A Special Meeting of the Town Board of the Town of Wappinger was
held on September 3, 1974, at the Town Hall, Mill Street, Wappingers
Falls, New York.
Notice of said meeting was mailed to each Board member on August
28, 1974, calling the meeting for 6:45 P.M. September 3, 1974,
for the purpose of approving contracts requested by R.E. Lapar,
Engineer to the Town, and for any other business that may properly
come before the Board.
Supervisor Diehl called the meeting to order at 6:58 P.M.

Supervisor Diehl opened the meeting with a statement that this
meeting had been called at the request of Mr. Lapar to consider
the bids for the Wappinger Sewer Improvement Contract #4, and Central
Wappinger Water Improvement Contract #5. The following report was

were opened and read by the Town Clerk.

We have examined the bids and find the bids of Dave Alexander,
Inc. to be in order.
It is, therefore, our recommendation that the Town Board award
the contracts to Dave Alexander Inc., the low bidder.
We further recommend that the contracts be signed as soon as
possible due to material delivery dates and other inflationary
pressures.
We are enclosing a bid analysis sheet for your perusal.

Discussion followed as to the advisability of splitting the
bid or awarding both contracts to the collective low bidder.
With the incorporation of the fallowing letter from Mr. Lapar, it
was the decision of the Board to accept his recommendation.

Gentlemen:
As per your request, we have outlined the reasons why the above
contracts should be awarded to the lowest aggregate bid and not
in separate contracts.
1. Usual practice dictates that sewer mains be installed
prior to water mains. In most instances, the sewer is
deeper than the water, so you can readily see why the
sewer should be installed first. If these mains were
installed by separate contractors, they would surely
cross paths at least once during construction.
2. As the installation of the sewer laterals and water
services proceeds, the following contractor would
surely rip out the previous laid pipe regardless of the
precautions taken by this office to prevent same.
3. Past experience in this area tells us that rock will be
encountered during construction. Due to the fact that
water can be laid faster than sewer, the sewer will be
laid with the water already in the ground. Because the
sewer is deeper than the water, additional blasting will
be required. This could lead to possible damage of the
water pipe.
4. Due to the fact that the sewer and water are to be placed
in the same streets, a question on who is to repave the
road will rise. In the same vein, the question of main-
tenance during construction and during the year guaranty
could lead to some confusion.
In view of these reasons, it can be seen that many problems could
arise during and after construction with possible legal ramifica-
tions that could include the Town.
We, therefore recommend that the contracts be awarded to Dave
Alexander, Inc., the lowest aggregate bidder.

Supervisor Diehl moved to award the bid for the Wappinger Sewer
Improvement Contract #4, and Central Wappinger Water Improvement
Contract #5, to DaveAlexander, Inc., the low bidder, and authorize
the Supervisor to sign the contracts.

Location: Phyllis Drive, Town of Wappinger
Description
of Change:
The change will include the installation of concrete instead of
steel tankage. This will expedite the completion date because of
the long delivery time given to steel and consequently a savings
in construction cost.
This work also includes converting the existing aeration tahks to
Primary Clarifiers and the insulation pertaining thereto. Also
included is the construction of a new entrance road from Pattie
Place. This work does not include the installation of the mechani-
cal gravity filters.
Attached find a cost breakdown reflecting the above change.

SUPERVISOR DIEHL moved to accept Mr. Lapar's recommendation for
Change Order #1 for Wappinger Sewer Improvement #1 - Contract #1A,
Expansion of Oakwood Knolls Sewage Treatment Plant and approve
the Change, and further, authorize the Supervisor to sign said
Change Order.
Seconded by Mr. Clausen.

Mr. Rappleyea presented a resolution concerning the Bonding for
the purchase of the Tall Trees Water System, but due to the fact
that it required four affirmative votes to pass (and only three
Board members were present) Supervisor Diehl called for a recess
in anticipation of a fourth Board member making an appearance.
Recess called at 7:26 P.M.
Supervisor Diehl called the meeting back to order at 8:25 P.M.
kie Mr. Clausen, Mr. Versace, and Mr. Diehl were still the only
members present.
MR. CLAUSEN moved the meeting be adjourned, seconded by Mr. Diehl
and carried.
The meeting adjourned at 8:26 P.M.
