A Public Hearing washeld by the Town Board of the Town of
Wappinger on November 7, 1973, at the Town Hall, Mill Street,Village of
Wappingers Falls, Dutchess County, New York, on the Preliminary
Budget for the year 1974 for the Town of Wappinger.
Supervisor Diehl opened the Hearing at 8:17 P.M.

The Town Clerk offered for the record the Affidavit of Posting
and Publication duly signed and notarized by Albert Osten of the
W&Sd News. (These Affidavits are attached hereto and made a part
thereof of the minutes of this Hearing).
Mr_ Egan, COnfidential Secretary to the Supervisor went into detail
on the budget and explained some of the line items.
Mr. Murray asked why, in the Rockingham Sewer District, nothing has
to be raised by taxes, but in the other sewer district a portion has
to be raised by taxes.
Mr. Egain explained there was no bond indebtedness in that district,
in the case of the other districts, we purchased them with bonds and
principal and interest had to be paid.
Mr. Murray questioned the Assessor's salary under personal services
went up from $21,450 to $28,800.
Mr. Egan explained $3,000 was for part time help and there is an
increase in salary for full time hlep. The part time help was
needed because of additional work involved in county wide appraisals.
Mr. Murray then questioned another item, playgrounds -contractual
expenses went from $10,000 to $28,000.
Mr. Egan went over the recreation budget - 2 tennis courts were
included ($10,000), $25,000 would come from Federal Revenue Sharing,

also additional programs and a softball league was added, football
swimming program increase.
Mr. Murray then questioned why there was nothing for Rockingham
recreation.
Mr. Rappleyea explained that after adoption of the budget some
items could be added, this was one of them. The Board then said
it certainly would be considered, they would meet with the Recreation
Commission and discuss it.
Mr. Incoronato understood there was a balance in Federal Revenue
Sharing Fund of approximately $90,000. He assumed it was not part
of the budget.
Mr. Clausen explained this was a hold -over and as far as the Town
Board was concerned, they would like it to be part of a capital
project, such as a new Town Hall.
Louis Eck, regarding salary in the Zoning Inspector's office, said
that he remembered at one time the sum was $9,000, now it's up to
$9,700. It's not a money making office, it's not hectic, not
active every day. Compared to other salaries $9,999 was a very
good salary.
Mike Hirkala spoke on the ambulance service contract. The people
in his area using this service get billed $35.00; yet they were taxed
for it.
It was explained that we had a contract with them to subsidize them;
in turn we bill the users of the service to recoup some of the money.
It is actually, a guarantee that the Town will have this service,
the money comes back to the Town.
Mr. Incoronato questioned the salary of the Building Inspector
from $13,250 to $15,250, it's a big increase. That was changed to
$14,250, it was explained and also included one of the secretaries
and also splitting the salary of a third person.
There was then discussion on the salaries in the Supervisor's Office,
an increase of $6,500 to the Supervisor as full time bringing the
salary to $12,500.

Mr. Clausen explained it was going from the hours he put in now
to the hours they expected from him in the future. He went on to
say that the Supervisor had asked for $14,750 salary for what he
considered a full time position. He further said there were members
of the Board who did not think this position necessitated full time
so the salary was dropped.
More discussion followed on the hours of the Supervisor's office
and the salary to fit it.
There were no further questions.
MR. HOLT moved to close the Hearing, seconded by Mr. Diehl and
unanimously carried.
The Public Hearing closed at 9:22 P.M.
