The Regular Meeting of the Town Board of the Town of Wappinger was
held September 14, 1970, at the Town Hall, Mill Street, Wappingers
Falls, New York.
Supervisor Diehl called the meeting to order at 8:05 P.M.
Present:

The Bawd had received copies of the Minutes of the July 13th Regular
Meeting and the August 10th Regular Meeting.
On the minutes of the July 13th Meeting, Mr. Clausen asked that, in
order thatthe text of his report read more clearly, the paragraph
on his Recreation report should read ... "He said that Dr. Hannigan
had proposed to the Board a plan whereby possibly the Town could
use school property. He stated he was unaware of certain facts
that the community has. The Recreation Budget does not allow the
use of school property in relation to the custodians etc. It was
discussed for several hours the other night, concluding he would
like to re -think his proposal."
Mr. Clausen further recommended, (referring still to the July 13th
Meeting), that the Town Clerk's summation of Mr. Bisorits. dissertation
on omissions in the April and May meetings be further condensed or
eliminated as indicated in Mr. Rapplyeea's summary of what should
and could be entered in the Clerks' minutes. He agreed with the
statement that Mr. Diehl had made in relation to the previous minutes,
that the Town Clerk had done an outstanding job in recording these
minutes, and he saw no reason to again reiterate a page of facts,
so with these corrections,
MR. CLAUSEN moved the acceptance of the July 13, 1970 Regular Meeting
with the abovementioned recommended corrections. Seconded by Mr.
Mills. Motion Unanimously Carried

MR. CLAUSEN moved that the Minutes of the Regular Meeting of August
10, 1970, as submitted by the Town Clerk, be and they are hereby
approved. Seconded by Mr. Mills.

Reports from the Building Inspector, Supervisor and Town Justices
were received for the month of August.
MR. CLAUSEN moved the monthly reports be accepted and placed on file.

MR. FINNAN moved the bills be paid, subject to audit. Seconded by
Mr. Clausen.

Communications had been received from the committee in charge of
the Torch Light Parade for the New York State Lottery Drawing, to
be held in Poughkeepsie on September 28th, in conjunction with the
Special $1,000,000 drawing. They requested the number of partici-
pating from the Town. Mr. Diehl said the Town of Wappinger Little
League New York State Champions had been contacted and would more
than likely participate with the Wappinger contingent.
MR. CLAUSEN moved that a letter by the Town be sent, indicating
their interest to participate, along with the Town of Wappinger
Little League Champions. Seconded by Mr. Mills.
Motion Unanimously Carried
A letter was received from the Town of Wappinger Planning Board
requesting permission for five Planning Board members to attend
the Annual Institute of the New York Planning Federation, to be
held at the Homowack Lodge, Spring Glen, New York, October 11 thru
October 14, 1970. Mr. Mills had previously indicated his desire
to attend this conference.
MR. CLAUSEN moved that permission be granted to Mr. Mills and the

Planning Board Members who wished to attend the Annual Planning
Federation Conference, and that their legitimate expense be a
Town charge. Seconded by Mr. Holt.

A letter was also received from Martin Leskow, Chairman of the
Board of Assessors requesting permission to attend the International
Association of Assessing Officers Conference in Las Vegas, October 23rd
thru October 29, 1970.
MR. MILLS moved that Mr. Leskows' request be tabled until the Board
has more information regarding it. Seconded by Mr. Holt.
Motion Unanimously Carried
A letter was received from Dorothy Alsdorf, Town Historian, request-
ing permission to attend a meeting of area Historians in Kingston,
on October 24th.
MR. MILLS moved that permission be granted Mrs. Alsdorf to attend
the Historians'Meeting in Kingston on October 24, and that her legi-
timate expenses be a town charge. Seconded by Mr. Holt.
Motion Unanimously Carried
Mr. Diehl noted that Dorothy Alsdorf had been appointed County
Historian, which shows she has been doing fine work in the Town,
so on behalf of the Town Board he congratulated her on her newest
appointment and wished her success. Mr. Mills added_he felt she was
doing an excellent job.
MR. CLAUSEN moved the following letter be placed in the record,
seconded by Mr. Mills and unanimously carried.

Notification had been received from the Department of Agriculture
and Markets regarding the appointment of a Dog Enumerator/s.
MR. CLAUSEN moved that Janet Dean, and Barbara Visciarelli be
appointed Dog Enumeraters,, for the Town of Wappinger for the 1971
Dog Enumeration. Seconded by Mr. Mills.
Motion Unanimously Carried
Resignations from two Election Inspectors were received: Almeida
Kupris (D) District 9 and Joan Rinck (R) District 9.
MR. CLAUSEN moved the resignations be accepted, seconded by Mr.
Finnan and,unanimously carried.
The Democratic Committee.Chairman recommended Sylvia Johnson be
appointed to replace Mrs. Kupris in District 9.
The Republican Committee Chairman recommended Rose Limbardo be
appointed to replace Mrs. Rinck. He further recommended reassign-
ment of Inppectors to different districts; Florence Bisulk to District
8, Maude Holler to .District 10, Beatrice Roe to District 9, and Rose
Limbardo to•fill the vacancy in District 9.
MR. MILLS moved that Sylvia Johnson (D) and Rose Limbardo (R) be
appointed as Election Inspectors in District 9, and, Florence Bisulk
be assigned to District 8, Maude Holler be assigned to District 10,
and Beatrice Roe be assigned to District 9 as Election Inspectors.
Seconded by Mr. Clausen.

The Town Clerk informed the Board that she had been served with
three tax reviews from Leewood Associates, c/o Donato Yannitelli
vs. Town of Wappinger Assessors (3 parcels, Map 7 Block 1, Lot 27
NBR 2, NBR 4, NBR 5) on August 28, 1970.
MR. CLAUSEN moved that Allan Rappleyea.,,Attorney, be appointed to
represent the Town of Wappinger to answer and defend the three Tax
Reviews from Leewood Associates. Seconded by Mr. Finnan.

The Town Clerk informed the Board that she had been served with three
tax reviews - Wappingers Apts. Co., Wappingers Apts. Second Co. and

MR. CLAUSEN moved that Joseph D. Quinn, Attorney, be appointed to
represent the Town of Wappinger to answer and defend the three tax
reviews from Wappingers Apts. Co., Wappingers Apts. Second Co. and
Albert Foreman (nominee for Dutchess Associates Co.) vs. the Town of
Wappinger Assessors. Seconded by Mr. Mills.
Motion Unanimously Carried
A letter was received from Mrs. Robert West, Fox Hill Road requesting
that the Board consider placing traffic warning signs on Kent Road
both sides of junctions with Lake Oniad Drive and Fenmore Drive, as
there are about 37 children in the development who attend Myers
Corners Road Elementary ;School and walk to school. She notes that
these are dangerous sections of Kent Road (between two blind curves)
and urged authorization of installation of signs warning of school
crossings.
MR. CLAUSEN moved this letter be referred to the Highway Superintendent,
and a letter to Mrs. West, indicating to her that Mr. Horton will
contact her regarding her request for school crossing signs.
Seconded by Mr. Mills.

Mr. Lafko had requested to speak before the Board regarding the
Rockingham Farms Sewer District. His inquiry was)did the Board know
of any reason why the certified check submitted with his bid on the
Rockingham Farms Sewer District Sand Filters was being withheld.
The bid was submitted)on June 16, 1970, the Board acted on June 22,
1970; accepting the bids. A period of 70 or 80 days has elapsed,
is there any reason for the withholding of these bid bonds?
Mr. Diehl answered that he had been in touch with Joseph Quinn,
Attorney on this question, the check would be forwarded to the Town
Clerk who, '.in: turn,n .would notify .and _return it to Mr. Lafko.
Mr. FuLiton,had requested_to.beLplac.ed on the agenda, to discuss -the
Hilltop Water Works, but was not present_aththis time to place his
topic_before the.Board.
Mr. Clausen reporting Ton : the'-Lighting:Committee, stated that both he

218 and Mr. Finnan had had calls from the Chelsea Area ,regarding'the
Liginting situation in the vicinity,of Chelsea:Road and the hamlet
of Chelsea. Mr. Barbero, from Central Hudson, had made recommenda-
tionsfor the completion of modernization program for the Chelsea
Lighting District. The plan includes replacement of 21 obsolete
incandescant light and installation of 5 additional lights at new
locations (Chelsea Road, Liberty Street, Lea Lane and two at River
Road North.)
MR. CLAUSEN moved that Supervisor Diehl be authorized to sign the order
for the changes and additions in street lighting: in the,Chelsea Light
District. Seconded by Mr. Finnan.
Motion Unanimously Carried.
Mr. Clausen noted that he and Mr. Finnan, as Board_representatives
on the coimnittee for recognition night of the Town of Wappinger
Little League, New York Champions, reported plans were progressing,
the dinner would be held -at Joe Zahn's Woronock House, and a further
report would be given at the next Town Board meeting.
Mr. Mills reported on a meeting of the Southern Dutchess 1990.
Plans are being formulated for an all day information_session
sometime in_November (several Saturdays). (It will be a sort of
workshop)-. He asked that a letter be addressed to the Wappinger
Conservation Association, Town of Wappinger_Conservation Advisory
Council and any interested parties that would like to attend (more
as audience rather thanparticipants but there will be open, discussion
periods) alerting them of the upcoming meetings.
Mr. Clausen questioned whether there had been any answer from the
Village of Wappingers Falls regarding their recommendation on Mr.
DeVivol,s request for a traffic light at Scenic Route 9, Mesier
Ave, North intersection.
No communications had ,been received. Mr. Clausen then asked that if
a meeting be held between the Village and State Officia14, that the
Town officials be included.
The Dutchess County Department of Planning's.recommendation on the
Lloyd Shopping Center proposed rezoning request was received. (The

Town Planning Board's recommendation had previously been received.)
Mr. Mills noted that due to the County Planning Department's recom-
mendation the zoning change be disapproved, a vote of four affirma-
tive votes would be needed toadopt the rezoning.
Mr. Mills was personally in favor of the rezoning as he feels it
is a necessary ingredient to the increased population that is coming
into the Southern part of Dutchess County as evidenced by the Southern
Dutchess 1990, the growth pattern far exceeds anything that has been
anticipated - population is about 10 years ahead already. This kind
of a shopping complex would give the Town one big, major shopping
center, with almost every need supplied.
Mr. Milts would move adoption of the Lloyds's rezoning request, but
would qualify it by being subject to final approval by the Town Board
and the Planning Board on site plan approval.
Mr. Holt would approve the rezoning subject to development of a
satisfactory access to Lloyd's from Route 9, such as a jug handle
for south bound traffic, or equivalent.
Mr. Clausen summed up what he felt the Board was stating, by saying
that the Town Board would not want the Planning Board to give final
approval before -coming back to the Town Board and letting the Town
Board agree on what -ever was proposed. He also would like, even
before final approval, that the Planning Board call the Town Board
into some of their sessions when they are reviewing Lloyd's. He
asked that the Town Clerk forward this request to the Planning Board.
If he voted approval, it would be with this understanding.
MR. MILLS moved that that portion of lands owned by Lloyd Shopping
Centers Inc. on Route 9 (East side of Route 9, South -of Myers Corners
Road) presently zoned R-20 be rezoned to SC, subject to complete
agreement with the Town Board and the Town Planning Board on final
site plan approval and further request that the Town Board be period-
ically invited to sit in on the Planning Board review sessions of
Lloyd's submissions. Seconded by Mr. Clausen.

A RESOLUTION,AUTHORZING THE PURCHASE OF APPARATUS
FOR USE IN PUBLIC WORKS MAINTENANCE BY THE TOWN OF
WAPPINGER, DUTCHESS COUNTY, _NEW YORK, AT -A MAXIMUM
ESTIMATED COST OF $14,000, AND AUTHORIZING THE
ISSUANCE, .OF $140000 SERIAL BONDS OF. SAID: TOWN TO
PAY THE COST THEREOF.
„_-The following, resolution was offered by COUNCILMAN MILLS,
seconded by Councilman Finnan:
BE IT RESOLVED, by the Town Board of the Town of Wappinger,
Dutchess County,,New York, as follows:
Section 1. The purchase, of apparatus for public works maintenance
by the Town of Wappinger, Dutchess County, New York, consisting of a
motor -vehicle containing a water tank andflusher mechanism, to be
used by said Town is hereby authorized at a maximum estimated cost
of $14,000.
Section 2. Tie plan. for the- financing. of the aforesaid specific
object or purpose is by the issuance of $14,000 serial bonds hereby
authorized -to be issued pursuant to the Local Finance Law.
Section 3. It is_hereby determined that the period o 0robable
usefulness of the aforesaid specific object or purpose if five years,
pursuant to subdivision 28 of paragraph a of Section 11.00 of the
Local Finance Law. It is hereby further determined that the maximum
maturity of the -serial bonds herein authorized will not exceed five
years.
Section 4. The faith and credit of said Town of Wappinger,
Dutchess County, New -York, arehereby irrevocably pledged to the
payment of the principal of and interest on such bonds as the same
respectively become due and payable. An annual appropriation shall
be made in each year sufficient to pay the principal of anc3knterest
on such bonds becoming due and payable in such year. There shall:
annually be levied on all the taxable real property in said Town
a tax: sufficient -to pay the principal of and :interest .on such bonds as
the same become due and payable.
Section 5. Subject to the provisions of the Local Finance
Lawe:the:-power to authorize the issuance of and to sell bond.anticipa-
tion notes in anticipation of the issuance and sale of the serial bonds
herein authorized,:including renewalsof such notes, is hereby delegated
to the Supervisor, the chief fiscal officer. Such notes shall be
of such terms, form and contents, and shall be ,sold in such,manner,
as may be prescribed by said Supervisor, consistent with the provisions
of the Local Finance Law.
Section 6. The validity of such bonds may be contested only if:
1) Such bonds are authorized for an object or purpose for
which said Town is not authorized to expend money, or
2) The provisions of law which should be complied with at the
date of publication of this resolution are not substantially
complied with,
and an action, suit or proceeding contesting such validity is commenced
within twenty days after the date of publication, or
3) Such bonds are authaized in violation of the provisions
of the Constitution.

Section 7. This resolution, which takes effect immediately, shall
be published in full in W&SD News, the official newspaper, together
with a notice of the Town Clerk,in substantially the form provided
in Section 81.00 of the Local Finance Law.
The question of the adoption of the foregoing resolution was
duly put to a vote on roll call, which resulted as follows:

MR. CLAUSEN moved the rules be suspended, seconded by Mr. Finnan
and carried to permit a question from the floor.
Mr. Cortellino asked if the flusher would be available in emergencies
by fire companies since it could carry a large amount of water.
MR. CLAUSEN moved the rules be resumed, seconded by Mr. Mills and
carried.
Bids had been solicited and received for the Towns' Storm Sewer
Contract #4. The Bids were opened publicly.on September 4, 1970.
The Bidders were: K & A Excavating. Contractors, Inc. . $140.252.50;
Dave Alexander Inc. @ $148,312.50; and, Lombardi & Sons, Inc. @
$153,325.00.
The Engineer to the Town recommended K,& A Excavating Contractors,
as low bidders, be awarded the contract..)
MR. HOLT moved that K & A Excavating Contractors, Inc. be awarded
the contract on Town of Wappinger Storm Sewer Project_#4 @ $140,252.50,
as low bidder. Seconded by Mr. Mills.
Motion Unanimously Carried
On the Resolution to renew the contract and agreement between the
Town and the County for the control of snow and ice on County Roads,
Mr. Horton commented that he would like to meet with Mr. Petrovits,
Commissioner of County Department of Public Works, as it is his
feeling that the Town should get some relief in maintaining some
of the County Roads in the Town. -

A RESOLUTION AUTHORIZING THE ISSUANCE AND SALE OF A
$7,480 TAX ANTICIPATION NOTE OF THE TOWN OF WAPPINGER,
DUTCHESS ODUNTY, NEW YORK, IN ANTICIPATION OF THE
COLLECTION OF REAL PROPERTY ASSESSMENTS TO BE LEVIED
FOR PURPOSES OF THE FLEETWOOD MANOR SEWER DISTRICT
AND THE FLEETWOOD MANOR WATER DISTRICT IN SAID TOWN
FOR THE FISCAL YEAR COMMENCING JANUARY 1, 1971.
The following resolution was offered by COUNCILMAN CLAUSEN,
who moved its adopLion, seconded by Councilman Mills:
WHEREAS, by final orders of this Town Board dated September 9,
1968, the Fleetwood Manor Sewer District and the Fleetwood Manor
Water District in said Town have been established; and
WHEREAS, pursuant to the provisions of subdivision 2 of paragraph
d of Section 24.00 of the Local Finance Law, the Town may issue tax
anticipation notes for necessary expenses incidental to the creation
of town improvement districts and other necessary expenses of such
districts prior to the first levy in which assessments are to be,
levied for such districts; and
WHEREAS, the first levy of assessments to be levied on a benefit
basis in each of said districts for such expenses willbe for the
fiscal year of said Town commencing January 1, 1971; and
WHEREAS, in accordance with the aforesaid authorization, it
is the desire of this Town Board now to authorize the issuance of
tax anticipation notes for purposes of providing funds for the
aforesaid expenses, NOW, THEREFORE, BE IT
- RESOLVED, by the Town Board of the Town of Wappinger, Dutchess
County, New York, as follows:
Section 1. The issuance and sale of $7,480 Tax Anticipation
Note is hereby authorized in anticipation of the collection of -
benefit assessments for the Fleetwood Manor Sewer District in said
Town in the sum of $4,590, and benefit assessments for the Fleetwood
Manor Water District of said Town in the sum of $2,890 to be levied
and collected from the taxable property in said districts for the
fiscal year commencing January 1, 1971. Such note shall be of the
denomination of $7,480, shall be numbered 1, shall be dated September
15, 1970, shall bear interest at the rate of four and fifty hundredths
-per centum (4.50%) per annum, payable at maturity, shall mature on
September 15, 1971, with prepayment reserved, and both principal of
and interest on such note shall be payable in lawful money of the
United States of America at Empire National Bank in Wappingers Falls,
New York. Such note is not a renewal note. The date of maturity of
such note does not extend beyond the close of the appliable period
provided in Section 24.00 of the Local Finance Law for the maturity
of such note.
Section 2. Such note shall be executed in the name of said Town
of Wappinger, New York, by its Supervisor, sealed with its corporate
seal, attested by its Town Clerk, and the same shall be in substan-
tially the form, to -wit:
Section 3. No assessments have been levied for the aforesaid
purposes during any of the fiscal years commencing since the date
of the establishment of said districts. No tax anticipation notes
have heretofore been authorized or issued in anticipation of the
collection of said assessments .

Section 4. Said tax anticipation note is hereby sold at private
sale to Empire National Bank in Wappingers Falls, New York, at par
and accrued interest, if any, and the Supervisor of said Town is
hereby authorized and directed to deliver said note to said purchaser
upon payment of the purchase price therefor. The receipt of said
Supervisor shall be a full acquittance to such purchaser who shall
not be obliged to see to the application of the purchase price.
Section 5. The faith and credit of said Tonin of Wappinger, New
York, are hereby irrevocably pledged for the payment of the principal
of and interest on said note as the same respectively become due and
payable.
Section 6. This resolution shall take effect immediately.

MR. MILLS moved that the proposed budget for 1971 of the Fleetwood.
Manor Water District and the proposed budget for 1971. for the Fleetwood
Manor Sewer District, covering the bonded and other indebtedness of
said districts be filed with the Town Clerk and be placed on the
proposed 1971 budget for the Town. Motion was seconded by Mr.
Clausen, and upon roll call was carried.
Mrs. Snowden then stated that tentative assessment rolls for the

benefit assessment for the Fleetwood Manor Water District and the
Fleetwood Manor Sewer District have been delivered to her for sub-
mission to the Town Board. The rolls show the assessment of $53.00
per unit for the Fleetwood Manor Water District with each residential
parcel representing one unit, apartments representing one-half a unit
and vacant acreage being one unit for every five acres a portion thereof.
The Fleetwood Manor Sewer District provides for a rate of $83.00 per

unit with the same breakdown as in the water district.
MR. CLAUSEN moved that the proposed assessment roll be filed with
the Town Clerk and that the Board at a future meeting, set a public
hearing prior to adoption of the same. Motion was seconded by Mr.
Mills and upon roll call was carried.
MR. CLAUSEN moved the rules be suspended, seconded by Mr. Mills and
carried to permit a question from Mr. Cortellino and Mr. Lafko
regarding date of the bond and the number of customers and water -
and sewer rates.
MR. MILLS moved the rules be resumed, seconded by Mr. Clausen and
carried.
Mr. Fulton was now present, and was asked by the Chair if he wished
to be recognized on the topic he had requested to speak on. Mr.'
Fulton did not wish to speak.
Deeds were received from Schoonmaker for the sewer lines in Rocking-
ham Farms 'Sewer District.
MR. CLAUSEN moved they be turned over to Mr. Quinn, Attorney to the
District, for his observation and recommendation, seconded by Mr.
Mills.

MR. HOLT moved that William S. Berg be appointed as a member of
the Town of Wappinger Board of Ethics. (Mr. Berg is resigning from
his position on the Town of Wappinger Conservation Advisory Council
to accept this appointment leaving a vacancy), and MR. HOLT further
moved that Mr. John Schouten be appointed to fill the vacancy on the
Town of Wappinger Conservation Advisory Council, seconded by Mr.
Mills.

MR. CLAUSEN moved for a five minute recess, seconded by Mr. Mills.

The meeting was called backtoorder at 9:10 P.M. by Deputy Supervisor
Louis Clausen.

A recomMendation had been received from the Recreation Commission

that Jean Beahan be appointed as a member of the Recreation Commission
to fill the vacancy left by the resignation of Mrs. Boscove.
MR. MILLS moved that Jean Beahan be appointed to fill the vacancy
on the Recreation 'Commission, her term to expire May 1, 1972.
A letter had been received from Mr. Joseph Allen (too late to be
placed on the Agenda) regarding some questions relating to the.
Rockingham Farms Sewer District.
Mr. Clasuen stated that Mr. Diehl had researched these questions,
had obtained most of the answers, and the information would be
forwarded this week to Mr. Allen from the Supervisor's Office.
A letter was received from Harry C. Calhoun, General Manager, U.S.
Cablevision, Inc. alerting the Town Board to some proposed New York
State Legislation,. which would substitute State issued franchises
on certificates for cable -TV operation_for the present locally
issued permits on contracts, is now being considered. Under these
proposals cablevision franchise fees would ,be paid directly to the
State. ,A.sample resolution was enclosed if the Board felt the
proposed legislation is not in the best interest of the community.
MR. FINNAN moved that Mr. Calhoun's letter be referred to the Attorney
to the Town. Seconded by Mr. Holt.
Motion Unanimously Carried
MR. MILLS moved any action on _changing the position Dog Warden to
Animal -.Warden be tabled. Seconded by Mr. Finnan.

Under new business the meeting was open to questions from the floor.
Mr., Harry Jeans, Rockingham Farms, inquired about the sandfilters,
and why the need for bonding resolutions when he understood he had
bought with the plant in existence to service him, why would he now
have -to pay further.
Charles Cortellino commented that it was his understanding that with
the deeding of Rockingham for one dollar that development was now
exempt from further capital improvement expenses.
Mr., Clausen said he thought it would be a good idea if the Town Board,
Mr. Quinn, and residents from Rockingham sat down together and got

the answers to all of the various questions concerning the Rocking-
ham district once and for all as to who is paying what.
Mrs. Alberta Roe wanted to know if the improvements would be made
before Angelbrook hooks in their big new buildings or if these condi-
tions (odor from plant) for a year or so, would continue, with the
added burden.
Art Bisom asked when the new speed signs for Myers Corners Road
would be installed. He was also disturbed about the striking out
of portions of minutes of the July meeting. He never heard of such
a thing. If this is done he said he would start proceedings. Mr.
Clausen answered that what the Board was saying was that the Town
Clerk's minutes of April and May stand as read, the Board felt it
necessary to put into the minutes that Mr. Bisom disagreed with those
minutes, that Supervisor Diehl stated that the Board was satisfied
with them and that the Attorney had stated that verbatim discussion
does not have to be included in minutes. Mr. Bisom was not satisfied
with this arrangement.
Harry Jeans asked for clarification on the voting in of the rezoning
for Lloyd Shopping Centers.
Charles Cortellino questioned work being done in Wildwood Drive on
the Storm Sewer Drainage, and indicated a few problems still in
evidence.
Tony Fellinger commented that if a meeting was to transpire between
the Board, Mr. Quinn and residents from Rockingham Farms Sewer District
it should be held at the Town Hall, and Alberta Roe asked if the meet-
ing could be taped.
Charles Cortellino brought up a problem with the intersection of
New Hackensack Road and Route 9.
Mrs. Schaub asked why the Rockingham Farms Sewer Plant couldn't be
enlarged now. Mr. Allen asked why there was a phone at the Rockingham
Farms Sewer Plant, as there was never anyone there to answer it.
Mr. Lafko spoke as an official of the L&A Filtration Corp. requesting

the Town Board to call a meeting relative to the new proposed rates
to the L&A Filtration Corp. that will commence January 1, 1971.
Under the Transportation Act after five years rates may be increased,
so, the L&A rates have to be increased as of January 1st, in order
to maintain the service that's being given now. So, after the meeting
with the Town Board, there could be a joint release on the rate
increase. He requested the meeting (executive) be held before the
1st of October, if possible.
MR. MILLS moved the meeting be adjourned, seconded by Mr. Holt and
unanimously carried.
