Discussions Residents of Wildwood Drive Supervisor Gutzler asked the Board to allow the residents of Wildwood Drive to speak before the board. She and the professionals met with them previously and offered them a chance to speak Town of Wappinger Page 1 Printed 11/7/2011 Special Meeting Minutes October 17, 2011 before the board. The first resident to speak was Wendy Miner. She described the flooding of her house and property. Mr. Guzman was the next resident to speak. He explained that he first came before the board in 2009. He went on to explain his flooding issues. He asked the board for their help. Mr. Joe Bierwirth, New York State Licensed Engineer, explained that he has been out to the sites and has listened to the reports from the residents. He offered some reasons that may be causing the flooding. He added that he would like to set up a meeting with the Town Engineer and the Highway Superintendent to figure out what is going on out there and to try to rectify the situation. Supervisor Gutzler stated that they have been researching the original development plans. Al Roberts, Attorney to the Town, added that they are trying to locate the original plans for the piping system. There was a site investigation done by Graham Foster, Highway Superintendent, and Bob Gray, Town Engineer, but a formal report is needed by Mr. Gray to determine the pipe capacity and changes to the drainage system. Mr. Gray explained that they have been inside the pipe several weeks ago and they need the maps. Carol Toufali was the next resident to speak. She explained her situation and the flooding issue she has. She is open to the idea of a catch basin or a pond. Mrs. Holland asked if the camera or an electronic device was used. Discussion continued. A. Department Budget Reviews Code Enforcement VI. Public Comments Motion To: open the floor for public comments RESULT: ADOPTED [UNANIMOUS] MOVER: Vincent Bettina, Councilman SECONDER: Ismay Czarniecki, Councilwoman AYES: Gutzler, Beale, Bettina, Czamiecki, Paoloni Public Comments The first question came from Regina Dauzat. She noted that, in the budget, the payroll clerk was taken out. She questioned if there was a problem with the current payroll clerk. Supervisor Gutzler stated that it was suggested, but that no decision has been made. If they did decide to go that way, Regina would not find out in a public forum. The next resident to speak was Mary Schmalz. She questioned the recreation budget and if there was anything in it for a swimming program. Councilman Beale suggested that it be added to the list to be considered. He added that he knew of some opportunities where a swimming program could be offered at a much lower cost than previously. Mr. Dauzat was next to speak. He questioned if the Town should sponsor some of the Recreations events, such as baton twirling. He asked if the Town could justify the expense. Councilman Paoloni responded that the programs are self -funding. He explained the funding process and agreed with the resident. Mr. Dauzat continued to question if the programs cover all expenses, such as lights, heat and salaries of instructors. He also questioned if the instructors are eligible for unemployment and whether it was proper for Town government to offer these things. Councilman Beale explained that it is a priority to look at the programs line by line to make sure they are self supportive. He added that the Senior Center is not self -supportive, but he feels there is a responsibility to the senior population to provide the program. Discussion continued. The last resident to speak was Bill Fulton. He questioned the increase in personal salaries, be it moderate, when the budget proposes cutting and threatening positions. Councilwoman Czarniecki stated that, if an employee is going above and beyond what their job entails, a reasonable increase is fair. She added that the board is looking at increases for town hall employees through contract negotiations. Councilman Beale added that the board has to look at this issue globally. The Highway Department, through union contracts, has been getting raises, while the Town Hall employees are at an impasse. In 2012, they have to anticipate some sort of settlement. Councilman Bettina stated that he is looking to condense departments and make cuts. Supervisor Gutzler added that the budget is a work in progress. Discussion continued. Resolutions RESOLUTION: 2011-336 Resolution Approving Preliminary Budget for Fiscal Year 2012 and Directing a Public Hearing Thereon WHEREAS, the Town Supervisor, as Budget Officer, pursuant to Section 106 of the Town Law has presented the Tentative Budget to the Town Board for review, examination and possible revision; and WHEREAS, the Tentative Budget for calendar year 2012 has been submitted to the Town Board in accordance with Town Law § 106; and WHEREAS, New York State Town Law § 108 requires that the Town Board must hold a public hearing on the Preliminary Budget on or before the Thursday immediately following the general election in November; and WHEREAS, Town Law § 109 requires the adoption of a Final Budget on or before November 20, 2011; and WHEREAS, the Town Board has reviewed the Tentative Budget and has made changes thereto deemed reasonable and appropriate and intends to adopt the Preliminary Budget herewith. NOW, THEREFORE, BE IT RESOLVED, as follows: 1. The recitations above set forth are incorporated in this Resolution as if fully set forth and adopted herein. 2. Pursuant to and in accordance with the provisions of Section 106 of the Town Law, and other applicable provisions of law, the annexed detailed statement of estimated expenditures and revenues is hereby approved and adopted as the Preliminary Budget of the Town of Wappinger for the fiscal year beginning January 1, 2012. 3. The Preliminary Budget adopted herein shall forthwith be filed in the Office of the Town Clerk in the Town of Wappinger where it shall be available for public inspection on weekdays between 8:30 a.m. and 4:00 p.m. 4. The Town Board of the Town of Wappinger shall meet at Town Hall, 20 Middlebush Road, Wappingers Falls, New York on the 2nd day of November, 2011 at 6:30 p.m. and then and there shall hold a Public Hearing upon such Preliminary Budget. The Town Clerk of the Town of Wappinger shall give Notice of such Public Hearing in the format attached hereto by publishing Notice thereof in the Southern Dutchess News, the official newspaper of the Town of Wappinger, and also in the Poughkeepsie Journal, at least five (5) days prior to the scheduled Public Hearing and the Town Clerk shall cause a copy of said Notice to be posted on the sign board of the Town no later than five (5) days before the scheduled Public Hearing. New Business Councilman Bettina Councilman Bettina wanted to inform the board that the residents in the Town of Wappinger that are paying Beacon library taxes will no longer be paying two taxes. Councilwoman Czarniecki Councilwoman Czarniecki mentioned that she asked Tony Compeilli to come and give a presentation on the funding that has been going to the Grinnell Library. Councilman Beale stated that the Village of Wappingers Falls residents are paying toward the Grinnell Library twice. Discussion continued. Councilman Beale Councilman Beale announced that the Town of Wappinger book is now available and can be bought in the local book stores. Councilman Paoloni Councilman Paoloni stated that he was for fairness and that he is not against the library. He then asked to put on the next agenda a report from the Department of State regarding the Building Department. IX.
