1969-10-02 PHA Public Hearing was held by the Town Board of the Town of Wappinger on October 2, 1969, at the, Town Hall, Mill Street, Wappingers Falls, New York, on Local Law No. 3, Year 1969, Fleetwood Water Rates. Present: Louis Diehl, Supervisor Louis Clausen, Councilman G. Donald Finnan, Councilman Leonce Heady, Councilman James Mills, Councilman Elaine H. Snowden, Town Clerk Others Present: Rudolph Lapar, Engineer to the Town Supervisor opened the Public Hearing at 8:40 P.M. The Town Clerk offered for the record, the Affidavit of Posting duly signed and notarized, and the Affidavit of Publication duly signed and notarized by Beatrice Osten, Editor -Publisher of the W&SD News. They are attached hereto and made a part thereof of the Minutes of this Hearing. Supervisor Diehl introdueed Ian MacDonald, Attorney for the Fleetwood District. Mr. MacDonald explained that Mr. Lapar, Engineer, did not have enough time to gather information on the flow of water sin control. For this reason he asked the Town Board t e the Town had cancel this hearing. They needed a full quarter in order to assess the rates. Mr. Incoronato asked what the rates would be. Mr. Lapar said he could not determine this at the p esent time and they would continue billing as they had been doing, then set another public hearing. MR. MILLS moved to cancel the hearing, seconded by Nr. Heady, and carried. The Hearing closed at 8:55 P.M. Elaine H. Mr. Ian MacDonald, Attorney, explained as he had at the previous hearing on -'Fleetwood Water Rates, that they would want the Town to have control for a full Lquarter in order to better assess therates, and asked for cancellation of the hearing. Joseph Incoronato asked about the rates. Mr. MacDonald said it could be set up within the weElc; they would continue the same billing for now and make adjustmerts in January. He figured it would be about 70% of the water usage. MR. HEADY moved to cancel this hearing to give, the Pngineer and Attorney more time to calculate the rates, seconded by Mr. Clausen. Supervisor Diehl called the meeting to order at 9:35 P.M. Present: Louis Diehl, Supervisor Louis Clausen, Councilman G. Donald Finnan, Councilman Leonce Heady, Councilman James Mills, Councilman Elaine H. Snowden, Town Clerk Others Present: Rudolph Lapar, Engineer to the Town The Town Clerk submitted the Budget Estimates to the Board for the Year 1970. MR. HEADY moved to accept the Budget Estimates, seconded by Mr. Finnan. Motion Unanimously Carried Reseignations of three Election Inspectors were received. Dorothy Miller (R), District #4. Mrs. Emma Finnan was recommended to fill the vacancy and Mary VanVoorhis (R), District #1 . Ethel E. Mihans was recommended to fill the vacancy. MR. MILLS moved to accept the resignations, and accept the recommen- dations of the Republican Committee Chairman to appoint Emma Finnan as an Election Inspector in District #4 and Ethel Mihans, Election Inspector in District #1, seconded by Mr. Clausen. Motion Unanimously Carried The following memo was received: Memo to: Town Board From: Joseph E. Ludewig, Building Inspector & Zoning Administrator Date: October 2, 1969 Item #1: The Oakwood Knolls Pump House is in need of repairs, and work should be done before cold weather sets in; otherwise, damage to equipment may occur. Since July of this year, I have tried to get contractors to give us estimates on doing the needed work, but up to this time have received only one bid. Town Attorney Rappleyea has advised that this work can be authorized by Town Board resolution, even though the job has not been advertised. I should like your authorization to enable me to hire LaDue Builders to do the job for a sum not to exceed $1, 600. Item #2: Mrs. Laffin has called to my attention that we have exceeded our budget allowance for additional office help. The reason for the need for extra help was that we have had far more activity during this year than was anticipated when the budget was prepared. We had as anticipated income in 1969, $6,000. We have to the end of September taken in, for Building Permit Fees alone, $12,339.00. Can the Board transfer $2,000 from the surplus income to Compensation of Employees account? s/ Joseph E. Ludewig MR. HEADY moved to authorize Mr. Ludewig to have work done in Oakwood for a sum not to exceed $1,600, seconded by Mr. Clausen. Motion Unanimously Carried The following Resolution was offered by MR. CLAUSEN who moved its adoption: Resolution Transferring Funds From Surplus of Building Inspector Fees to Planning Board -Compensation of Employees Be it Resolved that the sum of $2,000, surplus funds from the Building Inspector Fees transferred from account entitled "Building Inspector's Fees" to account entitled "Planning Board - Compensation of Employees." MacGill of the Zion Episcopal Church: Oct. 1, 1969 Dear Louis: This is an emergency request for your personal support to enable Dr. Stephen S. Chan to remain in this community. Dr. Chan has been associated with Doctors Brannan, Golding and Ballard for the last year in the Wappingers Medical Group. A native of Hong Kong, Dr. Chan holds the.M.D. degree from Albany Medical College and has completed all necessary training for the practice of pediatrics. He is a diplomate 44 f0' of the National Board of Medical Examiners. This means he is eligible for a license to practice in any state. BUT HE CANNOT BET A LICENSE BECAUSE HE IS NOT A U.S. CITIZEN: Immigration authorities are no help. He faces ultimate deportation unless the U.S. State Department changes his status. Congressman Fish has championed Dr. Chan's cause. He has arranged a hearing in Washington this month. If this hearing is favorable, we feel confident this fine young doctor can remain here, receive his license and continue the life-saving work for which he has been trained. I propose to attend that hearing personally, and take with me letters from community leaders like yourself, stressing the essential need we have for Dr. Chan here. The shortage of medical doctors in Wappingers is critical. The population has doubled in ten years, yet we have 40 per cent fewer doctors to reat twice as many people. Dr. Chan wants to remain here and the Wappingers Medical Group wants him to stay. Children's lives are literally at stake. You can help by writing to me promptly, by October 10, in support of Dr. Chan. I pray you will do so. s/ Robert A. MacGill RESOLUTION REQUESTING THE UNITED STATES OF AMERICA TO GRANT TO DR. STEPHEN S. CHAN THE RIGHT TO BECOME A UNITED STATES CITIZEN. The following resolution was offered by COUNCILMAN HEADY who moved its adoption: WHEREAS, there is a critical shortage of Medical Doctors in the Town of Wappinger and WHEREAS, Dr. Stephen S. Chan is duly qualified to apply for and hold a license to practice in the State of New York and WHEREAS, it would be beneficial to the residents of the Town of Wappinger if Dr. Stephen S. Chan were permitted to remain in the Town of Wappinger where he could practice medicine. NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Wappinger hereby requests the United States of America to grant to Dr. Stephen S. Chan the right to become a United States citizen and be it further RESOLVED that a copy of this resolution be forwarded by the Town Clerk to Congressman Hamilton Fish and United States Senators Javits and Goodell. Seconded by: Councilman Clausen Roll Call Vote: Supervisor Diehl: Ave Councilman Clausen Ave Councilman Finnan Ave Councilman Heady Ave Councilman Mills Ave Resolution Duly Adopted 0 ' Mr. Clausen said he had received calls from Wildwood residents complaining about one of the homes, on Widmer Rd. being used as a sales office by Malcornell even though he was not building in: the area at the present time. MR. CLAUSEN moved that this matter be referred to Mr. Ludewig for investigation, seconded by Mr. Heady. Motion Unanimously Carried An informal bid had been received from Franklin H. Slater Inc. to install light fixtures on the exterior of the entrances to the Town offices. MR. CLAUSEN moved that the bid of Franklin H. Slater, Inc. be accepted for furnishing and installing exterior light fixtures over the front entrances of the Town Hall, at the cost of $215.00. Seconded by Mr. Mills. Motion Unanimously Carried MR.
