1970-12-14 RGMi 28, The Regular Meeting of the Town Board of the Town Board was held on December 14, 1970, at the Town Hall, Mill Street, Wappingers Falls, New York. • Supervisor Diehl called the meeting to order at 8:14 P.M. Present: Louis Diehl, Supervisor Louis Clausen, Councilman G. Donald Finnan, Councilman Harry Holt, Councilman James Mills, Councilman Elaine H. Snowden, Town Clerk Others Present: Allan Rappleyea, Attorney to the Town William Horton, Superintendent of Highways Rudolph Lapar, Engineer to the Town MR. FINNAN. moved to accept the minutes of the Regular Meeting of October 13, Special, November 2, Regular November 9,' and Special Meetinc of December 7, 1970, as •aubrnitted. by the Town Clerk, be and they are hereby approved. Seconded by Mr. Clausen. Motion Unanimously Carrie The reports for the month of November were received from the Supervisor, Building Inspector, and Town Justices. MR. CLAUSHN moved the reports from the Supervisor, Town Justices, and Building Inspector be accepted and placed on file. Seconded by Mr. Mills. Motion Unanimously Carried Bills presented for payment were as follows: General Fund $80,412.94 OKSD $383.74 FItSD $473./2 Highway Fund 18,986.32 OKWD 179.68 F1tWD 162.95 RFSD 380.52 MR. MILLS.move& -the bills be paid, subject to audit. Seconded by Mr. Finnan. Motion UnanimouslyCarried 2 8'6 Mr. William Bitterlich asked to speak to the Board in reference to the Wappingers Men's Basketball League. He stated that he had been before the Town Recreation Commission requesting finan- cial support for the men's Basketball League, and had been informed that the Recreation Commission would allocate their anticipated deficit, but would have to have approval from the Town Board before they can give it to them. He presented the Board with an income and expense sheet for their perusal. Mr. Diehl commented that the policy the Town has been operatingunder is, that, such items as basketball hasn't been included in Recreation, as this could lead to subsidizing bo wling, football etc. Mr. Bitterlich under- stood that about three years ago the Town of Wappinger said they would fsupport the entire basketball league. He also understood that the reason the Town stopped sponsoring was because it was rumored this leagues' bank account was such that they didn't need suppdtt. Mr. Diehl stated that Board members would receive copies of the Leagues' expenses and it would be discussed at the January meeting. An application for Peddlers' License was received from Leonard Newman, Poughkeepsie, N,Y, Mr. Newman holds a Dutchess County Veterans Peddlers.License which recites he must comply with local town ordinances and laws but is exempt from associated fees. MR. MILLS moved a Peddlers License be issued to Mx. Leonard Newman subject to clarification from the Attorney totthe Town on waiver of the fee. Seconded by M. Clausen. Motion Unanimously Carried A request was_received from William J. Bulger, Town Justice to attend the New York State Traffic Court Conference in Binghamton, New York on December 4tb and 5th, 1970. • MR. CLAUSEN moved that Mr. Bulger's legitimate expenses for his trip to Binghamton to attend the New York State Traffic Conference be accepted as a Town charge. Seconded by Mr. Mills. Motion Unanimously Carried
