The undersigned, being all of the members of the Town
Board of the Town of Wappinger, Dutchess County, New York, do
hereby waive notice of the time and place of the holding of a
Special Meeting of said Town Board, and do hereby agree and
consent that the same be held on the 4th day of November, 1976,
9:45 o'clock in the afternoon of that day at the Town Hall of
the Town of Wappinger, Mill Street, in the Village of Wappj,ngers
Falls, Town of Wappinger, Dutchess County, New York, for the
transaction of all business Which may properly come before the
meeting or any adjournment thereof.

held November 4, 1976 at 9:45 P.M. in the Town Hall, Mill Street,
Wappingers Falls, New York.
All Board members being present, and having signed the above waiver
of notice of Special Meeting, each for himself, Supervisor Diehl
called the meeting to order at 9:50 P.M.

Supervisor Diehl indicated that the purpose of the meeting was
to consider Mr. Ryan's request for the Transfer of Funds, and
also to consider making application to the Federal Government
for the Title I, Public Works Employment Act of 1976.

In addition, our revenue in Central Wappinger Water is $6,219.66 over
budget for water sales. Please allocate this amount and increase the Budget of Central,
Wappinger Water power & pumping-SW8320.4 by this amount. _
Also, we have received unbudgeted state -aid in the amount of $3,892.66 for
Sewer Improvement #1. Please allocate this and increase the budget line item for Sewage..!
Treatment & Disposal-SS8130.4.

MR. CLAUSEN moved to authorize the Supervisor to make the recom-
mended transfers as requested by Mr. Ryn, Comptroller.
Seconded by Mr. Jensen.
Motion Unanimously Carried
MR. CLAUSEN moved that the Supervisor, Engineer to the Town,
Attorney to the Town, and Comptroller be.authorized and directed
to apply for all available Federal Aid under the Public Works
Employment Act of 1976 - Title I, to fund the Ardmore Hills Water
District; and further, that they also apply for any available funds
under this Act for the development of Recreation land, located on
All Angels Hill Road across from Fairchild Corp. consisting of
approximately 52+ acres, along with Town Hall Building, based on
Mr. Lapar's specifications for the Building and site.
Seconded by Mr. Johnson.
Motion Unanimously Carried
MR. JOHNSON moved that the Supervisor be authorized and directed
to make application for Federal Aid under the Public Works Employ-
ment Act of 1976 - Title I to fund the installation of hydrants
the Fleetwood Water District and Central Wappinger Water Improve-
ment Area ##1.
Seconded by Mr. Clausen
Motion Unanimously Carried
MR. CLAUSEN moved the meeting be adjourned, seconded by Mr. Johnson,
and unanimously carried.

A Public Hearing was held by the Town Board of the Town of Wappinger
on November 4, 1976, at the Town Hall, Mill Street, Village of
Wappingers Falls, Dutchess County, New York on the Preliminary
Budget for the Town of Wappinger for 1977.
Supervisor Diehl opened the Hearing at 8:01 P.M.
Present:

Others Present:
William Horton, Superintendent of Highways
Matthew Ryan, Comptroller
The Town Clerk offered for the record the Affidavits of Posting
and Publication duly signed and notarized by Albert Osten of the
W&SD News. (Affidavits are attached hereto and made a part thereof
of the minutes of this Hearing).
Supervisor Diehl explained to those present that this Hearing was
only on the General Fund and the Highway Budgets, not the Special
Districts. Separate hearings would be held on them.
Mr. Incoronato said he saw a notice in the W&SD News which stated
tonight's hearing would include the districts. They do appear in
the Preliminary Budget so it certainly should include the districts.
There are people here tonight concerned about tax rates on sewer
and water.
Mr. Diehl explained that the news article was not put in the paper
by the Board or anyone in the office. The Board had not worked on
these districts and the figures that appear are only estimated based
on last year's figures. There will be separate hearings on these
before the 1st of the year.

Mr. Incoronato presented a petition representing 103 houses out
of 130 - 152 names - it was entitled "Petition for Fair Sewer
and Water Rates (on file in the Town Clerk's Office).
Allan Dempsey asked about 100% increase he read in the paper on
the districts.
Joseph Almeno asked about the Town Water and Sewer Department
with Mr. Gutmann as operator.
Mr. Diehl explained that Mr. Gutmann was running the plants with
a hairpin and a bandaid. We did have a water and sewer department
which proved to be a dismal failure, we then went to professional
people, Camo Pollution. If anyone has a qualified person, he
would be happy to entertain it.
Mr. Vivaldo--at a meeting about a month ago you talked about
relief for water and sewer fesidents in District #1, and all those
in the district would have to hook up and pay O&M charges, this
was referred to the Attorney for an opinion. Have you anything
on that?
Jack Peace asked "what is personal services"?
Mr. Hawksley --Page 2, Town Board Contractual Expenses in '76 it
was $741, the tentative budget showed $550 and the preliminary
budget showed $4,550 --why the big difference.
Mr. Diehl explained this was for a Code Book Index for Ordinances
and Local Laws of the Town, and part of the cost would be paid out
of this budget.
Mr. Hawksley question item under Comptroller, Page 2, '76 $701,
'77, $2,045. Mr. Ryan explained this was regarding notes and bonds,
$1,500 budgeted for municipal consultants because of new rules
this year.
Mr. Incoronato questioned Comptroller's Budget, Page 2, went from
$29,881. to $35,215, this was a 17% or 18% increase, can you account
for this? Mr. Ryan answered this included the consultants and
other salaries were put under his budget.

Mr. Hawksley Page 4, Buildings, Contractual --$37,000 to $45,000.
Mr. Ryan answered that this represented projected increase for a
new Justice Court, increase rent on Assessors Office.
Mr. Hirkala--Central Data Processing --marked increase, 3x or better,
It was explained this was for a computor for the Assessors, keeping
the tax rolls up to date, the payroll also is done by computor.
Mr. Hawksley asked about the increase in Communications_

The aanwer was because of the radios in the cars.
Mr. Incoronato asked about Public Safety.
The answer was that Dog Wardens are under that.
Mrs. Wilbers, Kretch Circle asked about the services of the Dog
Wardens. Sometimes they come, other times they don't. She then
complained of a few problems she had with dogs.
Mr. Hawksley, Page 4, Association of Towns, this item has not
increase.
Answer was that seminars and schools have been cut out in each
departmental budget - it now goes through the Town Board if money
is available. They are lumped together and have been cut drastic-
ally.
Mr. Hirkala, Page 5, Control of Animals, we have no animal shelter.
Answer --Dr. Hannigan's is the Animal Shelter.
He wanted to know how do we pay --per animal?
Answer --per animal per day to Dr. Hannigan, for the Dog Wardens
it is $4.00 per call plus mileage.
Mr. Hawksley, Page 7 - Contractual Expenses, Superintendent of
Highways, there's an increase?
Answer --maintenance and improvement of buildings at Highway --it is
• now one line item.
Mr. Hirkala asked what is the story on ambulance.
The answer was we: will give Sloper-Willen $31,500 for their service
this went up from $25,000 we originally budgeted. Nothing comes
back on this, it's for standby service at any Town gatherings,

baseball, football, picnics, etc. or any public functLons, one
ambulance with two people in attendance. We no longer do any
billing.
Mr. Incoronato, Page 11, $66,000, Recreation - they haven't much
budgeted for equipment, less than 5%, they should leave money in
there for children to play with in local areas. We have property
that the V.A.H6spital gave us with access to water, nothing has
been done. There's a lot of boating going on these days, nothing
covers that in our recreation budget. Why not spend money for
capital improvement so they can really do something. He complained
about the Fleetwood recreation area and lack of equipment - after
15 years of paying taxes, he had nothing in his development..
Mr. Hirkala - western part of the Town has been shortchanged in
recreation.
Hugh J. Maurer, Chairman, spoke in defense of recreation, they
do not have enough land to work with. He corrected Mr. Incoronato;
he was wrong, they are working on the Castle Point recreation area.
Mr. Incoronato said more money should go in to capital improvements,
rather than services.
Mr. Maurer answered that the services were for the maintenance of
the parks for the summer.
Mr. Hirkala asked if recreation has any income other than the
budget. The answer was no, that is there only income to work with.
Mary Schmalz added that the Commission has applied to Comprehensive
Planning through the State for monies. The money has been appro-
priated already, Division of Youth will match our funds, what
money the Town has expended, they will match. Dutchess County has
never applied for it until this year. One requirement is that
you are not allowed to charge people for recreation.
Mr. Hirkala questioned the figure of $1,300 on tentative budget
for Environmental Control, but in the column for the preliminary
budget this same column was "0".

Mr. Diehl explained that Mr. Hawksley had requested this amount
for secretarial help, but the Board cut this item and this help
would be provided by the Supervisor's office.
Mr. Incoronato questioned the amount of $2,000 under Celebrations.
This was for the parade for Bicentennial and continued Community
. Days for the Town.
Mr. Hawksley --Highway Machiner, Personal Services up from $3,386
to $12,600. Mr. Diehl answered that Mr. Horton was using one of
the his men on just the upkeep and maintenance of trucks instead of
sending them out and the salary would be under that category.
Mr. Incoronato asked why Benefits were up 50% - Mr. Ryan explained
this was retirement fund - large bill from the State. Last year
we had to go on an austerity budget the latter part of the year
to meet,the bill - this year they knew ahead of time so they could
include it in the budget.
Mr. Incoronato asked if anyone questioned the State on this. Mr.
Ryan explained it further to him.
Mr. Incoronato thought the money allocated for Snow Removal had
increased too much. This was due to additional roads, increase in
materials, etc. Mr. Horton explained.
Mr. Hirkala asked about the Building Inspector Fees - why the
decrease? This is due to decrease in building.
Mr. Hawksley asked about Federal Revenue Sharing account - how
was it used, how much was left, where was the money for the Town
Hall?
460 This was explained and Mr. Diehl added that his request for a part

time secretary was cut out of the budget but the girl in his office
could do his typing but perhaps a sum could be set aside in the
neighborhood of $200 to $250 for someone to take minutes at their
meetings.
Mr. Hirkala asked about the account - Street Lighting, what was
that for?
Another question from Mr. Hawksley on elected official's salaries -
it was a 6% raise, the same as everyone else. He did not think
they should take this increase.
Mr. Hirkala - Supervisor's salary - is this full time or part
time? Discussion followed on the time put in to this position.
Mr. Versace questioned the Contingency Account, $17,000 to $10,000,
he thought it had dropped to $5,000 at a work session.
Mr. Diehl explained that at another work session they had added
$5,000 to be on the safe side.
Mr. Kirkala asked if this was the only hearing, would the Board
work on it further and cut it further and what is the procedure
now.
Mr. Diehl thanked him for his concern and he could well understand
it; he explained the Board would work on it further, take into
consideration all suggestions and recommendations heard tonight
and then adopt it.
Mr. Johnson moved to close the Public Hearing, seconded by Mr.
Clausen and unanimously carried.
The Hearing closed at 10:10 P.M.
