1981-12-11 PHA Public Hearing was held by the Town Board of the Town of Wappinger on December 11, 1981 at the Town Hall, Mill Street, Wappingers Falls, Dutchess County, New York, on a proposed Local Law Amending Local Law #8 of 1980 Relating to the Imposi- tion, Charge and Collection of Water Rates for the Consumi#ion and Use of Water for the Fleetwood Water District as well as the Penalties and Enforcement Thereof. Supervisor Diehl opened the Hearing at 7:02 P.M. Present: Louis Diehl, Supervisor Nicholas Johnson, Councilman Bernice Mills, Councilwoman Janet Reilly, Councilwoman Frank Versace, Councilman Elaine H. It was noted that the publication notice in the W & S D News was in error on the minimum charge per quarter for this district. The notice sent to the paper set a charge of $29.45 per quarter, it was printed as $29.05 per quarter. Mr. Diehl asked the Comptroller to notify the paper of this error. Mr. Cuatt had set up a chart and explained how this figure was arrived at and noted that the cost of sludge removal was a main reason for increased charges. Mr. Lendon Herrington, 66 Scott Drive asked what the present charge was and was told at the present time it was $47.00 per thousand gallons but Mr. Cuatt had heard it could even go to $67.00; Mr. Herrington then asked if that meant the rate would go even higher and had the Board actually checked these figures. Alberta Roe, Regency Drive, asked if they were, in fact, removing the sludge since the odor was so bad. The odor is there, she said 24 hours a day, six months of the year; she doesn't know about the winter since she's not out that time of the year. She doesn't mind paying more money for good service but while she has to put up with that smell, she feels something should be deducted from her bill, just like the utility company does. Mr. Gus Trembellos, 65 Scott Drive, felt the Board should get after the W & S D News because they are misprinting a lot of things; he was present because he thought the water rates were going up, that's the way it was printed. He was told the water rates would remain the same, the increase was on the sewer. TYere were no other comments made. MR. Mr. Cuatt explained how he arrived at the rate of $77.74 and also explained that this district always had a surplus, however this year there will probably be a deficit; this was due to the increased cost of everything, sludge, chlorine etc. Mr. Johnson explained that last year the district had a surcharge which was for the cost of a chain needed at the plant, this year there would not be a surcharge. Also last year the figure of 400 gallons of chlorine was used rather than 4,000 which was more realistic; consequently, there was a shortage in that line item. Also, as was the case in the other districts, sludge removal caused a big increase. Mr. Gary Schmitt, 17 Dorett Drive, felt this increase was ridiculous, nearly 63%. He complained about the odor, they could not sit out in the back yard; he thought he was moving into a nice neighborhood, the homes were selling for $70,000+ and you can't enjoy your yard. He asked if the plant would be improved; it definitely had problems. He then informed the Board of the sewer backup problem he had experienced several times in his home, sometimes as much as six inches deep. The plant is supposed to have red lights and a horn when there is a fault in the operation, but there is no warning system at all and he was asking for help. He then brought up the figure of $13.43 and asked if that related to the water; it was explained that this was the Benefit Assessment on a bond that was taken out to build the filter beds in the sewer plant and would remain for several years as it was a twenty year bond; he then asked why the district had so much surplus at one time and Mr. Johnson said some of this was due to state aid since one year they received two grants in the same year. Mr. Schmitt was advised by the Board to write tothem and put them on notice of his problem. MR. JOHNSON moved to close the public hearing, seconded by Mrs. Mills and unanimously carried.
