was held on October 9th, 1984 at the Town Hall, Mill Street,
Wappingers Falls, Dutchess County, New York.
Supervisor Versace opened the meeting at 6:57 P.M.

Mr. McCluskey's father had undergone a serious operation today
and he was at the hospital with him.
Notice of this meeting was sent to all Board Members on
October 5th 1984, calling,said meeting for October 9th, 1984
at 6:45 P.M. Notices were also sent to the New Media and posted
on the Town Clerk's Bulletin Board on the same day.
This meeting was called for the sole purpose of considering
a resolution for additional bonding to finance the construction
of a new Town Hall.
MR. VERSACE moved to waive the reading of the resolution.
Seconded by Mr. Incoronato
Motion Unanimously Carried
Prior to voting on this resolution Mr. Versace read a prepared
news release explaining the need for the, additional bonding which
was due to the increased cost of the project. He further explaihed
that there would be no increase to the taxpayers since the Town
intended to pay this additional bond with Federal Revenue Funds
over a period of three years or perhaps sooner.

A RESOLUTION AUTHORIZING THE ISSUANCE OF AN ADDITIONAL
$300,000 SERIAL BONDS OF THE TOWN OF WAPPINGER, DUTCHESS
COUNTY, NEW YORK, TO PAY PART OF THE COST OF THE
CONSTRUCTION OF A NEW TOWN HALL IN AND FOR SAID TOWN.
WHEREAS, on August 20, 1984, the Town Board of the Town
of Wappinger, Dutchess County, New York, authorized the
construction of a new building to be used by the Town of
Wappinger, Dutchess County, New York, including the purchase
and installation of equipment and furnishings necessary
therefor, such building to be constructed on a parcel of
land owned by said Town and located on.Middlebush Road
between Old Route 9 and Route 9D, at a maximum estimated
cost of $1,100,000; and
WHEREAS, it now appears necessary to increase the maximum
amount proposed to be expended for the aforesaid improvement
from $1,100,000 to $1,400,000, an increase of $300,000; and
WHEREAS, it is now desired to authorize the issuance of
an additional $300,000 serial bonds to pay part of the cost
of the aforesaid improvement; NOW, THEREFORE, BE IT
RESOLVED, by the Town Board of the Town of Wappinger,
Dutchess County, New York, as follows:
Section 1. The specific object or purpose to be financed,
in part, pursuant to this resolution is the construction by
the Town of Wappinger, Dutchess County, New York, of a new
building to be used by, the Town of Wappinger, Dutchess County,
New York, including the purchase and installation of equipment
and furnishings necessary therefor, such building to be
constructed on a parcel of land owned by said Town and located
on Middlebush Road between Old Route 9 and Route 9D in connection
therewith.
Section 2. The maximum estimated cost of such specific
object or purpose is,now determined to be $1,400,000, and the
plan for the financing thereof is as follows:
a) By the issuance of an additional $300,000 serial bonds
of said Town, hereby authorized to be issued pursuant
to the Local Finance Law. Further details concerning
said bonds will be prescribed in a further resolution
or resolutions of this Town Board;
b) By the expenditure of $400,000 from a Capital Reserve
Fund for a New Town Hall, which moneys were appropriated
therefor in a bond resolution dated August 20, 1984.
Such capital reserve fund moneys shall be'expended
prior to the issuance of any bonds or bond anticipation
notet authorizedhereunder; and
c) By the issuance of $700,000 serial bonds of said Town
heretofore authorized to be issued pursuant to the
aforesaid •bond resolution dated August 20, 1984.
Section 3. It is hereby determined that the period of
probable usefulness of the aforesaid specific object or
purpose wis`;thirfitt,Years y pursuant ,td ' subdivis ion 11 (a) (1)
of paragraph a of Section 11.00 of the Local Finance Law.
It is hereby further determined that the maximum maturity
of the serial bonds herein authorized will not exceed five
years.
Section 4. Subject to the provisions of the Local Finance
Law, the power to authorize the issuance of and to 'sell bond
anticipation notes in anticipation of the issuance and sale
of the serial bonds herein authorized, including renewals
of such notes, is hereby delegated to the Supervisor, the
chief fiscal officer. Such notes shall be of such terms,
form and contents, and shall be sold in such manner, as may
be prescribed by said Supervisor, consistent with the
provisions of the Local Finance Law.
Section 5. The faith and credit of said Town of Wappinger,
Dutchess County, New York, are hereby irrevocably pledged to
the payment of the principal of and interest on such obliga-
tions as the same respectively become due and payable. An
annual appropriation shall be made in each year sufficient
to pay the principal of and interest on such obligations
becoming due and payable in such year.
Section 6. The validity of such bonds and bond anticipa-
tion notes may be contested only if:
1) Such obligations are authorized for an object or
purpose for which said Town is not authorized to
expend money, or
2) The provisions of law which should be complied with
at the date of publication of this resolution are not
substantially complied with, and an action, suit or
proceeding contesting such validity is commenced within
twenty days after the date of such publication, or
3) Such obligations are authorized in violation of the
provisions of the Constitution.
Section 7. This resolution which takes effect immediately
pursuant to Section 35.00 b. of the Local Finance Law, shall
be published in full in the W & S D News, the official news-
paper, together with a notice of the Town Clerk in substan-
tially the form provided in Section 81.00 of the Local Finance
Law.

Resolution Duly Adopted
Mrs. Snowden reminded the Board Members that the twenty day
estoppel period would commence on the 17th of October, 1984,
the day of publication in the W & S D News.
There was no other business to come before the Board.
MRS. BALLARD moved to close the Special Meeting, seconded by
Mr. Incoronato and unanimously carried.
