1974-11-06 PHA Public Hearing was held by the Town Board of the Town of Wappinger on Wednesday, November 6, 1974 at the 'Dawn Hall, Village of Wappingers Falls, Mill Street, Wappingers Falls, New York. Supervisor Diehl opened the Hearing at 7:08 P.M. (Preliminary Budget 1975) Present: Louis Diehl, Supervisor Louis Clausen, Councilman Leif Jensen, Councilman Stephen Saland, Councilman Frank Versace, Councilman Elaine Snowden, 'Town Clerk Others Present: Allan Rappleyea, Attorney to the Town William Horton, Highway Superintendent Supervisor Diehl stated that since there were only a few people in attendance, he would not go page by page or item by item, he would give them a few moments to look it over and anyone wishing questions answered should raise their hand. Councilman Clausen asked if the budget reflected monies for rental for town offices. Mr. Mike Hirkala questioned a contractual expense in the 1974 Budtet. Mr. Zak questioned Special Districts on Page 1A, was the estimated revenue already collected or did they expect it to be collected. He thought the amount was small. It was explained that these were new improvement areas and these figures were estimated, they could be more. Mr. Hirkala asked if the Board was satisfied with the revenue collected on ambulance service. Mr. Diehl explained that this was a difficult area, they tried to collect as much as they could, but bringing people to court did not seem to work, it cost more in the end. They were satisfied with the service and it was needed badly, but they intended to look into the situation further, not for this years' budget, but for next year. 74' 5 52 6 Mr. Zak asked Mr. Horton if the Town was responsible for the upkeep of bridges. Mr. Mills asked if anything was done for a Town Planner. Mr. Bynd asked about the item, ambulance charges on Pg. 14. It was explained that was the estimated revenue that comes in for ambulance trips. At this point Mr. Clausen said that he has had numerous residents ask about police protection for the town. He had information that for $40,000 they could have two police officers and two cars, from 7PM to 2AM, this seemed to be the times most prevalent for crimes. He also had talked to the Sheriff's Department and came up with a figure of $40,000 for a Deputy Sheriff for the Town of Wappinger, 24 hour duty. Mr. Mills asked if the $40,000 figure included housing of police cars for Town police and space for them. If not it was not a realistic figure. Mr. Tomazin claimed that the budget was a "fat" one, considering the fact that the unexpended balance from last year was $318,000, it certainly was not cut .to the Ar minimum. There was no need for a 10% increase. Although it was explained by the Board, Mr. Egan and Mr. Rappleyea that the balance was derived from many sources, positions that weren't filled, estimated revenues greater than expected, Federal Sharing etc. Mr. Tomazin thought we should have deficit spending. Mr. Incorenato asked about money in the budget for the Envrionmental Council. He also questioned the recreation budget and where it would be spent. Mrs. Bprkethanked Bill Horton for the wonderful job he and his men did on St. Nicholas Rd. Mr. Clausen moved to close the public hearing, seconded by Mr. Jensen and carried. Supervisor Diehl opened the Hearing at 8:35 P.M. Present: Louis Diehl, Supervisor Louis Clausen, Councilman Leif Jensen, Councilman Stephen Saland, Councilman Frank Versace, Councilman Others Pregente Allan Rappleyea, Attorney to the Town William Horton, Superintendent of Highways The Town Clerk offered for the record the Affidavit of Posting and Publication duly signed and notarized by Albert Osten of the W&SD News. (These Affidavits are attachedhereto and made a part thereof of the minutes of this Hearing). Mr. Egan, Confintial Secretary to Mr. Diehl, explained the figures on the proposed budget. Supervisor Diehl asked if anyone wanted to speak for or against the Budget or if they had any questions. No one wished to speak for or against. Mr. Saland moved to close the Hearing, seconded by Mr. Clausen and unanimously carried. The Hearing closed at 8:40 P.M. Elaine H.
