1981-11-05 PHA Public Hearing was held by the Town Board of the Town of Wappinger on November 5, 1981, at Town Hall, Mill Street, Village of Wappingers Falls, Dutchess County, New York, on the Preliminary Budget concurrently with the Federal Revenue Sharing Budget of 1982 for the Town of Wappinger. Deputy Supervisor Johnson opened the Hearing at 7:06 P.M. Present: Nicholas Johnson, Deputy Supervisor Bernice Mills, Councilwoman Janet Reilly, Councilwoman Frank Versace, Councilman Elaine H. Snowden, Town Clerk Absent: Louis Diehl, Supervisor The Town Clerk offered for the record the Affidavits of Posting and Publication duly signed and notarized. (These Affidavits are attached hereto and made part thereof of the minutes of this Hearing). Joseph Incoronato, Ronsue Drive, questioned the increase from $22,280.95 to the projected 1982 figure of $38,210.00; however the 1981 budget was $35,666.00 so the largest part of the increase was from 1980 to 1981 which was due to work on the plant which was mandated by the state, part of which is re- imbursable.. When he asked about the possibility of additional funding, the answer was that at this time, nobody knew. He then questioned a decrease in the Mid -Point Park Sewer District from $30,139.00 in 1981 to $25,814.00 for 1982; it was explained that there was an expenditure of approximately $6,000 for a new chain in 1981, however, the chlorine expenditure was not calculated correctly and more money was put in for that line item, other- wise, there would have been a larger decrease. A reportef asked about the $50,000 which was being removed from the building fund and was informed that this amount was not being removed, kt just was not being added to the fund this year; the anticipated interest on this account will go into the General Fund to help reduce the amount to be raised by taxes. It is not -an item that has to be put in each year, it is at the discretion of the Board. Mr. Versace spoke while the residents were reviewing the budget and asked where the transfer of $81,000 showed which was discussed at the work shop sessions. The Comptroller pointed out the line item and explained that it was the balance of various drainage projects that had not been expended. Mr. Incoronato asked where the budget increase was in Recreation; Mr. Maurer explained that there was nothing major added, the budget reflected a 7% inflation plus a slight increase in the Senior Citizen activities. Mr. Johnson called for a five minute recess at 7:26 P.M. to give the public the opportunity to review the budget and comment on the items they had questions on. The Hearing was resumed at 7:32 P.M. and all four Board Members were present. Mr. Incoronato resumed his questioning and was now noting the increase in the Building Inspector/Zoning Administrator line item on Personal Services from $31,000 to $48,000; this was due to a request for full time assistance for this department head rather than the part time help which had been allocated in the 1981 budget, plus the increases put in for the employees in that department. Mr. Incoronato noted that there had formerly been two people for that position; it was then changed to one position with an increase in salary for that person, now they have the same situation, however another full time employee would bring that figure up again. In the opinion of the Board, Mr. Johnson explained, that department was better served by the one person in charge and a full time assistant was necessary due to the increased work load caused by the new State codes and the Energy Code. Aside from noting that some line items had been reduced, Mr. Incoronato had no other comments, nor did anyone else present comments on any items contained in the budget. Mr. Johnson commented that the Board had not completed the budget review and some sections still had to be discussed which they intended to do in future work shop session. The Board would accept any further comments in writing that the residents, upon further review of the budget, cared to submit, Mr. Versace added and all agreed. Mrs. Mills moved to close the Public Hearing, seconded by Mrs. Reilly and unanimously carried. Elaine H.
