1983-08-22 SPMA Special Meeting was held by the Town Board of the Town of Wappinger on August 22nd, 1983, at the Town Hall, Mill Street, Village of Wappingers Falls, Dutchess County, New York. Deputy Supervisor Johnson opened the meeting at 6:57 P.M. Present: Nicholas Johnson, Deputy Supervisor Gerard McCluskey, Councilman Frank Versace, Councilman Elaine H. Snowden, Town Clerk Absent: Louis Diehl, Supervisor Bernice Mills, Councilwoman Notice of this meeting was sent to all Board Members on August 17th, 1983, calling said meeting for August 22nd, 1983 at 6:55 P.M. Notices were also sent to the newspapers and radio stations and posted on the Town Clerk's Bulletin Board on August 17th, 1983. Mr. Johnson explained that the purpose of the meeting was to consider a request for an exemption to Local Law #5 of 1980 which prohibits alcoholic beverages in public places in the Town of Wappinger and any other business that may come before the Board. This request had been made by Mr. William Farrell, a Town resident who was present and told the Board he represented the doctors and nurses of Vassar Brothers Hospital Emergency Room and the group was planning a picnic at Robinson Lane on September llth, 1983 from 1:00 P.M. until dusk. MR. JOHNSON moved to grant the exemption to Local Law #5 of 1980, paragraph 3, to Mr. William Farrell for September llth, 1983 at Robinson Lane, Town of Wappinger. Seconded by Mr. McCluskey Motion Unanimously Carried Mr. Johnson requested that a letter be sent to Mr. Farrell granting this waiver and designating him as the person re#ponsible for the activity planned by his group. A second request for an exemption to Local Law #5 of 1980 was received from the Town of Wappinger Republican Committee for the 18th of September, 1983 from 1:00 P.M. to dusk. MR. MCCLUSKEY moved to grant the exemption to Local Law #5 of 1980, paragraph 3, to the Town of Wappinger Republican Committee for the 18th day of September, 1983, at Robinson Lane, Town of Wappinger. Seconded by Mr. Johnson Motion Unanimously Carried Mr. Johnson requested that a letter be sent to Angel Caballero informing him that the waiver has been granted and designating him as the person responsible for the activity of his group. Mr. Versace referred to correspondence received by the Board relating to the conversion of Hidden Hollow Apartments to condo- miniums. He had received calls from some senior citizens living in that complex expressing concern that approval for this conversion would be given by the Attorney General's office before a law which was introduced by the state in July of this year, could be adopted on a local level. The intent of this law was to protect senior citizens and the handicapped from eviction by owners of the apart- ment complex during the conversion process. As of today the Attorney General's office had not given approval for this conversion and Mr. Versace felt it was important to act expeditiously in order to pro- tect these people. He requested that the Attorney be directed to prepare a resolution in this matter for consideration of the Board at a Special Meeting sometime this week. MR. VERSACE moved that a Special Meeting be set for August 25th, t14 PM for the purpose of adopting a resolution for the protection of senior citizens and the handicapped during apartment/condominium conversions. Seconded by Mr. McCluskey Motion Unanimously Carried MR. MCCLUSKEY moved to close the Special Meeting, seconded by Mr. Versace and unanimously carried. The meeting closed at 7:08 P.M. SDI.
