1977-11-07 SPMr A Special Meeting of the Town Board of the Town of Wappinger was held on November 7, 1977 at the Town Hall, Mill Street, Wappingers Falls, New York. Notice of said meeting was mailed to each Board mtrnber on Oct. 21, 1977, calling the meeting for 7:45 P.M. Nov. 7, 1977 for the purpose of considering the Civil Service Permanent Appointment of RobertRuit as Building Inspector. Notices were also given of said meeting to the Poughkeepsie Journal, Southern Dutchess News (W&SD News) and the Beacon Evening News, and Radio Stations, WBNR, WHPN, WEOK, and WKIP, and a notice was posted on the Town Clerk's Bulletin Board on October 21, 1977. Supervisor Diehl called the meeting to order at 7:52 P.M. Present: Louis Diehl, Supervisor Louis Clausen, Councilman Leif Jensen, Councilman Nicholas Johnson, Councilman Frank Versace, Councilman Elaine Snowden,. Town Clerk Mr. Diehl reiterated the purpose of this meeting, and elaborated that it was to confirm or not confirm Mr. Robert Ruit as Building Inspector according to the Civil Service list, of which he was the number one coming off that list. MR. DIEHL moved that Mr. Robert Ruit be confirmed, appointed as Building Inspector according to the Civil Service status of Dutchess County, as the Building Inspector of theTown of Wappinger. Seconded by Mr. Clausen Roll Call Vote: 5 Ayes 0 Nays Mr. Versace asked, before the vote, if this job just consisted of Building Inspector? Mr. Diehl responded that according to the list coming out of the Civil Service, they quote it as Building 5U9 Inspector. Mr. Versace asked if there were no other duties involved with it other than Building Inspector? Mr. Diehl answered that is what they qualify him as being appointed Civil Service, although the Town combines his duties, his test was on Building Inspector. Mr. Versace pursued the subject to make sure this appointment was solely for Building Inspector. Mr. Clausen also asked that in the future if the Town wished i to have a full time Zoning Administrator, that would in no way be impaired by Mr. Ruit having Civil Service under Building. Mr. Diehl said not to his knowledge, the Civil Service lists coming out of the County specifically stated Building Inspector. Mr$. Snowden asked the following matter be considered: November 7, 1977 Town Board Town of Wappinger Gentlemen: This is to inform you that the Assessment Rolls for Central Wappinger Water and Wappinger SewerImprovement #1 Benefit Assessments have been delivered to me by the Assessor, and filed in my office Oct. 28th. Tall Trees, Ardmore Water, Wildwood Sewer, Oakwood Water, Fleetwood Water and Sewer have not as yet been received from the County. Mr. Logan has been in touch with them, and he has ad\iced me that they should be ready either Wednesday or Thursday (Nov. 9th/lOth). Inasmuch as Section 239 of Town Law indicates at least 10 days notice of publication is required for this public hearing, and, the County will accept changes, hopefully, only up to the 1st of December, I would like to suggest that the Board set the date for these Public Hearings this evening, if conveniently possible. s/ Elaine Snowden Town Clerk MR. Mtg. 11/7/77 510 511 A Public Hearing was held by the Town Board of the Town of Wappinger on November 7, 1977, at the Town Hall, Mill Street, Village of Wappingers Falls, Dutchess County, New York on the Preliminary Budget and Federal Revenue Sharing Budget for the Year 1978. Supervisor Diehl opened the Hearing at 8:00 P.M. Present: Louis Diehl, Supervisor Louis Clausen, Councilman Leif Jensen, Councilman Nicholas Johnson, Councilman Frank Versace, Councilman Elaine Snowden, Town Clerk Others Present: William Horton, Highway Superintendent, Matthew Ryan, Comptroller Hugh J. Maurer, Chairman of Recreation Commission Joseph Ennesser, Director of Recreation The Town Clerk offered for the record the Affidavits of Posting and Publication duly signed and notarized. Notices had been sent to the newspapers and radio stations and posted on the Town Clerk's Bulletin Board. Mr. Clausen brought up the subject of raises for the Councilmen. At this time he would like to recommend that the increase for personal services for Councilmen be deleted from the 1978 budget, and the salary remain the same as 1977. Mt. Hencke, 40 Ervin Drive --in Wednesday's Poughkeepsie Journal, it had stated that our Councilmen were paid higher than other towns. If this were the case, he would recommend deleting these raises. Mr. Diehl explained that that was the recommendation Mr. Clausen had just stated. Mr. Hencke wanted to know if this was a true statement. The Board referred this question to- Mr. Ryan, but he was not knowledgable of salaries of councilmen in other towns. No one seemed to know the source of this information. Mr. Incoronato--He agreed that the Councilmen should not receive a raise and he also objected to the 7% across the board raise for part time employees. He did not agree with a raise for employees every year. He thought this to be a husky rate. He question Contractual Expense, Page 2 A1315.4 under Comptroller. Mr. Ryan explained this was for office supplies, reference books, ledgers, filing cabinets, double entry books. Since going into the 511 ffe double entry system, we needed additional supplies. Mike Hirkala, A1310.4 $1200, what is this amount for --Mr. Ryan explained it was for Bonds of Marine Midland Bank purchase fee of $.25 per coupon. Mr. Incoronato, Pg. 3, Board of Ethics $50. -do we need this. Mr. Diehl explained it was there in case they need it, if the Board wishes, they can take it out. Mr. Hirkala, Pg. 3, Engineer A1440.4--$4,000?--Townwide share of Engineer's retainage fee. Pg. 14 Building A1620.4, Contractual Services $25,000, is this cleaning and building services. It was explained this was for telephone, heating lights, etc. Mr. Incoronato, Pg. 4 A1680.4, Central Data Processing--Computor in Assessors office which will be extended to take care of other items in Town Hall when the County has it ready. If it is not availabe this year (78), this amount will be put into surplus. Mr. Hirkala, Pg. 4, A1615.4, Central Communications --radios in trucks and cars. Mr. Incoronato thought the amount for this figure extremely high. Did it go out to bed? Mr, Hirkala asked if General Fund appropriation was both Village and Town. Page 5,. Control of Animals, Dog Warden, A3510, 1976 and 1977, it was under General Fund and in 1978 it's under Town Outside Village. Mr. Diehl explained we have not been picking up dogs in the Village so this account was switched. Mr. Hencke, Pg. 10 Recreation A7140.0 - is this for Tennis Courts at Pye Lane $23,800. This was the total amount for Playgrounds. Mr. Clausen thought that Central Communications should be under just the Town part of the Budget, not the Village, since they derived no benefit from it. Mr. Diehl asked the Comptroller to make note of this so the Board can review it. Mr. Incoronato asked if anything was earmarked for Fleetwood recreation this year. Other areas are properly maintained and items provided. How are the funds being allocated for each development. Mr. Maurer replied $300 for equipment for swings- as far as keeping it maintained in Fleetwood, it's impossible -as fast as swings are put up, they're torn down. 511 Mr. Incoronato dwelt on this subject, thought too much was going into Robinson Lane for baseball fields while other areas of the Town were being overlooked. He requested the Board to cut down on Robinson Lane. Mr. Versace remarked that not just Fleetwood, but Quiet Acres and other areas in the Town need developing. Mr. Incoronato thought that on new subdivisions, the Recreation Commission should take the land, not the money from the developers, but it should be a better selection of land than what they have been accepting. Mr. Diehl said they would consider these two recommendations - more money to Fleetwood recreation and other areas and less to Robinson Lane and a better selection of land from the developer. Mr. Hirkala, Pg. 19-B1910.4 insurance $18,000 ---this was buildings and vehicles. Mr. Incoronato, Fleetwood Water District, contractual expenses, this figure went from $4,900 to $6,500 --electric bill. Mr. Incoronato, Pg. 45a, 1st line metered sales, how come this increase $8,200 to $12,400. Mr. Ryan said it was the usage - more people using more water. Mr. Incoronato could not understand this as he thought the families were getting smaller, children getting married. He thought they should check the meters. Mr. Diehl warned him if all the meters are checked, that would be an additional expense. The way they operate now, as the meters are found faulty or inoperable, they are replaced. Mr. Jensen reminded Mr. Incoronato that he halped form the district and he wanted the sewer rates based on the water rates. The Board would prefer a flat sewer rate and a minimum water usage rate and they would possibly do that in the near future. Mr. Hirkala, Federal Revenue, $17,225, is that police patrol -- this was for the personal services, $5,000 for a patrol car and $1,390 for repairs, gas etc. Mr. Incoronato on A8120.4 sum of $4,500 to $10,5A0, this is a 250% jump. Breakdowns, 2 pumps, bill approximately $4,300, it should be lower in 79. Mr. incoronato--where do the revenues from the Horse Show go -- Mr. Maurer replied they pay for the ribbons and trophies. 511 ts Mr. Incoronato understood there was a request to increase the salary of the Director of Recreation and the Summer Director (2 positions, one person) by 7%. It was his understanding that the increases were going to only full time people. He questioned the capability of one person handling these two jobs plus a full time job. Mr. Ennesser, the Director of Recreation explained that he had this all worked out with his manager at IBM and it worked out very satisfactorily this past summer. He took a few hours at lunch time to make the rounds of the playground and he was in constant communication and was available if any of the directors of the playground needed him. Mr. Hirkala--in past years didn't we have an appropriation to pay the Sheriff's Office to patrol the Town. Mr. Hencke, Pg. 49c, 2120 - why the difference 1976, 17,000, 1977-$60,000, 1978-$50,000. Mr. Ryan replied this is estimated revenue based on the number of homes hooking into the system. He anticipates a larger amount next year. Mrs. Zak asked about Public Hearings on Federal Revenue Sharing - were there two or just one. Who decides what comes out of this fund. Mr. Diehl replied that the full Town Board voted on the uses of this fund. No one else spoke. Mr. Jensen moved to close the Hearing, seconded by Mr. Diehl and carried.
