1978-09-28 SPMA Special Meeting of the Town Board of the Town of Wappinger was held on September 28, 1978, at Town. ilial :� ii1 =Street, Village of Wappingers Falls, Dutchess County, New York for the purpose of considering the adoption of a proposed Local Law Increasing Dog Fees, Presentation of the Tentative Budget of 1979 by Town Clerk to the Town Board and discussion of clean-up days with the High- way Superintendent. Notice of said meeting was mailed to each Board member on September 25, 1978 calling the meeting for 4:30 P.M. on September 28, 1978. Notices were also given of said meeting to the Poughkeepsie Journal Southern Dutchess News (W&SD) and the Beacon Evening News, Radio Stations WBNR, WHPN, WEOK AND WKIP. A notice was posted on the Town Clerk's bulletin board. Supervisor Diehl opened the meeting at 4:38 P.W. Present: Louis Diehl, Supervisor Nicholas Johnson, Councilman Leif Jensen, Councilman Bernice Mills, Councilwoman Janet Reilly, Councilwoman Elaine H. Snowden, Town Clerk j Other Present: I + William H. Horn, Highway Superintendent Matthew Ryan, Comptroller A Public Hearing having been held on Local Law #7 of 1978 in- creasing Dog License Fees on September 25, 1978, the matter was placed before the Board for their consideration. MR. DIEHL moved to adopt Local Law #7 of 1978 Increasing Dog License Fees as follows: A locallaw increasing dog license fees. Be It Enacted by the Town Board of the Town of Wappinger as follows: Section 1. Commencing on the effective date of this local law and until September 30, 1979, the license fee for dogs, in addition to other statutory charges, is hereby set as follows: (a) $2.00 for a male dog and spayed female dog; (b) 2.00 for an un - spayed female dog. Section 2. Commencing on October 1, 1979, the license fees for dogs shall be as follows: (a) $4.50 for a spayed or neutered dog; (b) $9.50 for an unspayed or unneutered dog. Section 3. Section 1 of this local law shall take effect immediately upon filing in the office of the Secretary of State; Section 2 of this local law shall take effect on October 1, 1979. Seconded by Mr. Johnson Motion Unanimously Carried 848 849 After the vote Mr. Diehl remarked that he endorsed this increase mainly because it put the burden of the expense on the dog owners therefore relieving those who do not own dogs. Mr. Diehl wished to bring up another item for the Board's consid- eration, and that was the problem they were having with air & sand in the C.W.W. Improvement Area, Hilltop section, mainly. This problem (excess sand) is preventing the meters from functioning properly. The Engineer advised the B oard that the wells should be worked. MR. DIEHL moved to direct the Engineer to go to bid on working the 2 wells and also go to bid on the cost of hooking up the new well;, to be presented to the Board as soon as possible and these be presented as two separate bids. Seconded by Mr. Johnson. Motion Unanimously Carried The Board then discussed Clean -Up days for the Town. A date of October 23, 1978 to begin the clean-up and they seriously con- sidered making this a complete pick-up including metal, tires, furniture, mattresses, garden material, etc„ since the town had received approval from the Dept. of Health. Mr. Horton informed the Board they do not have a site for a complete pickup. In order to do this, the site would have to be excavated and he strongly objected to this extra work because he would not be able to complete his road work & drainage projects. He could not spare the crew, the equipment or the time. He also had to move voting machines. Mr. Horton was very firm about the schedule he had planned for his crew and the interference that the cleanup presented to this schedule. Discussion ensued with Mr. Horton still strongly objecting and the Board determined to perforn this service for the taxpayers. It was desperately needed, the Board members felt. Mr. Diehl interjected the fact that extra monies could be spent from Federal Revenue Sharing Fund if Mr. Horton needed more help or could obtain a con- tractor to do the excavating. The Highway Superintendent felt he should have had more notice. MR. DIEHL moved to use Federal Revenue Sharing monies to prepare a site at Castle Point for complete pickup for the town. Motion failed for lack of a Second MR.JENSEN moved that the Highway Superintendent be directed to pre- pare a site at Castle Point and that everything s*'1d and ready to commence, a complete pickup for the Town of Wappinger 1 850 commencing October 23, 1978 to be supervised by the Highway Superintendent. Seconded by Mr. Johnson. Motion Unanimously Carried Mr. Horton, having been asked for any further comment, stated if he was instructed to do this, let the public know that the scheduled road work will not be done this year, it's impossible do to /the two tasks at once. Mr. Diehl asked the Town Clerk to notify the Dutchess County Dept. of Health that the clean-up project for the Town of Wappinger will 110 begin on October 23, 1978. Mr. Diehl informed Mr. Horton that if he was confronted with a problem in drainage or any other highway item, he should im- mediately contact the Board to resolve it. The Town Clerk having just received the Tentative Budget of the Town of Wappinger for 1979 from the Comptroller, presented it to the Town Board. Mr. Diehl thanked Mrs. Mills & Mrs. Reilly on the Budget Committee, for their cooperation and help with the Budget. They had spent many hours working with the Comptroller to prepare it in its present state and in view of the fact that he was ill and could not participate in this preparation, he sincerely appreciated their concern and help. Mrs. Snowden, in presenting the Budget to the Board stated that the A side which is the General Fund Town Wide is $4.92 per thousand, down 18 from last year and B, Part -Town, $1 6,66 per thousand, down 64 from last year. These, of course, are rough estimates & 16, would be reworked by the Board and it could be increased or down further. Mrs. Mills thanked Mr. Ryan for meeting the deadline with this budget, for today's meeting. He was not required to submit it to the Town Clerk, but he complied with the wishes of the Town Board & had it ready ahead of time. MR. JOHNSON moved that the budget be received and placed on file. Seconded by Mrs. Mills. Motion Unanimously Carried MR. JOHNSON •movd to adjourn the Special Meeting, seconded by Mrs. Mills and unanimously carried.
