MEETING OF THE TOWN BOARD OF
THE TOWN OF WAPPINGER
DUTCHESS COUNTY, NEW YORK
The undersigned, being all of the members of the Town Board
of the Town of Wappinger, Dutchess County, New York, do hereby
waive notice of the time and place of the holding of a Special
Meeting of said Town Board, and do hereby agree and consent that
the same be held on the 29th day of September, 1969, at 9:00
o'clock in the afternoon of that day at the Town Hall of the Town
of Wappinger, Mill Street, in the Village of Wappingers Falls,
Town of Wappinger, Dutchess County, New York, for the transaction
of all business which may properly come •-fore the meeting or any
adjournment thereof.

A Special Meeting of the Town Board of the Town of Wappinger was
held on September 29, 1969.
Supervisor Diehl called the meeting to order at 9:15 P.M. All
Board members being present and having signed the above waiver,
each for himself.

MR. MILLS moved that the following letter be placed on record,
seconded by Mr. Clausen.

Gentlemen:
I have made several inspection trips to the Wappinger CATV
Antenna Site and would like to give the following report as of
this date.
All of the new antenna are installed and a complete change-
over has been accomplished as of Sept. 20, 1969. Since then, I
have taken the following data and signal strengths off the
antenna feeding the New York Telephone Co. distribution equipment
(Sept. 27, 1969.)

The minimum signal required by New York Telephone is 200
micro -volts while the signals from the antennas (above data)
show all channels have a very large signal margin. I have met
the Design Engineer, Mr. Steve Biro, from Vikoa Co. and we
have verified the antenna azimuth. Co -channel interference
which we have seen in the past has been greatly minimized.
The use of the water tank as a reflector plus computerized
antenna stacking distances has brought the co -channel suscept-
ibility from 90% down to 40%. The signals now provided by
the new antenna are a vast improvement and greatly welcome.
Mr. James Boyle of the CATV Committee has been in contact
with Mr. Calhoun and has indicated that the Wappinger local
channel 12 will begin construction in the near future.
When the transfer takes place, I would like to have the
office and home phone number of Mr. Calhoun so as to keep the
same liaison and immediate problem solving capability.

Mr. Mills recommended that they follow through on the last para-
graph of Mr. Valentine's letter.
Mr. Diehl mentioned that he had been in touch with Mr. Boyle, one
of the CATV Committee members and he was pleased with the progress
of the installations.
Mr. Rappleyea said that Mr. Ludewign's office had issued C.O's.,

the shrubs were already in, and that all fees had been paid to the
town ($1,500).
The Balance Sheet from Highways Displays Inc., done by Mr. Bernstein,
CPA, was presented. (On file in the Town Clerks' office)
Mr. Aiehl.spoke about some trouble areas, Peters Rd. and Apple
Blossom Lane, and asked the public if they had any complaints.
Mr. Art Bisom claimed he had considerable difficulty with reception
and was withholding some of the rent due because of this. He wanted
to know if the new company would be responsible for the reception.
The Board reassured him that the same agreement was carried on with
this new company and they would be just as responsible as Highways
Displays was. They were sure it would continue the same way, with
Mr. Valentine working on complaints as in the past.
Mr. Mangold, Attorney, stated that the company was trying to locate
an office in the Wappinger area under the new name of Wappinger CATV
Inc.
MR. HEADY moved that the Supervisor be authorized to sign the
assignment and agreement between US Cablevision and Wappinger CATV
Inc., and the next fee to be payable on their anniversary, June 21,
1970, seconded by Mr. Mills.

Gentlemen:
As per the request and suggestion of Mr. Allan Rappleyea,
Attorney for the Storm Sewer Projects, I am herewith providing
a statement of the monies already expended and an estimate of
future expenditures under Contract #1, and the proposes modifi-
cations to Contract #2 so that the contract awarded will be
within the monies available.

These estimates are based upon the information now available
and are subject to change as conditions are found to exist during
construction.
An alternate to the reductions of various projects would be
the elimination of one complete project, such as Dennis Road and'
Gary Place, until such time as funds are available for that
project.
The use of any of the Storm Sewer Project funds for Wheeler
Hill (Arterst Lane) Road extension is economically out of the
question, without the complete elimination of at least one
project.

MR. MILLS moved that the Supervisor be authorized to sign the
contract with Alexander Enterprises for the Town of Wappinger
Storm Sewer Prject #2 in accordance with contract agreement.

Mr. Mills asked the Town Clerk to write a letter to Dutchess
Sanitation and request they do not pick up refuse between the
hours of 9:00 P.M. and 7:00 A.M., in the Town of Wappinger.
The Town Clerk read a letter from Air Survey Corp. on the sale
of the tax maps. Mr. Rappleyea asked about payment of these and
stated that the agreement was not acdeptable to him, since there
was no date of payment stated.
Motion made by MR. DIEHL and seconded by Mr. Clausen giving Mr.
Rappleyea permission to send agreement back to get definite date
that we will be paid.
Motion Unanimously Carried
Mr. Rappleyea had received a letter from the County Board of
Representatives asking if the Town of Wappinger had any objection
to the sale of a parcel of land in the name of Calvin Davis, that
the County had acquired for non-payment of taxes.
MR. HEADY moved to refer this to Mr. Leskow, Chairman of the
Assessors (copy to Williamson), seconded by Mr. Clausen.
Motion Unanimously Carried
Mr. Clausen requested a letter be sent to Mr. Williamson asking
for a list of parcels for sale in the Town.
MR. CLAUSEN moved to adjourn the meeting, seconded by Mr. Finnan.
