periods during such year. The first payday to be on January 4th, 1985 consistant with the pay schedule adopted for the year 1985, and BE IT FURTHER RESOLVED, that the Comptroller of the Town of Wappinger be authorized to issue and pay the holders of these designated positions on such designated paydays of the year 1985. Seconded by: Mr. McCluskey Roll Call Vote: 5 Ayes o Nays TOWN BOARD, TOWN OF WAPPINGER DUTCHESS COUNTY, NEW YORK APPOINTING PERSONNEL TO VARIOUS TOWN OFFICES AND POSITIONS OF EMPLOYMENT -------------------------------------------------------- The following resolution was offered by Councilwoman Paino who moved its adoption: RESOLVED, that the following persons be and they hereby are appointed to the following offices and positions of employment with the Town of Wappinger to serve in such capacity at the pleasure of the Town Board. Highways Town Historian Recreational Coordinator AND IT IS FURTHER RESOLVED, that the salaries otherwise fixed for the above designated offices and positions shall be paid to the holders of such offices and positions, with the exception that no compensation shall be paid to the holder of the office of Deputy Town Superintendent of Highways, and the Town Historian is to be paid on a semi-annual basis, payable every other Friday throughout the year 1985, with 27 pay periods during such year con- sistant with the pay schedule adopted for the year 1985. Seconded by: Mr. Incoronato Roll Call Vote: 4 Ayes Mrs. Paino Nay Mrs. Paino clarified her nay vote by mentioning that some of the salaries reflected an increase of only a little over 2% which does not cover a cost of living raise. She also pointed out that she did not ask for an increase and felt elected officials should not vote themselves inareases. Mr. Versace made note that none of the elected Town Board Officials requested an increase. TOWN BOARD, TOWN OF WAPPINGER DUTCHESS COUNTY, NEW YORK APPOINTING THE COMPTROLLER IN THE TOWN OF WAPPINGER The following resolution was offered by Supervisor Versace who moved its adoption: RESOLVED, that Ann Garrison be and she hereby is appointed to fill the vacancy in the Office of Comptroller in the Town of Wappinger to serve in such ~ capacity for a term ending on the 31st day of December 1985, and it is further RESOLVED, that the Comptroller be paid an annual salary of $23,000. payable every other Friday throughout the year 1985, with 27 pay periods during such year consistant with the pay schedule adopted for the year 1985 Roll Call Vote; 5 Ayes o Nays I Seconded by: Mrs. Paino TOWN BOARD, TOWN OF WAPPINGER DUTCHESS COUNTY, NEW YORK APPOINTING PERSONNEL TO COMPTROLLER'S OFFICE AND POSITIONS OF EMPLOYMENT ~ The following resolution was offered by Supervisor Versace who moved its adoption: RESOLVED,.that the following persons be and they hereby are appointed to the following offices and positions of employment with the Town of Wappinger to serve in such capacity throughout the year 1985. Kriegsman be and he hereby is appointed to the Civil Service Position of Building Inspector for the Town of Wappinger, and \p BE IT FURTHER RESOLVED, that the annual salary for this classified Civil Service posit ion in the Town be and the same hereby is fixed and established at the following annual rate of $19,000.00 to be paid every other Friday throughout the year 1985, commencing on January 11, 1985" with 27 pay periods during such year. The first payday to be January 4, 1985, consistant with the pay schedule adopted for the year 1985. Seconded by: Mrs. Ballard Roll Call Vote: 5 Ayes o Nays TOWN BOARD, TOWN OF WAPPINGER DUTCHESS COUNTY, NEW YORK APPOINTING A FIRE INSPECTOR IN THE TOWN OF WAPPINGER ------------------------------------------------------- The following resolution was offered by Supervisor Versace who moved its adoption: RESOLVED, that Thomas C1assey be and he hereby is appointed to serve as Fire Inspector in the Town of Wappinger, Dutchess County, New York, and , BElT FURTHER RESOLVED, that the salary for the Fire Inspector be and the 'same hereby is fixed and established at an annual rate of $17,000.00 to be paid every other Friday throughout the year 1985, commencing on January 11, 1985, with 27 pay periods during such year. The first payday to be January 4, 1985, consistant with the pay schedule adopted for the year 1985. Seconded by: Mrs. Paino Roll Call Vote: 5 Ayes o Nays The next resolution was for the Appointment of a Clerk to the Assessor of the Town of Wappinger. At this time the Town Board does not have an appointment for this position and for the present time Kay Barto1otti will continue to fill in with a salary of $11,000.00 until an appointment is made. TOWN BOARD, TOWN OF WAPPINGER DUTCHESS COUNTY, NEW YORK SETTING THE SAIARY FOR THE PART-TIME CLERK TO THE TOWN CLERK ---------------------------------~-------------~-------- The -following resolution was offered by Councilwoman Paino who moved its adoption: I \J It.'".." L l' RESOLVED, that the annual salary for Mary Scriver, Part-Time Account Clerk to the Town Clerk of the-Town of Wappinger, be and the same hereby is fixed and established at the annual rate of $4,000. to be p~id every other Friday throughout the year 1985, commencing on January-II, 1985, with 27 pay periods during such year. The first payday to be January 4, 1985, consistant with the pay schedule adopted for the year 1985. Seconded by: Mr. McCluskey Roll Call Vote: 5 Ayes o Nays The resolution setting the hourly pay schedule for the Highway Employees was offered by Supervisor Versace and seconded, but prior to a vote being taken Mr. McCluskey asked if he could have a word in private with the Attorney. Councilman McCluskey moved to go into Executive Session to discuss a Personnel question, seconded by Councilman Incoronato. All in favor. The Town Board went into Executive Session at 7:53 P.M.. The meeting was called back to order at 8:03 with all Town Board Members again present. TOWN BOARD, TOWN OF WAPPINGER DUTCHESS COUNTY, NEW YORK ESTABLISHING THE PAY SCALE FOR CERTAIN EMPLOYEES OF THE TOWN OF WAPPINGER HIGHWAY DEPARTMENT The following resolution was offered by Supervisor Versace who moved its adoption: RESOLVED, that the pay scale for the following categories of ,employees hired by the Town of Wappinger Highway Department be and the same hereby is fixed and established at the following minimum to maximum hourly rates: Heavy Motor Equipment Operator $9.44 $9.79 per hour Light Motor Equipment Operator 9.34 9.49 per hour Laborer 6.65 9.31 per hour Foreman 9.89 10.37 per hour AND BE IT FURTHER RESOLVED, that all of such Highway Deparonent employees engaged on an hourly basis shall be paid every other Friday throughout the year 1985, with 27 pay periods during such year, consistant with the pay schedule adopted for the year 1985. Russo, Certified Public Accountant, be and he hereby, is retained to audit the accounts and reports of the Town Supervisor, ,0 the Town Clerk and Town Justices for the year 1984, and it is further RESOLVED, that the said accountant receive reasonable compensation for the productive services which he shall render to the Town in this connection. Seconded by: Mr. Incoronato Roll Call Vote: 5 Ayes o Nays I TOWN BOARD, TOWN OF WAPPINGER DUTCHESS COUNTY, NEW YORK DESIGNATING COURT OFFICERS OF THE TOWN OF WAPPINGER ~ -------------------------------------------------------- The following resolution was offered by Councilwoman Paino who moved its adoption: BE IT RESOLVED, that all individuals hereinafter designated by the Town Board as Court Officers as such title is defined by the Uniform Justice Court Act have all those powers accorded to Court Officers by law during such time they are actually serving in such capacity, and BE IT RESOLVED, that the Town Justices of the Town shall designate and schedule the days and evenings such individuals shall serve as Court Officers, and I BE IT RESOLVED, that one Court Officer be designated for each session of court unless the Town Justices determine that more than one be designated for anyone session and, BE IT RESOLVED, that the Court Officers shall be compensated at the hourly rate of $5.25 for time actually served, and BE IT RESOLVED that the Town Justices shall submit to the Town Comptroller on a weekly basis the names and hours served and that the Town Comptroller be empowered to issue remuneration consistent with the foregoing from funds appropriated for Justice Court, and BE IT RESOLVED that the following individuals be designated as Court Officers for the year 1985: vii Howard Webster Delbert Wilson Arthur Eichler Albert Berberich - Seconded By: Mro<Incoronato Roll Call Vote: 5 Ayes o Nays ,"'- l \.t l -.. Insurance, a general insurance agency doing business in the Town of Wappinger, Dutchess.County, New York, be and it hereby is designated as the insurance agent for this Town. Seconded by: Mrs. Paino Roll Call Vote: o Nays 5 Ayes TOWN BOARD, TOWN OF WAPPINGER DUTCHESS COUNTY, NEW YORK ESTABLISHING THE PAY SCALE FOR PART TIME VANDALISM PATROL PERSONNEL The following resolution was offered by Councilwoman Paino who moved its adoption: RESOLVED, that the pay scale for part time Town of Wappinger Vandalism Patrol Personnel engaged to perform certain services for the protection of Town Parks, various other Town Properties and performance of other such duties as may be assigned by the Town Board of this Town be and the same hereby is fixed and established at a maximum hourly rate of $9.00 per hour, and it is further RESOLVED, that all of such part time Town of Wappinger Vandalism Patrol Personnel engaged on an hourly basis shall be paid every other Friday through- out the year 1985, with 27 pay periods during such year consistant with the pay schedule adopted for the year 1985. Seconded by: Mrs. Ballard Roll Call Vote: 5 Ayes 0 Nays TOWN BOARD, TOWN OF WAPPINGER DUTCHESS COUNTY, NEW YORK ESTABLISHING PETTY CASH FUND FOR THE RECEIVER OF TAXES The following resolution was offered by Councilman Incoronato who moved its adoption: ,"- RESOLVED, that a petty cash account not to exceed the sum of $200.00 and the same hereby is established for the Receiver of Taxes, and it is furthe r RESOLVED, that payments from said petty cash account be made and the Supervisor of this Town be reimbursed for advances made to such account in accordance with the provision of Section 64, Subdivision 1a of the Town Law of the State of New York. Seconded by: Mrs. Paino Roll Call .Vote: 5 Aye s o Nays TOWN BOARD, TOWN OF WAPPINGER DUTCHESS COUNTY, NEW YORK DESIGNATING THE TIME AND PLACE FOR HOLDING THE TOWN BOARD MEETINGS The following resolution was offered by Supervisor Versace who moved its adoption: RESOLVED, that the Regular Bi-Month1y meetings of the Town Board of the Town of Wappinger shall be held at 8:00 P.M. at the Town Hall, Mill Street, in the Village of Wappingers Falls, Town of Wappinger, Dutchess County, New York, in the evening of the first and third Monday of each month, or at such other place' or places within the Town of Wappinger as the Town Board shall from time to time designate. Seconded by: Mr. Incaronato Roll Call Vote: 5 Ayes o Nays TOWN BOARD, TOWN OF WAPPINGER DUTCHESS COUNTY, NEW YORK DESIGNATING DEPOSITORIES FOR THE TOWN OF WAPPINGER MONIES The following resolution was offered by Councilwoman Paino who moved its adoption: RESOLVED, that the Marine Midland National Bank of Southeastern New York, the Dutchess Bank and Trust Company, the Chemical Bank of New York, the Chase Manhattan Bank and the Fishki11 National Bank, each being a banking institution maintaining banking rooms and offices in Dutchess County, New York, be and they each hereby are severally designated as depositories of the monies of this Town, and - -.J -~l;il II vi .~~ II l '-' l '-' l /3 BE IT FURTHER RESOLVED, that the Town Clerk Be and she hereby is directed to give notice of such designation to each of said banking institutions. D News, a newspaper regularly published in the Town of Wappinger, Dutchess County, New York, and having a general circulation in this Town, and being a newspaper entered as second class mail matter, be and the same hereby is designated as the official paper of this Town, and BE IT FURTHER RESOLVED, that the Poughkeepsie Journal and the Evening News and the Hornet, newspapers published in the County of Dutchess and having general circulation therein, be and they hereby are designated as additional newspapers for the publication of Town Notices, subject to the limitations of Section 64, Subdivision 11 of the Town Law of the State of New York, and BE IT FURTHER RESOLVED, that the Town Clerk be and she hereby is authorized and directed to give notice of such designation to the publishers of such newspapers. Seconded by: Mr. Incoronato Roll Call Vote: 4 Ayes Mr. McCluskey-Abstained TOWN BOARD, TOWN OF WAPPINGER DUTCHESS COUNTY, NEW YORK AUTHORIZING THE SUBMISSION OF THE SUPERVISOR'S ANNUAL FINANCIAL REPORT TO THE STATE COMPTROLLER The following resolution was offered by Councilwoman Paino who moved its adoption: WHEREAS, Subdivision 10 of Section 29 of the Town Law requires that the Supervisor of each Town prepare and file with the Town Clerk within 30 days after the expiration of each fiscal year, an annual financial report accounting ,~ for all monies received and disbursed by'him, together with the certificates or certificate of the bank or trust company where Town monies are deposited showing the amount of such monies on deposit with said bank or trust company, and cause a certified copy of such report to be pub1ishe~ in the official newspaper. Whereas, in lieu of preparing the report by Subdivision 10 of Section 29 ~...... II of Town Law, the Town Board may determine, by resolution, that the Supervisor shall submit to the Town Clerk within 60 days after the close of the fiscal \J year, a copy of the report to the State Comptroller required by Section 30 of the General Municipal Law and the Town Clerk shall cause a summary of such report to be published within 10 days after receipt thereof in a form approved by the State Comptroller in th~ official ne~spap~r. Seconde'd by: Mr. Incoronato Roll Call Vote: 5 Ayes o Nays TOWN BOARD, TOWN OF WAPPINGER DUTCHESS COUNTY, NEW YORK RELA.TIVE TO TEMPORARY DEPOSIT AND INVESTMENT OF TOWN FUNDS The following resolution was offered by Councilwoman Paino who moved its adoption: WHEREAS, it has come to the attention of this Town Board of the Town of Wappinger that there are now or may be in the future funds and monies, except ~ proceeds of loans and monies the investment of which is otherwise provided It II by law, belonging to the Town which are or which may be in excess of the amount required for immediate expenditure to pay current expenses and obligations, and WHEREAS, it is or it may be to the advantage of the Tow? to deposit and/or invest all or part of such funds in special time deposit accounts, or in certificates of deposit issued by, banks or trust companies located and authorized to do business in this State, short term obligations of the United " I:; ( '- L '-' l IS- States of America and/or the State of New York, and WHEREAS, it appears that the Temporary Deposit and/or investment of such excess and surplus funds may be beneficial and profitable to the Town of Wappinger, NOW, THEREFORE, IT IS HEREBY RESOLVED, that the duly elected, qualified and acting Supervisor of the Town of Wappinger be and he hereby is authorized, empowered"and directed to deposit and/or invest such surplus and excess funds of this Town in the afore- said manner pursuant to Section 11 of the General Municipal Law of the State of New York, and IT IS FURTHER RESOLVED, that such Temporary Deposits and/or investments shall be secured, registered or held, as the case may be in the manner prescribed by Section 11 of the General Municipal Law of the State of New York, and IT IS FURTHER RESOLVED, that the aforesaid Supervisor of this Town be and he hereby is authorized, empowered and directed to take all steps necessary from time to time to carry out and implement this resolution. AND IT IS FURTHER RESOLVED, that the aforesaid person is hereby appointed to the said Planning Board for a term which shall expire January 4, 1992. Mrs. Paino made a motion to grant permission to any Town official officer and employee to attend the Association of Towns Annual Meeting to be held February 17th to February 20th and that their legitimate expenses be a Town Charge. When not practical local mileage will be paid at .20~ per mile plus tolls, and a maximum $10. per day allowed toward parking.
