1983-01-24 SPMA Special Meeting of the Town Board of the Town of Wappinger
was held on January 24, 1983, at the Town Hall, Mill Street,
ofc
Village of Wappingers Falls, Dutchess County, New York.
Supervisor Diehl opened the meeting at 6:45 P.M.

Notice of this meeting was sent to all Board Members on January
20th, 1983, calling said meeting for January 24th, 1983, at
6:45 P.M. at the Town Hall, Mill Street, Wappingers Falls,
New York, for the sole purpose of appointing a Receiver of
Taxes to fill the vacancy created by the resignation of
Amelia Crosby. Notices were also sent to the three newspapers
and four radio stations and posted on the Town Clerk's Bulletin
Board.
Mr. Johnson reported that four applications had been received
by the Personnel Committee and they had interviewed these
applicants last week.
The following resolution was offered by COUNCILMAN JOHNSON
who moved its adoption:
WHEREAS, Amelia Crosby, duly appointed Receiver of Taxes
for the Town of Wappinger, has notified the Town Board of her
intentions to resign her position as Receiver of Taxes effective
February 28, 1983, and
WHEREAS, it is essential for the:orderly transition of this
office to consider filling this vacancy as expeditiously as
possible,
NOW, THEREFORE, BE IT
RESOLVED, that Hilda Caballero be appointed temporary
Deputy Receiver of Taxes until February 28, 1983, at a weekly
salary of $250.00, and
BE IT FURTHER
RESOLVED, that said Deputy Receiver of Taxes be authorized
to open a checking account for the purpose of depositing and
disbursing monies received in like capacities as the Receiver
of Taxes, and
BE IT FURTHER
RESOLVED, that Hilda Caballero be appointed Receiver of
Taxes commencing March 1, 1983 to the expiration of the term
of Office December 31, 1983, and
BE IT FURTHER
RESOLVED, that the annual salary for the position of
Receiver of Taxes will be established at $13,000.00, pro rated
from January 1, 1983, at the commencement of Office.

Prior to the vote on this resolution, Mr. Versace commented
that he not received these applications until last Saturday
and felt that the full Board should have been present for
these interviews for this position. He would have preferred
meeting Mrs. Caballero before the appointment was made in order
to ask a few questions and for these reasons he could not
support this resolution.
MRS. MILLS moved that the Town Clerk notify Marshall and
Sterling Insurance Company of the resignation of Amelia Crosby
and the appointment of Hilda Caballero for the necessary
additional bonding required for t he position of Receiver of
Taxes.

Roll Call Vote: 4 Ayes 0 Nays
MR. MCCLUSKEY moved that the firm of Sedore and O'Sullivan be
authorized to proceed with a full audit of Mre. Crosby's tax
records before the commencement of the term of the new
Receiver of Taxes.
Seconded by Mrs. Mills
Motion Unanimously Carried
MR. JOHNSON moved to close the Special Meeting, seconded by
Mr. McCluskey and unanimously carried.
The meeting closed at 6:55 P.M.

A Public Hearing was held by the Town Board of the Town of
Wappinger on January 24th, 1983, at the Town Hall, Mill Street,
Village of Wappingers Falls, Dutchess County, New York, on a
proposed Local Law Providing for Credits to Customers Within
the Wildwood Sewer District.
Supervisor Diehl opened the Hearing at 6:56 P.M.

The Town Clerk offered for the record the Affidavits of Posting
and Publication duly signed and notarized. (These Affidavits
are attached hereto and made part thereof of the Minutes of
this Hearing).
Mrs. Mills explained that the residents of this district would
not be charged operation and maintenance charges for the four
quarters o- 1983.
Mr. Versace added that there was a sufficient amount of money
in the surplus fund not only to credit the customers of the
district but also to complete the work that had been planned
for the year of 1983 in order to keep the plant as efficient
as it has been in the past. Monies would also be available
for any emergencies that might happen during the year unlesslit
was a,feal major catastrophe.
Mr. Diehl asked if there were any comments from the public
for or against this proposed Local Law.
There were no comments from the public.
Mrs. Mills moved to close the Public Hearing, seconded by Mr.
McCluskey and unanimously carried.
The Hearing closed at 6:59 P.M.
