WAIVER OF NOTICE OF SPECIAL
MEETING OF THE TOWN BOARD OF
THE TOWN OF WAPPINGER
DUTCHESS COUNTY, NEW YORK
The undersigned, being all of the members of the Town Board of
the Town of Wappinger, Dutchess County, New York, do hereby waive
notice of the time and place of the holding of a special meeting of
said Town Board, and do hereby agree and consent that the same be held
on the 17th day of March, 1966, at 7:30 o'clock in the afternoon of
that day at the Town Hall of the Town of Wappinger, Mill Street, in
the Village of Wappingers Falls, Twwn of Wappinger, Dutchess County,
New York, for the transaction of all business which may properly come
before the meeting or any adjournment thereof.

A Special Meeting of the Town Board, Town of Wappinger, was held on Thursday
evening, March 17, 1966, at the Town Hall, Mill Street, Wappingers Falls,
New York, for the purpose of any business which may properly come before the
Town Board.
Present:

Meeting was called to order by Mr. Fulton at 9:15 P.M.
Mr. Brenner of Adler -Brenner Associates was present to discuss briefly
a feasibility report on a sewer district in the proposed Rockingham Farms
District and other adjacent areas.
Discussion was held on the trio problems with Mid -Point Park - sewers and
consent to form a water company. Carl Silber and the County Attorneys' Office
have reached a satisfactory agreement for an option on a water company and the
County Water Department to take it over. There seems to be no objection now
of the Town giving the consent. Mid -Point will come before the Board in Execu-
tive Session on March 24th for a more detailed discussion.
Discussion then revolved around the formation of a possible sewage dis-
trict involving Schoonmaker Development and 'satellite" developers. These
satellite districts are in a position where it is feasible, to hook up with
Schoonmaker and a desire has been expressed by them to build collection systems
and trunk lines coming down to Schoonmaker at their own co&t. Indications
are that there is some willingness on the part of the surrounding developers
to put up a fund between them which wouldbe available, pairtially for con-
struction of the sand filters in the Schoonmaker Developmeit, partially sur-

plus to the Town for future expansion of the Plant. Under private ownership,
Schoonmaker's plant is geared for 500 houses; under municiial ownership, the
plant, as it will be when finished, will 'provide service for considerably
more. A passibility arose that on the return date of the ichoonmaker hearing,
the "satellite" developers could come in with another petition to have the
boundaries of the initial district increased to include thbm and provide an
inter -connected and inter -dependent district which is permissible under the
statute, and later the Board could adopt a resolution' and snake an order
establishing the sewer district.
Mr. Quinn stated that a mandamus was served on Mr. Fulton by Ye Olde
Apple Orchard. In essence, more developers will follow suit unless the sewer
districts in some way become a reality. The State Health Department is also
demanding a progress report. At this public hearing, a determination must be
made that petitions are properly signed, etc., and some engineering report as
to the fact that this is a sound, workable proposition must be available.

Mr. Bulger: I would like to move that the Attorney to the Town be
empowered to contact the necessary parties to start action to form a sewer
district comprisinp the areas commonly known as Schoonmakers, 'Edgehill III,
Ye Olde Apple Orchird, Angel Brook Estates, and any other parties who may be
effected by the establishment of such a district so that, with all due speed,
these applications may be submitted to the Town Board for its consideration.
Seconded by Mr. Clausen. Motion Carried Unanimously
Mr. Fulton made a motion that Joseph Costa be appointed a Constable
for the Town of Wafpinger. Seconded by Mr. Diehl. Upon roll call, the
vote was as follow:

Mr. Fulton stated that he had been contacted by phone by Mark Ritter
and that a date had been set for Saturday, March 19, some time between
10:00 A.M. and 3:00 P.M. for Mr. Ritter and his attorney to talk with Mr.
Fulton and Mr. Quinn.
Mr. Clausen asked for Mr. Kelley to have a written report on the general
feasibility of the Schoonmaker Plant - flood plane, flow of creek, etc.,
available for the next meeting. Mr. Kelley felt that he could have the report
ready, but might have to employ Dr. Wharton.
Mr. Knud Clausen presented the fact that one of the town trucks had an
accident in Oakwood Knolls. Mr. Clausen was directed to speak to Harold
Reilly for disposition of this matter.
Regarding the request of pr. K. Clausen at the last meeting for someone
to approach residents for rights -of -ways on roads, Mr. Diehl said that Harold
Myers, formerly of Central Hudson, is interested.
Mr. Diehl suggested the name of George Brannen and Mr. Clausen submitted
the name of Bill Ryan to serve on the committee to investigate the possibilities
of First Class Township.
Mr. Bulger made the motion for adjournment, seconded by Mr. Clausen.
Motion Carried Unanimously
