2011-0682011-68 Resolution Authorizing the Town Supervisor to Contract for Dog Control Boarding Services At a regular meeting of the Town Board of the Town of Wappinger, Dutchess County, New York, held at Town Hall, 20 Middlebush Road, Wappingers Falls, New York, on February 14, 2011. The meeting was called to order by Christopher Colsey, Supervisor, and upon roll being called, the following were present: PRESENT: Supervisor Councilmembers ABSENT: Christopher J. Colsey William H. Beale Vincent F. Bettina Ismay Czamiecki Joseph P. Paoloni The following Resolution was introduced by Councilman Beale and seconded by Councilman Bettina. WHEREAS, the Town of Wappinger provides dog control services and employs a Dog Control Warden through Budget Line A- 3510.100-A; and WHEREAS, such services requires the use of temporary boarding services for dogs; and WHEREAS, the Town currently has a temporary boarding arrangement as arranged through the Town Supervisor due to the withdrawal of the former boarding facility; and WHEREAS, the Attorney to the Town is hereby authorized to draft a contract with Airport Veterinary Center for dog control boarding services; and WHEREAS, the Town Supervisor is hereby authorized to execute said contract with Airport Veterinary Center for dog control boarding services; NOW, THEREFORE, BE IT RESOLVED: 1. The recitations above set forth are incorporated in this Resolution as if fully set forth and adopted herein. 2. The Town Board hereby authorizes the Attorney to the Town to draft a contract with Airport Veterinary Center for dog control boarding services. 3. The Town Supervisor is hereby authorized to execute said contract with Airport Veterinary Center for dog control boarding services. 4. The Dog Control Warden is hereby directed to utilize the boarding services in accordance with the contract. Paoloni TOWN CLERK Chris Masterson HIGHWAY SUPERINTENDENT Graham Foster Thank you for your proposal, dated February 3rd, regarding the boarding of dogs collected by our Dog Control Officer. While I cannot formally execute a contract with you, as such requires Town Board approval, I am accepting your proposal for services through and including Tuesday, February 15, 2011. This allows for public consideration and a vote by the Wappinger Town Board on Monday, February 14tH Please know that while you are the only firm to respond as of this writing, it is the obligation of the Town to consider any other proposals received through February 14th, hence I may not promise you continuing services. Effective immediately, I am agreeing to a temporary boarding arrangement with the Airport Veterinary Clinic through and including February 15, 2011 under the following fee schedule: 1. Boarding rates of $22 per night; 2. Feeding rates of $3 per day; and 3. Veterinary services to include any required vaccinations extra. It is our hope that every dog collected by the Dog Warden will be recovered immediately and the owner will directly pay the Airport Veterinary Clinic for services rendered. Unfortunately, disputes do occur and it is not the intention of the Town of Wappinger to impose hardships on your firm. With such noted, the Town of Wappinger shall serve to resolve any issues of non- payment through payment to the Airport Veterinary Clinic and collection efforts with the dog owner. Please note that payments to any entity, be they contractual or otherwise, require the payee to sign a voucher attesting to services rendered and provide a copy of the receipt attached thereto. Requests for payment are reviewed by the Town Board on the second and fourth Monday of each month, with payment issued within two or three days after approval. Again, it is our expectation that the predominant majority of owners will pay without issue, but it is the interests of your firm and the Town to lay out the terms for payment in the exceptional cases. Should this agreement proceed past February 15th, I will have a more formal agreement drawn to protect both interests. We keep the dogs inside and out of the weather elements in a kennel. that stands floor to ceiling and is 3'x S' and a bigger one that is 4'x G'. We feed thein twice a day, typically the owner of the pet is responsible for providing food, otherwise we can provide food at an additional charge of $3/day. They are walked outdoors 2-3 times a day andkennels are cleaned and disinfected daily. The rate for boarding a dog is $22/night and we do require that they are current on rabies vaccine, bordatella vaccine, and. distemper vaccine.
