1975-10-30 PHA Public Hearing was held by the Town Board of the Town of
Wappinger on October 30, 1975, Town Hall, Village of Wappingers
Falls, Mill Street, Wappingers Falls. New York, on a Preliminary
Budget of the Town of Wappinger.,
Supervisor Diehl opened the hearing at 8:10 P.M.

The Town Clerk offered for the record the Affidavit of Posting
and Publication duly signed and notarized by Albert Osten of the
W&SD News. (These Affidavits are attached hereto and ma*e a part
thereof of the minutes of this Hearing).
Joseph Incoronato--Page 1, Water & Sewer Districts, amount to be
raised by taxes -has this been raised again this year.
Mr. Zak --Page 1 - Snow & Miscellaneous -$56,000 this year, $46,000
last year. We've had a light winter, how much has been expended -
it's up $10,000.
Alberta Roe - the Town can cut. down at least 12 on recreation and
playgrounds. He questioned Celebrations $3,000. Total for adult
recreation and culture $75,000, said this "throws her" and what
does community beautification mean? We can do without further
spending on airport, sewer and waste disposal. We can do without
useless studies that we pay for that never bring any results.
She questioned raises for Supervisor and Councilmen, they're part-
time jobs. Why a raise for Comptroller? What does $10,000 trans-
fer to capital fund mean? What happens to unexpended balance?

She questioned item Building Inspector Contractual $5,000,
Rockingham Sewer Contractual --up?
Mr. Incoronato quettioned Comptroller salary from $15,000 to
$30,000 when it was stated his salary was the same.
It was explained that other salaries were included in that figure
and it has been cut to $28,245.
Mr. Zak --according to his calculation total increase in budget
is 30%, not 10%.
Mr. Kalaka, Page 2, Supervisor & Comptroller office combined
$44,000 1975--$57,000, 1976. Why is $4,500 for equipment needed
for °76, not '75.
Mr. Zak questioned car for Supervisor and transferring radio
equipment from personal car to Town car.
Judy Markbeim-where is Rockingham recreation area listed? Mr.
Egan pointed it out --$1,500.
Mrs. Roe- what is adult education?
Mr. 'Incoronato-Page 3-$4,500 under Assessor -Equipment -what is this
item. Mr. Diehl said it was a car for the Assessor.
Mr. Incoronato--why not stick to 12 a mile - every department
head will want one. Its cheaper for the Town to pay mileage.
Page 3 -Attorney -$9,000, Page 18, Attorney $8,000 -why aren't they
lumped together?
There was a lengthy discussion on the actual monies received by
the Attorney and by the Engineer - it was considerably more than
the contract stated.
It was explained that they are part-time employees with a contract
for certain duties. If they are directed to do extra work, studies,
or defend the Town in court, these are all billed separately; they
are authorized by the Board, the vouchers are audited by the Board
and there is a record of everything paid out. The State Auditors
go over all these vouchers and the Town also has a private audit,
so there is nothing illegal going on.

Judy Markbeim asked for a breakdown on the Youth Program under
Recreation Page 19. Who decides what equipment goes to which
playground.
Nora Flynn -when the budget is set up by Recreation Commission, is
it open to the public?
Mr. Zak --last year, there was $318,000 in unexpended balance -
where is this money indicated in this years budget.
Mr. Egan explained that the amount of $318,000 from last year
decreased the amount to be raised in taxes for this year and now
there's an unexpended balance of $180,000 which will decrease the
amount needed for next year.
Mr. Incoronato questioned item of Census Survey $3,000 -it was
also in 1975 Budget.
Mrs. Roe thought people who enjoyed arts & crafts should pay
for it themselves. Also, baseball fields, maybe could be main-
tained, but those using them should pay, not the whole Town.
Mr. Kalaka thought that a budget of $20,000 for Recreation should
not even be questioned. The Town has a need for it; it services
a large majority and it serves "kids" which is very important to
a large majority, in spite of what has been said tonight. He
doesn't like to see a "hang-up" on $20,000 for recreation which
is so important - there's a lot larger items to be looked into.
It may cost 5 a person for this budget. There was applause in
the audience.
There was more discussion on the same items that had been questioned
previously.
Mr. Saland moved to close the Hearing, seconded by Mr. Versace and
unanimously carried.
The Hearing closed at 10:15 P.M.
