1982-11-04 PHA Public Hearing was held by the Town Board of the Town of
Wappinger on November 4th, 1982, at Town Hall, Mill Street,
Village of Wappingers Falls, Dutchess County, New York,
on the Preliminary Budget concurrently with the Federal
Revenue Sharing Budget of 1983 for the Town of Wappinger.
Supervisor Diehl opened the Hearing at 7:30 P.M.

The Town Clerk offered for the record the Affidavits of Posting
and Publication duly signed and notarized. (These Affidavits
are attached hereto and made part thereof of the minutes of
this Hearing).
Before opening the Hearing to the public, Mr. Diehl commented
that the Board Members had been very cooperative and the budget
meetings were well attended. He felt that the budget presented
was a fair one, fair to the taxpayers and to the employees of
the Town. There was an average increase of $15.00 per year to
the Town and the Village. He thanked Mrs. Mills and Mr. Versace,
Water and Sewer Committee for the many hours they had spent on
the budget. The Supervisor asked for comments/suggestions/
recommendations from the public.
Alberta Roe asked for an explanation of contractual expenses.
She then asked if Federal Revenue Funds could be used to cut
taxes.
Kathleen Masterson questioned an article she read in the W&SD
News stating that the Councilman had requested $18,000 and
were receiving $20,000.
Joseph Incoronato questioned an increase in Fleetwood Water
District which represented approximately 33%.
Mrs. Roe asked about an increase in Central Wappinger Water
and then noted that many residents in that district did not
have meters and the existing meters were not sealed.
Bill Egan asked for a copy of the budget and since there were
none available he suggested that in the future more copies be
made for the public.
KAthleen Mastersen asked if it was true that the rate per
thousand in the Village was going up more than the rate per
thousand in the Town and if so why.
Mr. Logan explained the rates for the Town outside the Village
and the Village of Wappingers Falls and how they were calculated.
The fact that Federal Revenue Funds were not being used to lower
the budget was brought out. The Board wanted a true figure on
the budget without the use of these funds since they would not
always be available.
Bill Egan suggested that they give a lot of thought to the use
of the Federal Revenue Funds so the village can also benefit
from them.
MRs. Roe --did not think the Highway Budget raise was unreasonable.
Mr. Incoronato questioned the raise in Total Culture-Recreation
from $112,875.00 to $146,625.00, a 25 % increase.
Mrs. Schmalz asked if the monies for Little League, Football
and Hockey were still included in the Recreation budget and
reminded the Board that was against Article a, Section 1 of
the Constitution---the Town was not supposed to be contributing
to private organizations.
Mrs. Roe questioned a $5,000 increase under Recreation-Parks-
Equipment; this,was for a gate at Qu.t Acres, $2,000, slide
and jungle gym at Quiet Acres, $2,200 and other items.
Mrs. Roe recommended that employees be given merit raises
instead of cdst'of living raises.
Mr. Egan noted that the Councilmen would be paid more than our
County Legislators.
Mr. Incoronato felt the Board should make the gesture of
holding the line on their salaries and also the Justices,
they were both part time jobs.
Mr. Incoronato--Association of Towns Budget --how much are the
hotels and how much is the education.
Mrs. Roe asked for an explanation of Central Communication and
Data Processing.
Mr. Incoronato asked about the revenue from the Schlathaus
property.
Mrs. Schmalz asked if the maintenance on the Schlathaus property
came out of that special fund.
Mrs. Roe questioned an item under Public Safety, Control of
Other Animals --what other animals?
Mr. Egan wanted to know what Traffic Control covered. He
also questioned if the IBM building on Myers Corners Road was
included in the revenue on this budget.
Mrs. Roe questioned the drop in estimated revenues in the
Rockingham District. Her next question was on Sloper-Willen
Ambulance --she was under the impression that it was all volunteer
help.
Mr. Egam asked about monies from the County Consortium Program --
were they in this budget.
Mrs. Schmalz --how many homes were without meters in the Central
Wappinger Water Area.
Mr. Versace asked the Comptroller why the surplus in the Lighting
Districts was not shown in the Budget.
There were no other comments from the public.
All questions from the residents present were answered by
the Comptroller or a member of the Town Board.
Mr. McCluskey moved to close the Public Hearing, seconded by
Mr. Diehl and unanimously carried.
The Hearing closed at 8:51 P.M.
