1982-12-27 SPMA Special Meeting of the Town Board of the Town of Wappinger
was held on December 27, 1982, at the Town Hall, Mill Street,
Villageoof Wappingers Falls, Dutchess County, New York.
Supervisor Diehl opened the meeting at 10:03 A.M.

Mr. Diehl explained that the sole purpose of the meeting was
for consideration by the Board for the possible use of an
unanticipated balance from the 1982 Mortgage Tax Revenue
to amend the 1983 Town Budget. This meeting was called at
the request of Councilman Versace.
Notice of the Special Meeting was sent to all Town Board Members
on December 22, 1982, called said meeting for December 27, 1982
at 10:00 A.M. Notice was also sent to the three newspapers and
four radio stations and posted on the Town Clerk's Bulletin Board.
Mr. Diehl asked Mr. Cuatt what prompted a proposed alteration
in the budget. Mr. Cuatt responded that $72,000 was originally
budgeted as anticipated revenue, howeVer, the amount actually
-received was 208,791 which changed the revenue to $136,791.
Mr. Versace said there were two or three areas where this revenue
could be applied and one would be that portion of the budget
which was the town outside the village where $15,000 was needed
to be raised in taxes; the balance could be applied toward the
estimate revenue in the Highway Department since the' amount
needed in that department is one of the largest.
MR. VERSACE moved that the surplus funds of $136,000 be applied
to the two areas he mentioned to reduce taxes for the residents
of the Town of Wappinger.
Mr. Diehl stated that he would not second this motion at this
time and recommended that the Board not consider this action.
This anticipated revenue, he continued, could not be counted
on when they were working on the budget and he recommended that
amount be placed in an interest bearing account and it could
then be applied to the 1984 budget. He was concerned that it
could not be applied toward the Village Budget since they too
shared some of the expenses of the whole Town of Wappinger.
He intended to write to state officials asking for an amendment
to the law so that the Village that lies within the Town of
Wappinger could share in surplus funds as well as the expenses.
Mr. McCluskey commented that this year we received Federal
Revenue Sharing funds but we.,have-no way of knowing if we will
reeeive it next year. Why reduce the taxes this year when there
is a possibility that this amount would help more in the next year,
especially as Mr. Diehl pointed out that it will hurt the village.
Mrs. Mills, as Chairman of the Budget Committee, did not feel
that they should apply it toward -this years bddget since the
amount that it would reduce the 1983 budget was a very small
amount. She felt it should be held and used when it would really
help'the taxpayers.
MR. Johnson concurred with the statements made by the other members
and felt it should be held for the 1984 budget unless a special
project came up during 1983. and the Board, felt this, amount should
be applied for that purpose.
MR. Versace had further comments and said he would support any
legislation proposed by Mr. Diehl which would al.oW the Village
residents to share surplus funds. If this money had been received
before the 1983 budget was adopted it wouldhave been applied and
he felt it was their .job to help reduce taxes for the present,
year and not hold off until 1984. If an emergency arose there
was money available in Federal Revenue Sharing to use. He asked
the Board for a second to his motion so they could give immediate
tax relief to the residents of the Town.
Mr. Versace's motion failed for lack of a second.
MR. DIEHL moved that the Town Clerk write to state officials
requesting that an amendment be made to the law which would
enable the village within the Town of Wappinger to share in
revenue received by the Town and a copy be sent to the
Association of Towns.
Seconded by Mr. McCluskey
Motion Unanimously Carried
There was no other business to come before the Board.
MR. JOHNSON moved to close the Special Meeting, seconded by
Mr. McCluskey and unanimously carried.
The meeting closed at 10:20 A.M.
