A Public Hearing was held by the Town Board of the Town of
Wappinger on September 26, 1977 at Town Hall, Mill Street, in the
Village of Wappingers Falls, Dutchess County, on the proposed uses
of Federal Revenue Sharing Funds.

Supervisor Diehl opened the Hearing at 7:00 P.M.
The Town Clerk offered for the record the Affidavits of Posting
and Publication duly signed and notarized. All newspapers and
radio stations had been notified. (These Affidavits are attached
hereto and made part thereof of the minutes of this Hearing).
Mr. Diehl explained this hearing was to receive imput from the
public in regard to how to use anticipated Federal Revenue Sharing
Funds for the year 1978. It is anticipated we will receive $140,212,
anticipated interest $2,500, anticipated balance $51,000 left, bring-
ing total to $193,712.
Mr. Hawksley had several suggestions ---Civil Defense Unit was one
of them, actually they were called Auxiliary Police. They were sadly
in need of equipment, it would cost approximately $225 for equipment
per man.
The next item related to recreation; there was not enough for children
in their own area, he would like funds to finish ball fields in
Fleetwood, and other areas in the Town where children do not have
their own recreation fields; open up small mini parks in the develop-
ments. Next was the Youth Hockey Program - it is very successful
in Poughkeepsie, he would like to have the Town of Wappinger support
this program. Three more items related to Conservation Advisory
Council; --7--1. Energy Study - how the Town utilizes energy, how much
is spent for heating, electricity, gasoline, vehicles, etc. and then
see what could be done to cut down these expenditures.- Certain amounts
of this money could be recouped in savings. 2. Biological Mosquito
Control Project - most logical place would be the Green Fly Swamp,
the owners would, of course have to cooperate. If this was successful,
they could do it in other areas. 3. Field check wetlands, which
will eventually be controlled by the Wetlands Law. The Council
had participated in a program conducted by the Cooperative Extension
to determine wetlands in the Town and compare them against wetlands
on the map of DEC and see if there were errors. They did not have
manpower to cover 100% and although the law only covers wetlands
of 6 acres or more there may be some significant wetlands, that aB
smaller which we wouldn't want to lose. As part of this program,
they would identify these wetlands that should be investigated
further. The next item was the Zoning Ordinance which was never
adopted. Some funds should be set aside to develop an Ordinance
and Map that would be acceptable to the Town. The last item per-
tains to water and sewer increased rates - Fleetwood Water and Sewer
Plants are in sad need of repair and some money should be used to
keep these plants in operation at least until Tri -Municipal goes
into effect.
Ted Slater, 23 Widmer Road mentioned Little League fields, not
more, but made safer and better for the boys to play on - especially
Quiet Acres. Another item would be swimming facilities, perhaps
a pool at Ketcham, which would be used in conjunction with school
activities and open to the public, or a natural lake. Sidewalks
would be another item he would suggest spending this money on.
Mr. Clausen --now that we have a Noise Ordinance, we are eliminating
the use of mini -bikes, motorcycles. He thought of trails for this
sport which also could be used for horseback riding, possibly in
the Castle Point Area --also a teenage center. School facilities
are not enough.
