1980-11-26 SPMJ A Special Meeting of the Town Board of the Town of Wappinger was held on November 26, 1980, at Town Hall, Mill Street, Village of Wappingers Falls, Dutchess County, New York. Supervisor Diehl opened the meeting ay 4:17 P.M. Present: Louis Diehl, Supervisor Nicholas Johnson, Councilman Frank Versace, Councilman Elaine H. Snowden, Town Clerk Absent: Bernice Mills, Councilwoman Janet Reilly, Councilwoman Others Present: Rudolph Lapar, Engineer to the Town Notice of said meeting was sent to all Board Members on November 24, 1980, calling the meeting for November 26, 1980 at 4:00 P.M. Notice was sent to the news media and posted on the Bulletin Board in the Town Clerk's Office. Mr. Diehl explained that the purpose of the meeting was to consider an expenditure for equipment failure repairs at the Oakwood Sewer Treatment Plant. Mr. Diehl had been advised by Camo Pollution Control, and had distributed copies to the Board, that the rotating biological discs were in bad condition. They managed to keep the discs operating by removing a stage from each disc, but this was only a temporary solution. The letter listed six options that the Town could consider at this time, and Mr. Diehl felt that no matter what procedure they followed, parts would have to be ordered and since this is a fairly long process, the Town could expedite the process by approving and directing Camo to order the necessary parts; the labor and bid, if necessary could be discussed at a later date, or today, if they so desired. Item 4 in Camo's communication read ---"replace the stage which is bad on disc ##2 and hope the existing stages can last, the cost would be $7,000" and Item 5 ---"replace the stage which is bad on disc ##1 and hope the existing stages can last, the cost would be $7,000". If they chose either one of these alternatives, this would put the plant jn acceptable operation and would take care of at least 50% of the problem. Mr. Diehl's recommendation was to go ahead with Item 4, then in early 1981, they could proceed with Item 5. Mr. Johnson then asked for Mr. Lapar's opinion and he agreed with Mr. Diehl's recommendation. Mr. Versace then asked if there was a possibil- ity of a warranty in existence for these discs, since they were fairly new and the Town did have previous problems with them. Mr. Lapar had spoken to one of the managing partners of the firm who supplied the discs, and was told that they intended to do something for the Town in regard to an allowance toward these discs, but he had no indication what it was and asked that they put their offer in writing. MR. VERSACE moved that Camo Pollution Control be directed to proceed with either Item #4 or #5, as stated in their letter of November 25, 1980, the choice would be their discretion, at a total cost of $7,000.00. Seconded by Mr. Johnson Motion Unanimously Carried The following letter was received from the Planning Board: November 26th, 1980 Town Board Town of Wappinger Town Hall Wappingers Falls, New York 12590 Re: Robinson Gardens, Section I Subdivision, 5 Lots off Robinson Lane - Request for Deferrment of Engineering Inspection Fees Dear Board Members: The Planning Board of the Town of Wappinger would appreciate it if your Board would consider deferrment of payment of the engineering inspection fees for the Robinson Gardens, Section I subdivision until construction commences sometime in the Spring of 1981. Mr. Bannett has just been able to pay the required recreation and downstream drainage fees and this deferrment would make it possible for him to file his subdivision map within the one year time limit pursuant to Section 276 of the Town Law. According to Planning Board records, your Board permitted such deferrments on the Carmel .Heights and Lor -Mare subdivisions and similar consideration of this request would be most appreciated. JOHNSON moved that the engineering inspection fees be deferred until the commencement of the construction of the RobinsesIGardens Subdivision. Seconded by Mr. Versace Motion Unanimously Carried Mr. Diehl then reported that he had had a call from Camo informing him that the shaft on Well ##1 in Central Wappinger Water Area had broken, but the damages or cost had not yet been assessed. He felt that Well #5, recently installed, could carry the load with no problem and pump the necessary gallons to supply the users in the district, at least until after the holiday week- end. He did not want to expend double time salaries if they could manage on Well #5 until Monday. MR. JOHNSON moved that Camo Pollution Control be directed to pull the shaft on Well ##1 in the Central Wappinger Water Improve- ment Area to determine the extent of damages and cost, and the system should operate on Well #5, unless there was a.,furtber emergency. Seconded by Mr. Versace Motion Unanimously Carried Mr. Diehl further reported on another problem in the Tall Trees Water District, however, this one had been remedied in a matter of a few hours. This one, he commented, turned out to be a good report. The well tripped out due to a burnout of a wire, but repairs were quickly made, so there was no loss of service, and no excessive expense. Local Laws were being prepared setting rates for operation and maintenance on the water and sewer districts, and the dates and times of the public hearings had to be determined by the Board. MR. JOHNSON moved that the public hearings on the Local Laws setting rates for operation and maintenance on the water and 114 sewer districts, be set for the 18th of December, 1980 and the times of the individual hearings be set at the regular meeting of the Town Board on December 8th, 1980. Seconded by Mr. Versace Motion Unanimously Carried MR. JOHNSON moved to close the meeting, seconded by Mr. Versace and carried. The meeting closed at 4:33 P.M. c- Cc..tujj, Elaine H.
