Resolution Awarding Bid for Tick Control Services
At a regular meeting of the Town Board of the Town of Wappinger, Dutchess County,
New York, held at Town Hall, 20 Middlebush Road, Wappingers Falls, New York, on March 28,
2011.
The meeting was called to order by Christopher Colsey, Supervisor, and upon roll being
called, the following were present:

The following Resolution was introduced by Councilman Paoloni and seconded by
Councilman Beale.
WHEREAS, the Supervisor of Buildings and Grounds solicited bids for tick control
measures (2 applications) at Town of Wappinger parks for 2011, through a legal advertisement
published in the Southern Dutchess News and Poughkeepsie Journal, with a submission due date
of March 22, 2011; and
WHEREAS, the Town Supervisor received bids as follows, copies of which have been
provided to the Town Board in support of this resolution:

Lehigh Lawns & Landscaping $2,700.00 per visit/$5,400.00 total
Pestmaster Services Non -Compliant Bid
WHEREAS, the lowest bidder for tick spraying is TruGreen, at a cost of
Two Thousand, Four Hundred Seventy -Four Dollars and 00/100 ($2,474.00) per visit, for an
annual total expenditure of Four Thousand, Nine Hundred Forty Eight Dollars and 00/100
($4,948.00), from Budget Line A-7110.434
NOW, THEREFORE, BE IT RESOLVED, as follows:
1. The recitations above set forth are incorporated in this resolution as if fully set
forth and adopted herein.
2. Two purchase orders are hereby authorized in the amount of Two Thousand, Four
Hundred Seventy -Four Dollars and 00/100 ($2,474.00), payable to TruGreen,
from Budget Line A-7110.434.
3. Supervisor Christopher Colsey is hereby authorized and directed to sign, on
behalf of the Town, the contract between the Town of Wappinger and TruGreen,
copies of which have been provided to the Town Board in support of this
resolution.

The Town of Wappinger, Dutchess County, New York is seeking proposals and/or bids for the application
of tick control spray for parks and playgrounds within the Town of Wappinger. Proposals will be
considered from pest control firms who are currently licensed within the State of New York.
Prospective candidates may contact Steve Frazier, Supervisor of Buildings and Grounds, at (845) 240-
3079 for inquiries related to the parameters of the proposed areas.
SUBMISSION REQUIREMENTS:
Licensed candidates shall submit two copies of their qualifications and proposals no later than March 22,
2011 at 4:00 pm (EST), to the following address:

at a Town Board meeting to award any proposals or bids.

LANDSCAPE MANAGEMENT SPECIFICATIONS
I. GENERAL CONDPI'IONS
A. All tools, equipment, and materials necessary to perform the specified work for the
Owner or designated Owner's Representative (hereinafter referred to as `Owner') will be
provided by the Contractor (hereinafter referred to as TruGreen).
B. TruGreen will provide uniformed, trained staff and will be responsible for the appearance
and conduct of all employees while performing work on site(s).
C. TruGreen provides all payment of wages, workers' compensation insurance, social
security tax, employment compensation tax, employer's liability insurance, and all other
requirements of federal, state, and local government.
TruGreen will carry the following types and amount of insurance, at a minimum:
• Comprehensive General Liability $ 1,000,000
• Bodily Injury/Property Damage Liability $ 1,000,000
• Umbrella Excess $ 5,000,000
D. Inspection of site(s) will be made regularly and problems, if found, will be discussed by
TruGreen with the Owner. An LQA (Landscape Quality Audit) will be performed at least
once per quarter.
E. All employees are supervised by fully trained Crew Leads, Field Managers, and/or
Supervisors. Radio and cellular phone communications are in use during regular business
hours and emergency after-hours response is available at our emergency after-hours rate.
Maximum response time to non -emergency communications is 24 hours.
F. Debris generated by landscape activities and litter will be removed from the site unless
prior arrangements are made. All organic debris collected by TruGreen will be recycled
and/or composted.
G. All laws and regulations governing the use and disposal of chemicals and containers will
be followed as required by state and local government.

RE: Proposal for Tick Control Services needed.
Dear Steve,
Thank you for your interest in services offered by Pestmaster Services of Kingston. We
appreciate your interest and believe that our services will effectively handle the concerns as
outlined in the scope of work.
Pestmaster Services is a fully licensed and qualified bidder and agrees to:
1) Possess all the required licenses and permits to fully execute this contract Which is
NYDEC category 3A.
2) Employ a sufficient number of personnel to execute the work under this contract
3) Statement of Pestmaster Qualifications is also attached.
Due to the ambiguity of the scope of Work, Pestmaster Services hereby proposes to treat
for Ticks the areas specified in the scope of work at a rate of $295.00 per acre. The actual
treatment area sq footage is unknown after several conversations with your office and due
to the requested quick bid turnaround time requested by Steve, the actual areas of
treatment is unable to be measured in a timely fashion. By using Pestmaster Services we
will be able to provide you the actual treatment areas square footage for future bids as well.
I encourage you to choose Pestmaster Services as we have the equipment, Personnel,
proper experience and the required licensing in category 3A issued by the NYDEC.
Our equipment is a 300 gallon truck mounted water tank with a
300 foot hose, 2 TORO 5500 series boom sprayers with
computerized Raven control system (see photo) which is ideal for
this application, As it will be able to measure the area treated and
dispense the required amount of Tempo Ultra SC at the
prescribed amount according to the label. No guess work as if it
were done in a power spray fashion.
As required by NYDEC law the areas treated will be posted for 24 hours with the required
signage.
Service centers across California, Nevada, Colorado, Washington, Texas, New York, New Jersey,
Georgia, South Carolina and Florida
Due to our use of Integrated Pest Management (IPM) all services are low impact, low toxic
and non -intrusive. Additionally they are low or NO odor.
Once you have read the price proposal over, please give us a call so we can respond to any
questions or concerns.

For Lawn Care Customers:
We would like to remind you that at certain times of the year, depending upon the amount of rainfall, it may be
necessary to double cut and/or bag the clippings on your property. A DOUBLE CUT is necessary in order to disperse
the extra amount of grass clippings resulting from the mowing of higher turf. This service helps to avoid the clumping
and subsequent browning of excess clippings. An additional fee is charged for these services
In times of drought, it may not be necessary to mow your property weekly, but we must still come out and spend that
time allotted doing other services like weeding and watering.(We just can not SKIP that week).
LEHIGH HERBICIDEMESTICIDE POLICY:
In order to keep within the guidelines of NY State Laws for our Pesticide License, AND IN ACCORDANCE WITH NEW D.E.0 REGULATIONS,
A COMPLETE DESCRIPTION OF THE PESTICIDES/HERBICIDES THAT WILL BE APPLIED TO YOUR PROPERTY
WILL BE SENT TO YOU UPON SIGNING OF THIS CONTRACT. THIS WILL INCLUDE THE PRODUCT NAME,
ACTIVE INGREDIENTS & ANY WARNINGS THAT MAY APPEAR ON THE LABEL. We will also be sending a
Validation Sheet, which we ask you to please fill out, detach and mail back the bottom portion of, saying you received the info, so we can
keep it for our records.
This is very important and we WILL need this returned.
Please have signed LAWN CARE proposals back as soon as possible and no later then March 15, 2011, so we can get
our scheduling done without over booking.
For Landscape Customers:
Please read the stipulations on your contract carefully concerning guarantees on certain items such as plantings and
lawn installations. Please take note that Guarantee Services are billed at time of application and are NOT included in
the initial Landscape Job Cost. Watering instructions and care will be enclosed, and you will need to sign your contract
saying that you received and have read this information. This is for your benefit.

We offer a 5 -step fertilization program to help your lawn be the best that it could be!
MOW, TRIM, BLOW: On a weekly basis, we will service your lawn. We generally attempt to
arrive on or around the same day each week. This, of course, will be affected by weather
conditions. We ask that the lawn area be kept clear of items that could damage our equipment
(i.e. toys, garden tools, sporting equipment etc.)
PRE -EMERGENT: .125 Dimension is a granular material that is mechanically applied to your
turf. It is a crab grass cont of that works w th n germinating

POST EMERGENT WEED ,& FEED: SURGE (or like product) is a liquid post -emergent

thistle, dandelions and many other broad leaf weeds. It is used along with .125 Dimension crab
grass control with Fertilizer (13-0-4).

JULY FERTILIZER: This is a granular application that is mechanically applied to your lawn. We
use 12-4-8, 45% U Flexx and 50% natural base. This ORGANIC fertilizer adds nutrients to aid in
feeding the turf through the summer.
SEPTEMBER FERTILIZER (26-6-12) w/WEED CONTROL: This is a granular fertilizer (12-4-8)
application that is mechanically placed on your lawn. This is needed to rejuvenate the lawn after
the heat of the summer. We apply it with a broadleaf weed control (ie: SURGE or like product).
Fall fertilization is also important because the lawn has passed through the stressful summer
months and needs food to rebuild itself. During the fall season there is less competition from
weeds, insects and diseases. Nutrients are required to take full advantage of the cool weather
growth period to restore the lawn to full health and prepare it for the next summer.
Developing a thick, deep, root system will help the lawn to survive the heat and drought of the
following summer. An important function of turf grass roots is to store extra food in the form
of carbohydrates that will be used later by the plant. These carbohydrate reserves are first
drawn upon in spring to produce the flush of growth that is experienced each May. The reserve
continues to supplement the plant through the heat of summer.
LATE SEASON FERTILIZER (WINTERIZER): This is a granular application that is mechanically
applied. It is considered one of the most important services. This fertilizer protects and feeds your
lawn throughout the hatmay be

LIMING: A powder application mechanically spread over your lawn. This application is designed
to adjust the pH level of your soil to allow your lawn to better utilize available nutrients and
increase the response of fertilizer applications.
CORE AERATION: Small holes are mechanically made through your lawn. This loosens the soil
and improves water and nutrient penetration. This also encourages new turf growth.
1 DE-THATCHING/SPRING CLEAN UP: With a machine we remove last year's thatch (old grass
clippings, leaves compost etc.) from the lawn. In addition the lawn is raked to remove any other
debris. This allows the root system to receive needed nutrients.
FALL CLEAN UP: A vital part of lawn maintenance where leaves and branches are removed
from the grass areas. Leaves cause compaction and add acidity to the soil. This can destroy the
grass and also increase the broadleaf weeds in the lawn. In addition the spores found on the
leaves can get into the soil and re -infect trees and shrubs. Please note:.. Fall Clean Ups are done
in October and November. We will be providing this service several times during this period.
TICK PREVENTION: A liquid application that is sprayed on your property. This preventative
treatment helps to prevent Lyme disease and Ehrlichiosis (HGE) which is related to Rocky
Mountain Fever, both of which are carried -and transmitted by deer ticks. Your lawn should be
treated a minimum of three times a year, in Spring, Summer and Fall.
PLANT HEALTHCARE DISCRIPTIONS:
- DISEASE: Some plants are not prone to disease problems. Therefore, the entire
landscape may not require treatment. Certain types of diseases require repeat
applications. Degree of control depends on the type of disease and environmental
conditions.
- TREE INJECTION: Tree Injection Is recommended for larger trees that cannot be
sprayed or have a special problem.
Lehigh has a certified arborist we work with who can come out and evaluate all of your
trees and/or shrubs. PLEASE let us know If this is something you would be interested Intl
DEEP ROOT FERTILIZER: This application is very important. It promotes root growth and stores
food for your trees and shrubs for the winter. A liquid fertilizer that is injected into the root
system of trees and shrubs. Many of our landscape -plants have naturally high requirements for
nitrogen, phosphorus and potassium. In the natural environment, trees receive these nutrients
from decomposition of plants and animals. In the groomed landscape these materials are not
allowed to remain. In addition these plants are also under stress caused by low moisture, soil
compaction, competition form nearby°growth, damage etc. This application will help your shrubs
and trees resist certain insects and disease problems.
ANTI -DESICCANT: A winter service, and Anti -Desiccant helps plants retain their water by
keeping them from drying out. A polymer or latex coating, similar to paint, is sprayed on the
plant, sealing in the moisture so the plant does not dry out. This prevents winter damage.
DEER PROOFING: to discourage the deer from feeding on shrubs, ornamental plants, conifers
and non -leaf bearing deciduous trees, we offer a deer repellant spraying. It is latex based, sprays
on milky, and dries clear. It is highly effective in re-training deer to choose alternate food sources,
and is non toxic to both plants and animals.
HORTICULTURE OIL: A liquid that is sprayed on your trees and shrubs. This will prevent and/or
kill insects such as Spider Mites that can damage your plant material. Helps Control over
wintering eggs, immature and adult insects, such as scale on certain plants.
SPRING DEEP ROOT FERTILIZATION - This feeding injected at the root
zone, includes micro -nutrients and promotes growth, flowering
potential, enhanced color and improves disease and stress tolerance.
EARLY -MID SUMMER INSECT CONTROL - Foliar application that controls
most sucking and chewing insets and harmful insects such as Japanese
Beetles that are feeding at this time.
MID -LATE SUMMER INSECT CONTROL - Control Spider Mites, Japanese
Beetles and other foliage insects that feed in the summer months.
