ADJOURNMENT 1 The Regular Monthly Meeting of the Town Board of the Town of Wappinger was held on Nbvember 13, 1972 at the Town Hall, Mill Street, Wappingers Falls, New York. Supervisor Diehl called the meeting to order at 8:16 P.M. Present: Louis Diehl, Supervisor Louis Clausen, Councilman Harry Holt, Councilman Leif Jensen, Stephen Saland, Councilman Elaihe H. The minutes of the October 10, 1972 Regular monthly meeting and the October 30, 1972 Special Meeting, having been previously sent to the Town Board members, were now placed before them for their approval. MR. Carried Due to a large assembly of interested residents from the Tall Trees development, petitions from these residents (which had, been received too late to be placed on the Agenda) were now placed halfore the Board for consideration. The following petition was read: November 6, 1972 To the Town of Wappinger Town Board We the undersigned would appreciate any help you can give us in obtaining a Public Service Commission public hearing. The Tall Trees Water System owned and operate by Harry Raker Inc. has filed a rate increase with the Public Ser ice Commission. The increase would be from420.00 to $49.69 per quarter. We feel this, increase . is excessive especially since some patrons are occasionally without water or have water 'pressure so low they can't use washing machines - or flush toilets. Signed by: The home owners of the Tall Trees development and users of water from the Tall Trees Water System. (45 signed petition) MR. DIEHL moved that the Town Clerk be instructed to request from the New York State Public Service Commission a public hearing to be held at the Town Hall, Town (r Wappinger, specifically in regard to the matter stated on the petition of the, Tall Trees development residents. Seconded by Mr. Holt. r: Motion Unanimously Carried The'following petition was received: November 6, 1972 Town Bpard - Town of Wappinger New York Dear Sirs: The Tall Trees Water systerti is a privately owned water system in the Town of Wappinger that p °vides us with less than perfect service and in the process of increasing our rates. If it would prove ecomically -jfeasible we would like the town to consider purchasing this system. Your consideration of this matter will be apprectated. Signed by: The users of the Tall Trees Water System (43 signed petition) MR. CLAUSEN moved that this petition be turned over to the Engineer to the Town and the Attorney to the Town for their report and consideration. Seconded by Mr. Holt. Motion Unanimously Carried 3 1 1 2 53 _ _ Mr. Arthur Platt, speaking on behalf of the residents present, asked to bring up a few points that were bothering the residents of this development. He first asked if the letter the Board proposes to write Public Service would stop the increase that is supposed to go into effect December 1st until after the hearing. He further asked, referring to the second petition, if the Board would consider an executive meeting with a few representative residents of the area, when sufficient material is assembled, so they might have an idea of the feasibility of a water district, would it be possible or helpful? John Salamy, Amherst Lane, asked if this area would eventually be part of a Town wide water district. There were several other questions regarding the alternatives if it was not feasible to form a district and who's jurisdiction did the original installation of the system come under. Reports of Officers for the month of October were received from the Building Inspector, Town Justices and Supervisor and the Town Clerk reported on the defeat of the Town Referendum, held November 7, 1972,. on the proposition to purchase a site and building on Myers Corners Road. .The Tally of Votes were 2916 yes, 3961, no. The proposition was defeated by 1,045 votes. MR. HOLT moved that the reports be accepted and placed on file. Seconded by Mr. Clausen. Motion Unanimously Carried Mrs. Snowden also informed the Board that she had been served with an Order to Show Cause on October 31, 1972, by Graham P. Franks, in the matter of the application of Mobil Oil Corp. vs. the Planning Board of the Town of Wappinger and the Zoning Administrator of the Town of Wappinger. This had been turned over immediately to the Attorney to the Town, as thereturndate was November 13, 19.72. Mr. Rappleyea reported that he had put in answering papers based upon the fact that service was improper, and the matter was withdrawn this morning in court, so that it is no longer a viable action. Bills presented for payment were as follows: General Fund: $42,789.33 OKSD: $1,096.43 F1twSD: $1,068.94 Highway Fund: 2J,432.70 OKWD: 240.37 F1tsWD: 1,399.03 MR. CLAUSEN moved the bills be paid, subject to audit. Seconded by Mr. Holt. Motion Unanimously Carried A letter was received from the New York State Department of Trans- portation with an attached Notice of Order authorizing a 30 MPH Area Speed Restriction in the Pine Ridge -Cedar Hill area of the Town of Wappinger. Mr. Horton noted the speed signs were on order. The following letter was received: Town Board Town of Wappinger Mill Street Wappingers Falls, New York October 23, 1972 Re: Rockingham Sewer District Hall & Company Contract Change Orders and Final Approval Gentlemen We request, herewith, approval of Change Orders as follows: Change Order No. 2: Item No. 1: Install 4" asbestos cement conduit to carry chlorine solution piping from building to chlorine contact tank. $474.81 This item of work was not called for on the contract drawings, but was considered to be a desirable feature in light of the experience at the site when the existing chlorine line was broken and, though in conduit, was extremely difficult to repair because the conduit was too small. Item No. 2: The depth dimension of the chlorine tank was changed to make the tank shallower. Accordingly, length and width dimen- sions changed to maintain volume and water level. $505.00 This change was deemed necessary due to high ground water level and the necessity of using a large volume of concrete to weight the tank to prevent it from floating. The decrease depth reduced, the flotation problem and thus the need to ballast the tank with added concrete. Item No. 3: Install wiring and controls for timing the chlorine feed to the Chlorine Tank. $479.60 This work was not included on the plan and was added to permit more accurate chlorine dosage. This will result in continuously lower chlorination costs than the existing constant feed rate system. Item No. 4: Install an additional gate in the fence. $335.89 255 This gate was installed to provide better access to the sand filters and permit much easier loading of trucks in the event the sand filters must be cleaned. Item No. 5: Change wood baffles in chlorine tank to concrete block with steel channel guides. No cost This change was made at the contractors request and without addi- tional cost. The concret block baffles provide us with a more durable installation than the wood baffles as specified. Item No. 6: Installconcrete pads and pipe supports for filter distributor pipe. $1,810.80 Pipe supports for the distributor piping on the sand filters was not as required on the plans.; These are, however, necessary to maintain the distributor pipe alignment and to provide easy reassembly of the distributor piping if such is xemoved for cleaning the beds. Item No. 7: Relocate existing power pole. $136.14 The existing pole carrying power to the Schoonmaker water pump station was located in the way of the sand filters and had to be relocated. CLAUSEN moved to accept Mr. Kelley's recommendation and approve the Change Orders, as indicated above, on the Hall and Company Contract and so notify the Engineer to the District. DIEHL moved that the Engineer and Attorney to the Rockingham Farms Sewer District be empowered to spend up to $6,000 to correct the infiltration problem on the main line for Rockingham Sewer District: Seconded by Mr. Holt. Motion Unanimously Carried: The following letter was received: November 6, 1972 Town Board Town oaf: Wappinger Mill Street Wappingers Falls, New York Re: Rockingham Sewer District Plant Renovations Bid Report Gentlemen: Bids for renovations at the treatment plant were opened at 10:00 AM. October 31,:1972- and the --results are as follows: Hall & Co. Inc. Roy C. Knapp & Sons, Inc. Sigma Plumbing and Heating Inc. $23,995.00 26,900.00 29,333.00 In rebidding this contract we redesigned the improvements to the plant pump wet well providing for the installation of a "disinter - grater" in lieu of remounting the existing comminutor. The increased cost of these bids reflects this new equipment. The "disintergrator" is hydraulically driven perforated abrasive disk mechanismwhich grinds solid wastes instead of cutting. Its use will provide greater assurance against pump blockage by solids and provides:much greater operator convenience and safety in that no one has to enter the wet well for maintenance or service. CLAUSEN moved to accept Mr. Kelley's recommendation and award the bid for renovations at the Rockingham Sewer District Plant to Hall & Co. as low bidder, for $23,995.00 Seconded by Mr. Holt. Motion Unanimously Carried 2 5 7 Mr. Rappleyea suggested, in respect to the funds, and in anticipa- tion of the possible need for bonding, to pay for this work perhaps the Board should authorize the appropriation of the proper Bond Resolution, in case one is needed. MR. CLAUSEN moved that, if Bonding Resolutions are necessary, the Attorney to the Rockingham Farms Sewer District be authorized and empowered to prepard'one. Seconded by Mr. Jensen. Motion Unanimously Carried A letter was received from John M. Reed, attorney representing Richarg G. Barger. He was retained to pursue Mr. Barger's claim against the Town of Wappinger and in particular the Oakwood Knolls and Fleetwood Sewer and Water Districts, to recover $7,960 that is due and owing as a result of his work for said districts. Mr. Rappleyea noted that he has had conversations with Mr- Reed, and they are working on a settlement. Mr. Diehl directed that Mr. Reed's letter be placed on file, and refer copy of same to Mr. Rappleyea. A letter was received from John M. Reed, representing Royal Ridge Development, requesting the release of the $9,000.00 being held in escrow for additional work on this development's water system. MR. SALAND moved that the Town of Wappinger consent to the release of the deposit of $9,000.00 held by John M. Reed for the Royal Ridge Development in connection with the additional work done to the Mayim Water Company water system. Seconded by Mr. Holt. Motion Unanimously Carried An Application for a Peddling and Hawking License was received from Cecile S. Hawksley. The application had been referred to the Dutchess County Sheriff's Department, and returned indicating no criminal record on file. MR. CLAUSEN moved to approve the application and grant Cecile 58 II 111 IN li Illil liolli111111111114111illi Hawksley a license for Hawking and Peddling in the Town of Wappinger. Seconded by Mr. Jensen. Motion Unanimously Carried Mr. Horton recommended the following resolution be adopted. The following resolution was offered by COUNCILMAN CLAUSEN, who moved its adoption: WHEREAS, the Town Superintendent of Highways has been requested to remove snow from County roads, and to sand or otherwise treat them for the purpose of removing the danger of ice and snow, by the Commissioner of Public Works of Dutchess County, in accordance with Article 6, Section 135a of the Highway Law, now therefore be it RESOLVED, that the Town Superintendent be and is herein authotized to perform such work as is found necessary, at the hourly rate as fixed by the State Commissioner of Transportation for the renting and hiring of such equipment, for the Winter Season 1972-1973. Seconded by Mr. Jensen. Motion Unanimously Carried Mr. Horton informed the Baird that the Town Highway would only be plowing CR91, CR92, and part of CR93 (Chelsea Road, Creek Road, and part of Middlebush Road) now, along with the Town roads. The following letter was received: Town Board Town of Wappinger Town Hall Wappingers Falls, New York Gentlemen: The lift station located in the development area of Ye to the Town approximately two November 2, 1972 on Russett Lane, off Pippen Lane, Old Apple Orchard, was transferred years ago. The property is now being further developed, and the said lift station is enclosed by a cyclone fence and is now several feet above the road level. The original installation was made according to town requirements, and the road has now been cut in accordance with Town requirements. This now creates a dangerous condition, and we are bringing this to your attention so you -may take the necessary steps to correct same. Very truly yours, s/ Julius M. Gerzof L Mr. Diehl directed that this letter be referred to the Superin- tendent of Highways Horton, Engineer to the Town Lapar, and Vincent C. Kelley Engineer to the Rockingham Farms Sewer District for their recommendation to the Town Board and so notify Mr. Gerzof of this directive. Mr. Jensen, speaking of the Lift Station, possibly the Board could direct Mr. Kelley to look into the matterwhen the Board accepted the lift station to see if it was all up to the standards that it was supposed to be at that time. He understands that there have been some problems with it, and he would like to have some memo or letter to the fact that it was in fact up, to specifications when the Board accepted the lift station. The following letter was received: October 27, 1972 Town Board Town of Wappinger Mill Street Wappingers Falls, New York Gentlemen: The Planning Board has at the suggestion of Miss Susan J. Pike, Zoning Administrator, reviewed the fee schedule for subdi- visions and recommends the following change. The present fee schedule is $25.00 plus $3.00 per acre for each acre or part thereof that exceeds five acres, the Planning Board recommends that the fee schedule be amended as follows: $50.00 plus $10.00 for each lot exceeding five lots. The Planning Board further recommends that a fee schedule be established for site plans as presently no such fee schedule exists. The Planning Board recommends the following as a fee schedule. $50.00 plus $6.00 per parking space to 10. _plus $4.00, per additional parking space to 100, plus $2.00 per additional parking space over 100. The Planning Board would appreciate your enacting appropriate action on these recommendations. The Board hopes that something positive would be decided before the first of the year. HOLT offered the following resolution and moved its adoption: RESOLVED, that Section 21.26 of Article II of the Town of Wappinger Land Subdivision Regulations be amended to read as follows: Be accompanied by a fee of $50.00, plus $10.00 for each lot exceeding five lots. If the applicant subsequently elects not b ;file an application for approval of a Subdivision Plat, one half of the fee shall be returned. And be it further RESOLVED, that the following fee sdhedule be established for applications 'being made under Section 430 and/or 440 of the Town of Wappinger Zoning Ordinance i.e., special use permits and/or site plan approval. $50.00 plus $6.00 per paxking space to 10 plus $4.00 per additional parking space to 100 plus $2.00 per additional parking space over 100 Seconded by Mr. Saland. Motion Unanimously Carried A letter was received from William Mihans Jr, Assistant Superinten- dnet (water and sewer plants) and in part, he was asking for more personnel to assist in operating the sewer and water plants. He pointed out that the consensus of opinion seemed to be, for mini- mum personnel, 1 Superintendent, 1 Assistant Superintendent,.3 full-time laborers, 2 part-time laborers, for 7 day a week operation. At present there is one ..Assistna t Superintendent and one part-time laborer. He stressed the necessity of employing more men immediately. MR. HOLTmovedto appoint William Mihans, Jr. as Superintendent of the Town of Wappinger Water and Sewer Plants, to fill the vacancy created by the untimely death of Joseph Gutmann, and further that he receive the current salary of that position retroactive to. the 1st day of November, 1972. Seconded by Mr. Jensen. Motion Unanimously Carried MR. HOLT moved to appoint Arthur Waddle as part-time Assistant to the Superintendent of the Water and Sewer Plants, at the prevail- ing hourly rate. Seconded by Mr. Jensen. Motion Unanimously Carried Mr. Holt noted that, with regard to the rest of Mr. Mihans recom- /1 2 61 L mendations, the Town Board Committee on Water and Sewer will work very closely with Mr. Mihans and attempt to see that he gets the required assistance to operate. Mr. Diehl called for a moment of silence and prayer in memory of Joseph Gutmann. A letter was received from the Recreation Committee indicating that the Commission is interested in installing a vandal proof building complete with toilet facilities at the Quiet Acres Recreation Area, and request permission to adveritze for bids as soon as possible in order that this purchase may be included in the expenditures under their 1972 budget. The following resolution was offered by COUNCILMAN CLAUSEN who moved its adoption: WHEREAS, there are sufficient funds available in the Recrea- tion Budget for the purchase and construction of rest room facili- ties in the Quiet Acres area, NOW, THEREFORE BE IT RESOLVED, that the Engineer to the Town is authorized to prepare specifications for rest room facilities in the Quiet Acres Area, and the Town Clerk is authorized to advertize for bids for the installation of such facilities. Seconded by Mr. Jensen. Motion Unanimously Carried Mr. Clausen, under committee reports, noted that Councilman Jensen and probably all the members of the Board might want to react to the failure of the new Town Hall proposition defeated at the polls recently. He and Mr. Jensen were very disappointed in the outcome. He personally thinks the Town should try again. Possibly they didn't, as a Board, give as much information to the public as probably was necessary for them to realize the strenuous working conditions that are imposed upon the employees in the Town Hall. He thinks possibly this time we might be better off to give the residents a choice of either upgrading the present Town Hall facil- ities and possibly what it might cost to purchase and build a new Town Hall. He thinks the engineer could probably come up with a 262 cost figure on renovating the present building. He would like to see that the Town Board authorize, in the near future, another vote and try and see if the Board can't do something on the Town Hall. He thinks that if the residents really understood what the problem is there would be no doubt in their minds but to accept it. Mr. Jensen echoed Mr. Clausen's feelings. Mr. Saland said botht Mr. Clausen and Mr. Jensen deserve commendation from the rest of the members of the Board for the amount of ,time that they put in, the work that they did, and the presentation that they made. He also noted that perhaps people aren't aware of current building costs, and would be astounded to see comparable cost of new con- struction of a comparable building and acreage. Maybe that is something that could be investigated this time around. Mr. Clausen asked the Town Clerk and the Attorney to the Town to possible contact Mr. Schuele, and see if his offer is still nego- tiable or available. Mr. Jensen made a report on the Zoning Regulations Advisory Committee. At their last meeting they reassembled themselves and have set up a charter of a type, elected a Chairman (Warren Strom) and Vice Chairman and he wished to present to the Board their recommended membership list. These people represent almost all areas of the Town. Mr. Strom was present and spoke briefly of the committee's intentions. MR. JENSEN moved the following people as permanent members of the Zoning Regulations Advisory Committee: Costa Adamakis, Alan Hall, Edward Hecker, Carl Hibbetts; J. Incoronato, Leif Jensen, Nicholas Johnson, Nancy Maney, R. Miskovitz, Angelo Rapa, Russell Reinhard, Gerald Steinberg, Warren Strom, Jon Thew, Al Zak; with additional alternates; H. Curtis, Alfred Hayton, W. Holze, W. Homa, R. Knapp, S. Matushak, and A. Rifkin. Seconded by Mr. Clausen. Motion Unanimously Carried 263 Mr. Clausen, speaking for the Highway Committee, recalled that there was a dangerous situation on a curve on Widmer Road that involves Sal Shapiro's property. He and Mr. Jensen had asked the Highway Superintendent and Attorney to the Town to see if they couldn't do something on either offering a price for and/or condem- nation of the property to alleviate that condition. He'd like to know if there was any report on this matter. -Mr. Rappleyea indi- cated they have started to explore the possibilities of condemna- tion again. There will be a report as the next Board meeting. A Public Hearing having been duly held on November 13, 1972 at 7:15 P.M. on a local law amending Local Law #1, 1967, Affidavits of Posting and Publication were duly submitted for the record at the Hearing and those wishing to be heard were heard. The matter of a Local Law Amending Local Law #1, 1967, was now placed before the Board for their consideration. MR. HOLT moved the adoption of the following Local Law #1 for the year 1972, seconded by Mr..Saland and -upon roll call vote, unani- mously carried. A Local Law amending Local Law No. 1 of 1967. Be It Enacted by the Town Board of the Town of Wappinger, Dutchess County, New York, as follows: Section 1. Section 2 of Local Law #1 of 1967 is hereby amended to read as follows; Section 2. Real property owned by one or more persons, each of whom is sixty-five (65) years of age or over, or real property owned by husband -and wife, -one of whom is sixty-five (65) years of age or over, shall be exempt from town taxes to the extent of Fifty (50%) Percentum of the assessed valuation thereof, subject to the following conditions: (a) The owner or all of the owners of such real property must file an application annually in the assessor's office at least ninety (90) days before the date for filing the final assessment roll or such other time or date as may be here- after fixed by law. (b) The income of the owner or the combined income of the owners of the property shall not and may notexceedthe sum of Six Thousand ($6,000.00) Dollars for the income tax year immediately preceding the date of making the'appiication for exemption. The income tax year shall mean the twelve months period for which the owner or owners file a federal personal income tax return, or if no such return if filed, the calendar 264 year. Where title is vested in either the husband or the wife, their combined income may not exceed such income. Such income shall include social security and retirement benefits, interest, dividends, net rental income, salary or earnings, and net income from self-employment, but shall not include gifts or inheritances. (C) The title to such real property shall have been vested in the owner or all of such real property for at least sixty (60) consecutive months prior to the date of making applica- tion for exemption. (d) The real property shall be used exclusively for residential purposes. (e) The real property shall be the legal residence of and shall be occupied in whole or in part by the owner or by all of the owners of the same. (f) Applications for such exemption shall be made by the owner, or all of the owners, of the property, upon forms prescribed by the state board to be furnished by the assessing authority, and applicants shall furnish such information and shall execute the application in the manner prescribed in such forms. Section 2. This Local Law shall take effect immediately upon adoption. A Public Hearing was duly held on November 13, 1972 at 7:30 P.M. on the rezoning of a parcel of property owned by Livio and Louisa Burgazzoli from HB2 to RD -20. Affidavits of Posting and Publica- tion were duly submitted for the record at the Hearing, and all those wishing to be heard were heard. The matter of the rezoning of the Livio and Louisa Burgazzoli property was now placed before the Board for their consideration. The following Ordinance was offered by COUNCILMAN HOLT who moved its adoption: BE IT RESOLVED by the Dutchess County, New York, by the laws of the State of Section 1: The Town 29, 1963, as amended from by rezoning the following Town Board of the Town of Wappinger, pursuant to the authority conferred New York as follows: aEWappinger Zoning Map adopted January time to time is hereby further amended parcel of land from HB -2 to RD -20: Premises of Livio and Louisa Burgazzoli, Lot 5.1, Block 3, Town of Wappinger, Tax Map #68; and Lot 6, Block 3, Tax Map #68 Section 2: This ordinance shall take effect immediately upon adoption, posting and publication as prescribed by Town LaW. CLAUSEN moved for a ten minute recess, seconded by Mr. Holt and carried. Recess called at 9:30 P.M. Supervisor Diehl called the meeting back to:order at 9:52 P.M. Ali Board members again present. MR. DIEHL moved that the matter of the adoption of the Town Budget be tabled, and that a special meeting 'be called for November 17, 1972 at the Town Hall at 6:00 P.M., at which time the matter of the Budget, and any other business that may properly come before the Board,- will: be considered. Seconded by Mr. Holt. . Motion :Unanimously Carried MR. HOLT offered the following resolution: RESOLVED, that, in accordance with a resolution of September 11, 1972, the attached list of delinquent water and sewer rents be sent.. to the Dutchess County Commissioner of Finance to be placed on the 1973 Tax Roll. Motion Unanimously Carried 266 The following resolution was offered by COUNCILMAN JENSEN who moved its .adoption A RESOLUTION AUTHORIZING THE CONSTRUCTION OF NECESSARY - WORKS FOR THE PROTECTION AND MAINTENANCE OF TOWN HIGHWAYS IN AND FOR THE TOWN OF WAPPINGER, DUTCHESS COUNTY, NEW YORK, AT A MAXIMUM ESTIMATED COST OF $500,000, AND AUTHORIZING THE ISSUANCE OF $475,000 SERIAL BONDS AND $25,000 CAPITAL NOTES OF SAID TOWN TO PAY THE COST THEREOF. BE IT RESOLVED, by the Town Board of the Town of Wappinger, Dutchess County, New York, as follows: Section 1. The construction of necessary works for a drainage system for surface waters in and for the Town of Wappinger, Dutchess County, 'New York,: for the protection, and maintenance. of Town -'.high- ways, consisting of pipes, gutters and other drainage facilities, including lands or rights in land, is hereby authorized at a maximum estimated cost of $500,000. Section 2. Farm use, farm produce stand*, zoological farm*, or park*, zoo; game farm*, nursery* and greenhouse*, provided that no unenclosed storage or manure, or odor or dust producing substance shall be permitted within one hundred (100) feet of any street or residential property line". CLAUSEN moved that a public hearing be set on the amendment of section 421.3 of the Town of Wappinger Zoning Ordinance on November 27, 1972 at 7:00 P.M. at the Town Hall, Mill Street Wappingers Falls, New York at which time all interested persons will be heard. Motion Unanimously Carried 269 Mr. Martin Leskow, Mr. & Mrs. DeGuise and Mr. & Mrs. Albert Sitterly made application for final acceptance of Leskow Circle as and for a Town Road under the 1966 Specifications for accepting Private Roads in the Town of Wappinger. William Horton, Highway Superintendent, stated that Leskow Circle had been brought up to the requirements of the 1966 Private Road Specifications by the 31st of October 1972, and he recommended that Leskow Circle be accepted as and for a Town Road. MR. JENSEN moved to table the acceptance of Leskow Circle until Mr. Leskow received final subdivision approval from the Town of Wappinger Planning Board; and also, upon the receipt of a letter from the New York State Department of Transportaion indicating their approval and compliance with their requirements. Seconded by Mr. Clausen. Motion Unanimously Carried Mr. Clausen asked that the Town of Wappinger Planning Board be so informed as to the action taken on Leskow Circle. 270 t The matter of final adoption of the official Town Seal was brought before the Board. The motion to,adopt the waterfall, as depicted on the original seal of the old National Bank of Wappinger Falls_ (minutes of May 8, 1972, Pg. 128) was conditioned on permission from the 'Marine Midland Bank. Verbal permission has been granted (but the dye for the seal has not been located). Some discussion followed regarding the design for the seal. Mr. Holt ended the discussion by stating that the original dye can't be found, but the waterfall is not too bad, so if the seal incorporates the water- fall, perhaps that's alright. MR. HOLT moved that the Attorney to the Town be asked to draw up a resolution adopting a seal, and further, ask the Engineer to the Town to complete the design necessary for the Town of Wappinger, following the example shown on the check of the National Bank of Wappingers Falls. Seconded by Mr. Diehl. Motion Unanimously Carried Mr. Stenger's request for an exemption to Local Law #2, 1967, was placed before the Board again for their consideration. MR. JENSEN moved to grant Mr. Stenger an exemption, but withdrew his motion after some discussion on the subject. MR. JENSEN moved that Mr. Stenger's request be tabled to the Special meeting on Friday, November 17th, 1972. Seconded by Mr. Holt. She further informed the Board that she had forwarded the notice of claim to Marshall and Sterling, Inc. Wappingers Falls Branch, Insurance Carrier for the Town, on November 1, 1972. Mr. Holt asked Mr. Diehl if he, or his office had been in touch with the State Comptroller with respect to the Federal Revenue sharing, and getting the Town on board, so to speak, and in any case we might share in it, or, would it not be appropriate for the Supervisor to send a letter to the Comptroller to let them know we're here and are definitely interested. Mr. Diehl said they had been in contact and had received word that there still is no infor- mation available as yet. Mr. Eck spoke briefly about the Town Board, Assessor and the County Appraisal firm holding a meeting to compare some of the assessments before January to see where they wanted to go. MR.
