Mr. Holt, before taking up the order of business for which the
meeting was called, made reference to the New York State legislative
amendment concerning partial tax exemption for property owners over
65 which would allow for an increase from $5,000 to.$6,000 earn total
income for the elderly required in order to receive an exeMption.

MR. HOLT moved that the Attorney to the Town be directed to investi-
gate the amendment which would provide for the increase in total
income for the over 65 real property owners, and:RepOrtback to the
Board.

It'Was. so noted that a, resolution. had been adopted by .the Towh
‘Boa,44(4 eptember 13, 1971 with regard to the completion of
conktruction and improvements in the Dutchess Heights Inc. Devel-
opment (Angel Brook Estates), In part, the resolutibn directed
the Building Inspector not to issue any further building permits
or Certificates of Occupancy for the developement known as' Dutchess
Heights Inc. Mr. Rappleyea had indicated'that Monies:have.2.been
received by the Town for the complz.tiOh oT'conStrUcLion- and''improve-
ments, therefore there is no further reason for denial of building
permits or Certificates of Occupancy.
MR. HOLT moved that the Building Inspector be instructed to pro-

ceed.now to issue builllin•g permits and Certificates of Occupancy,
as applications are made, for Dutchess Heights Inc. (Angelbrook).
Seconded by Mr. Clausen.

I have inspected the installation of the proposed improvements
to the water supply system namely; a new well, storage tanks,
chlorinator and associated piping and find that the work to
date is in accordance- with plans and is in operational condition.

It was again noted that the original Resolution adopted by the
Town Board on March 8, 1972, had instructed the Building Inspector
to temporarily hold up on issuing all building permits in Mid -Point
Park (Revere Ridge
). This Resolution was subsequently modified
leaving a balance of 7 permits withheld.
MR. CLAUSEN moved that the remaining building permits for Mid -Point
Park (Royal Ridge) be releasecLand the Building Inspector be directed
to issue these remaining permits upon application.
Seconded by Mr. Holt.
Motion Unanimously Carried
A letter was received from thelSupervisor's-Office requesting the
transfers of funds in several accounts.
The following resolution was offered by COUNCILMAN CLAUSEN who
moved its adoption:
WHEREAS, the sum of $1,000 has been audited for payment for
the Assessment Review Board, compensation for period June 20, 1972
through July 14, 1972 and there having been no appropriation to
any account for this purpose, we therefore, recommend that the
Town Board authorize'the,transfer ofthe-sum of:$4000 from r.
account #A1990.4 Contingency -Town Wide to account #A3610.1 Examin-
ing Board Personal Services (Board of Assessment Review) in order
to eliminate the overdraft and imburse said account in order to
ratify'and confirm the previously unauthorized appropriation.
RESOLVED, that the sum of $1,000 be and the same hereby is
appropriated to account #A3610.0 and that said sum is hereby
transferred thereto from account #A1990.4
WHEREAS, the sum of $1,000 has been approriated to account
#B3620.4 Building "Inspector Contractual Expenses. This account
has been overexpended and will be overdrawn by the sum of $740
in order to meet bills presented for payment for the remainder
of the year. The additional monies were obtained from account
#B1990.4, Contingency, Part Town. We, therefore, recommend
that the Town Board authorize the transfer of the sum of $750.
from #81990.4 to account #B3620.4 in order to eliminate the
overdraft and reimburse said account, and in order to ratify
and confirm the previously unauthorized appropriation.
RESOLVED, that the sum of $750. be and the same hereby is
appropriated to account #B3620.4 and that said sum is hereby
transferred thereto from account #B1990.4.
-. ; WHEREAS-, the -sum of -$1,000 has been -appropriated to account
#A3310.2 Traffic Control -Equipment. This account has been over -
expended and overdrawn by the sum of $1,850.30 in order to meet
bills presented for payment. The additional monies were obtained
from account_#A1990.4. 'We, therefore, recommend that the Town
Board authorize the transfer of the sum of $1,850.30 from account
#A1990.4 to account #A3310.2 in order to eliminate the overdraft
and reimburse said account, and in order to ratify and confirm
the previously unauthorized appropriation.
RESOLVED, that the sum of $1,850.30 be and the same.. hereby.
is appropriated to account #3310.12 and that said sum is hereby
transferred thereto from account #A1990.4.

A letter was received from Joseph D. Quinn, Jr. Attorney to the
Rockingham Farms Sewer District, in reply to the Board's request
for his opinion regarding the petition of Gregory Walsh to be hooked
up as a tenant to the Rockingham Sewer District. Mr. Quinn advised
that he joined with Mr. Kelley's recommendation stating that
essentially this is an engineering decision and sees no danger
that it will set a precedent which will open the door to similar
applications. Each application must be considered on the peculiar
facts presented. Mr. Saland had one question - what were Mr. Hill's
feelings on this matter.
MR. DIEHL moved that permission be granted Gregory Walsh to hook
up as a tenant to the Rockingham Sewer District, subject to the
approval of the Dutchess County Department of Health, and further
subject- to the following conditions:

1. The connection is to /inade at the expense of the
applicant, and subject to''i.nspection by the Town
Plumbing Inspector.
2. That the tap fee of $240.00 be paid prior to
connection to the sewer line
3. That the applicant agree -to pay double the sewer
service charge as that of the District residents.
4. That the applicant agree that he will become part
of any sewer district or sewer improvement area
formed in the future which would include his
property under ordinary circumstances, and he
hereby waives any objections to the formation
of such district or improvement area.
Seconded by Mr. Holt.

Mr. Holt commented that he had spoken with the Bergs Ion St.
Nicholas Rd.) and they informed him they were quite happy now,
as Mr. Alexander had repaired the fence (between their property
and the property Mr. Alexander had been excavating on the corner
of St. Nicholas & New Hackensack Rd.)
Mrs. Snowden informed. the Board that she had been served with a
Tax Review today ( August 23,

Andrew Gauzza's property, be referred to Mr. Horton for his
recommendation and opinions.
Seconded by Mr. Holt.
Motion Unanimously Carried
MR. SALAND moved the meeting be adjourned, seconded by Mr. Holt
and unanimously carried.
