Supervisor Diehl opened the Hearing at 7:19 P.M. present: Louis Diehl, Supervisor Nicholas Johnson, Councilman Bernice Mills, Councilwoman Frank Versace, Councilman Elaine H. (These Affidavits are attached hereto and made part thereof of the minutes of this hearing). Supervisor Diehl asked if anyone had any comments on the local law. Joseph Incoronato referred to a newspaper article in the Pough- keepsie Journal this day which stated that there was a possible link of chlorine with cancer. In a study made in five states, including New York State, incidences of rectal cancer had risen from 13% to 93% in the areas of chlorinated water supply. His point was, although chlorine must be used in some degree, he wanted to make sure the system wasn't being over chlorinated, and asked that tests be made by the operators of the plant to assure them that it was the proper content. Mr. Diehl asked the Town Clerk to contact Camp Pollution Control and request that these tests be conducted. Mr. Incoronato then spoke on the quality of the water in Fleetwood andcreferred to a perennial problem of sulphur in Mr. Morris's water, a neighbor of his who could not attend the hearing. He replaces filters in his home every two weeks, and has to bring water in to his home; due to the fumes of the sulphur he cannot use the water. Anything that could be done by the Wows for this problem, which is of long standing, would be appreciated by Mr. Morris. 170 f Mr. Johnson informed him that this problem has been addressed and so, far they could find no solution that would guarantee him a better source of water. Mr. Diehl asked that the Town Clerk advise Mr. Lapar of Mr. Morris's problem and him to determine if there was any kind of a study he could conduct to solve it --if there was an avenue to pursue, what would be the cost and what would be the results. Mr. Incoronato then spoke on both the water and sewer districts and compared the rates ---in 1974, it was 94 per 1,000, in 1976, it was $1.08 per11,000, in 1978, it was 2.69 per 1,000 and in 1980, it was going up 11%; this was approximately a 300% increase. He compared this with the costs of the other districts, and although the Oakwood Knolls district had also risen sharply, it was not hit as hard as the Fleetwood district. The residents can afford just so much and he asked the Board to come up with a solution. He realized inflation was causing this, but it should not be to this extent. No one else spoke on the proposed Local Law. MR. JOHNSON moved to close the Public Hearing, seconded by Mrs. Mills and carried. The Hearing closed at 7:30 P.M. &MAL Elaine H. Mr. Dan Lazenka, Bowdoin Lane, expressed concern over the chlorine in the water that had been brought up by Mr. Incoronato at the Fleetwood Water District hearing. There have been occasions that the chlorine content has been so bad you could not:make coffee -or tea. He then added that he had questions on the rates of this district. Do we have a fixed contract for service on the water system? They were paying about $10,500.00 per year for maintenance and he wanted to know exactly what they were paying for, what did this amount represent. The Comptroller informed him they were paying $4,818.00 to Camo, electric is about $3,000.00, $1,000.00 budgeted for a pump if needed; Camo's contract did not include extra work, that was all extra, and there were many emergencies this year. Mr. Lazenka requested that Camo check the system to reduce the air in the water. Mr. Versace informed the residents present that their rate would go up to $40.00 each quarter, from $37.00 'each quarter, and in addition to this increase, there would be a surcharge of $25.00 imposed which at this time was a one shot deal to help pay their indebtedness. However, this would AsAW0.4y their loans in part and could be imposed again. .There was a shortfall in their budget for 1980 and there was also,a,loan tobe paid back to the General Fund. This was then discussed by the Comptroller in aneffort to make the residents aware of their financial situation. Mr. Versace explained that the indebtedness went back to 1978 and is now about $12,000.00 and will take quite a while to pay back and probably many surcharges will have to be imposed in order for them to meet this obligation. Alfred Weston, Bowdoin Lane, asked what the $100.00 amount that he paid with his taxes represented. Was this paying off the indebted- ness? It was explained that thiswas the Benefit Assessment which was for the purpose of paying the bond for the purchase of the district; this had nothing to do with the operation and mainten- ance charges, and as the principal and interest was paid, the amount would be lower, unless a capital improvement was made and another bond had to be taken out by the Town for this district. Mr. Weston then asked about a contractor building homes on Amherst Lane and how would he fit into this water system --did the Town have a contract with him. Mr. Diehl explained that the Town was aware. of this situation andwere.pursing the avenue of collecting an additional sum from this contractor to install the second well for the district, so there would he no additionalexpense incurred by the present residents. Mr. Weston then asked why wasn't this a prior condition to obtaining building permits. He was concerned over the location of the second well and hoped it wasn't in the area where it is polluted. Ralph Hancock, Bowdoin Lane, said he was told both wells are in the same vein of water; if so, what good will,that.,do., It was explained that the tests showed that both wells running at the same time gave more water than running one at a time, so it was therefore a possible step. Al Cieslux, 11 Bowdoin Lane, said he heard two figures mentioned in regard to the indebtedness --one was $1,900, the other $12,000, and asked for some background on these figures --what caused this indebtedness. The Comptroller explained that the $1,900 was for bills in 1980 not yet paid, the $12,000, as far as he knew went back two or three years, when this money was borrowed from the 1 He then asked if the trucking of water, which had to be done recently, came out of normal operation charges. Ralph Hancock asked if Can checks the system every day. Alfred Weston asked if a financial report on the district was available and was told to check with the Comptroller to obtain such report. It was suggested by a resident of another district, that the Town form their own department for the maintenance of these districts. Mr. Diehl explained that they had looked into the feasibility of doing this, but dollar wise, it did not make sense since there many facts to consider, such as employees benefits at today's prices and other factors. Dan Lizenka asked when the last evaluation was made in this matter, and did they have as many districts when it was done -- did they have as many problems. He urged the Town Board to look into this again. Mr. Versace mentioned that he had done an independent study on the costs of the operator of our plants and from January through September, he came up with the figure of $218,000.00; this was a rough study, but it was probably within $10,000.00 of the actual cost, and he thought maybe they should consider forming their own maintenance department, perhaps in 1982. Mr. Versace suggested that the Comptroller do a comparison cost on the operation and maintenance of each district, separating contractual expenses and labor expenses for 1979, and asked that a copy be sent to Joseph Almena,who had brought this matter up. Mr. Johnson asked for a further breakdown on this report --labor costs, normal maintenance, extras and material costs. There were no other comments on the proposed local law.
