1965-04-08 RGMThe regular monthly meeting of the Town Board, Town of Wappinger wa s held on Thursday evening, , 1965, in the _Town Hall, Mill St., Wappingers Falls, N. •Y. Present: -Supervisor -Richard H. Linge, Councilmen --Gorge Robinson & Louis Diehl, Justicesof thePeace-- William J. Bulger & Vincent S. Francese, Sup- erintendent of Highway -Robert Lawson, Engineer for Town -Vincent Kelly, Attorney for Town --Harold H. Reilly, Building Inspector --Joseph Ludewig, Town Clerk --Helen L. Travis. The meeting was opened at 8 P. M. by Supervisor Richard H. Linge. Supervisor Richard H. Linge advised the Board that they had received copies of the minutes of the Special Meeting, dated February 11, 1965, and the regular meeting dated March 4, 1965, what is their pleasure on same. Motion was made by Councilman Robinson and seconded by Justice of the Peace Francese that the minutes be accepted as read. Motion carried The following bills were presented. General Fund $3,722.59 Highway Fund $4,426.63 Motion was made by Justice of the Peace Francese and seconded by Councilman Robinson that the bills be paid subject to audit. Motion carried The following reports were presented. Building Inspectors report for the month of March 1965 Building permits issued for: 35 Single Family Residences 3 Residence Additions 38 Total permits issued for March Value of Construction $630,500.00 Fees Collected & Turned over to Town Clerk $618.00 Miles Traveld_on -Zoning & Building Inspection by 215 Building Inspector Miles traveled on Building Inspection by 500 Deputy Building Inspector March and part of Eeb. Respectfully submitted --Joseph E. Ludewig. During the month of March, 1965, the activities listed below were handled in Justice Court: (1) 29 motor vehicle cases handled showing $465.00 collected in fines. (2) 3 civil cases handled showing $6.00 collected in fees and filing costs. (3) 1 criminal case handled. (4) 1 criminal warrant issued. A total of $471.00 has been forwarded to the State Dept. of Audit and Control. At the close of the month, I was holding $225.00 in pending motor vehicle cases and $100.00 in a pending criminal case. Bulger A letter was read from the Homemakers NU Club asking permission to present a First Aid Kit to the Town Board. The following members of the Homemakers 4 H. Club presented a First Aid Kit to the Town Board, Susan Lozier, Debbie Harrington and Mary Jane Brannen. The First Aid Kit was accepted by Supvervisor Richard H. Linge who thanked the group very much for same. Motion was made by- Justice of the Peace Francese and seconded by Councilman Robinson that the Town -Clerk write a letter of thanks to the group for the First Aid Kit. Motion carried. A letter was read from the Town of Wappinger Republican Club stating the Club was in favor of the Town goring from a second class Town to a First Class Town. A letter was received from the Veterans Administration, Washington, D. C. in reference to Castle Point Hospital. The Town Clerk scanned through the letter and stated same would be on file with the Town Clerk in her office so that anyone could read same if they so desired. Letters were read from Senator Javits and Senator Kennedy in reference to Castle Point Hospital. 223: Letter was read from the Association of Wildwood Forest outlining the problems of the residents of same. $bg4neef for the Town Vincent Kelly gave a report of roads in 'Wildwood stating that roads are passable, but not to comfortable. The group asked if they could be told just how far they can go. Mr. Kelly sug- gested that they have a conference with the Developers, Builders, Officers of the Association, Town Board, Town Engineer, Town Attorney and Towb High- way Superintendent, to see what could be done in reference to completion of roads. Mr. Traaeger of Wildwood enumerated some points. Mr. N. Gallagher spoke about the ditch. Mr. Henry Bing spoke about roads and ditch. Mr. Broussard spoke on roads and di6ch. Motion was made by Justice of the Peace Bulger and seconded by Councilman Diehl that a meeting be held on Tuesday, March 13, 1965 at 8 P. M. in the Town Hall, with the members of the Town Board, the. Developers, the Builders the officers of the Wildwood Assoc., Highway Superintendent, Attorney for. the Town, Engineer for the Town, to air the problems of the Developement and to see what can be done to solve the problems. Motion carried Mr. Cortellino spoke on road and ditches. Mr. Kevin asked who determined the amount of bond. Mr. George Leibler spoke about roads in Kretch Circle Town Clerk is to check into the matt4r of Kretch Circle and Iget information to Attorney Reilly. A proposed ordinance for closing establishments on Memorial Day and Fourth of July was presented. Motion was made by Justice of the Peace Bulger and seconded b4 Justice of the Peace Francese that a public hearing be held on the Above ordinance on Thursday evening, April 29th,.1965 at 7:30 P. M. in the Town Hall, Mill Street, Wappingers, Falls, N. Y. Motion carried A petition was presented from "edidents of Wildwood Forest objecting to building of swimming pool. The Board ordered this referred to the Planning Board. An ordinance was presented to the Board from Aldricg & Aldrich for a change in the Zoning Ordinance. The Board ordered this referred to the Planning Board. An ordinance was presented for the excavating of Streets. Motion was made by Justice of the Peace Bulger and seconded by Justice of the 224 Peace Francese that the Ordinance on the excavating of Streets be brought up at a Public Hearing on Thursday evening, MarApril 29thip 1965 at 8 P. M. in the Town Hall, Mill Street, Wappingers Falls, N. Y. Motion carried Councilman Diehl asked Engineer Kelly what progress he could report on the program to improve the Highways, Engineer Kele said he would have his report ready by the latter part of July or 1st of August, in plenty of time to prepare the budget for the coming year. Councilman Diehl suggested that the Town Board get in touch with the Sheriffs office and see just what we could get in the line of patrolling in the Town- ship. The Town Clerk to contact Sheriffs Office and make a date for a meeting. Councilman Diehl asked that notification be given to Junk Dealers about the coming adjustments according to Planning Board. Mr. Ludewig suggested the Town Board meet with Mim and go over this and also that amendment in reference to signs, before anlpthing is done. A resignation was read from J. B. Zwynenburg from the Zoning Board of appeals. Motion was made by Justice of thePeace Bulger and seconded by Justice of the Peace Francese that the resignation of Mr. Zwynenburg be accepted with regret and that a letter of appreciation be sent to him by the Town Clerk. Motion carried Motion was made by Justice of the Peace Bulger and seconded by Justice of the Peace Frances that Richard E. Jacobson be appointed to Zoning Board of Appeals to fill outthe unexpired term of J. B. Zwynenburg. Motion carried Highway Superintendent Lawson presented the following bidsona Dump Truck. Mack Truck, Inc. --------$$13,482.00 Ralph C. Herman, Inc---- $13,345.00 Intermational Harvester Company ----$10,644.00 Justice of the Peace Bulger suggested that the Town look into the purchasing of this truck through the State before accpting the bids. Councilman Diehl suggested that these ppecifications be wewritten-so that all Companies could bid on same. Motion was made by Justice of the Peace Bulger and seconded by Councilman Dieije that the minding awarding of the Dump Truck be held over until a later date. Motion carried 225 /1?-ra-(147E-1) Supervisor Linge-oeiteres4ed that he had the report on the Census just completed - 15,696. this was an approximate gain of 6,100 over the 1960 census, and would make an approximate gain of $20,000 per year in'State Aid. Specifications for repairing the Town Hall were presented and due to the fact that some of the Board had not looked at them'they were laid over for a speci41 meeting. Justice of the Peace Francese reported on -the re-routing of Route 9 and turned a new map of same over torflioniig Board. A letter was read from the Planning Board in reference to re -zoning of the Beatrice Irving property. They still were against -re -zoning phis because it would caase Spot zoning but that they recommended that the Board meet with them to plan changes in ordinance. Carl Silver presented on behalf of Wappingers Farms asking for permission to form a Sewerage Corp. This was referred to the Town Attorney for his attention. Motion was made by Justice of thePeace Bulger and seconded by Councilman Diehl that a meeting be set with the Planning Board. Town Clerk A special meeting of the Town Board, Town of Wappinger was held in the Town Hall, Mill Street, Wappingers Falls on Tuesday evening, 1965. Present:-Supervisor-Rochard H. Linge, Councilmen-George Robinson & Louis Diehl, Justices of the Peace -William J. Bulger and Vincent S. Francese, Attorney for Town-Harold H. Reilly, Engineer for the Town-Vincent Kelly Superintendent of Highways-Robert Lawson, Building Inspector-Josepg E. Ludewig, Town Clerk-Helen L. Travis. Also attending were--Fred. Lafko, David Alexander, Malcolm Cornell, James J. Keain, Kenneth Russ, Chairman of the Wildwood Association and six members of the Association. Meeting was opened at 8 P. M. by Supervisor Riachard H. Linge. Chairman of Wildwood Association read letter outlining their complaints on matters in Wildwood Forest. Supervisor Linge then took these matters up separtely with the Developers and Builders. After much discussion about the road situation the following promise was made. Mr. Fred Lafko, promised for the Skyview Developemtnt Corporation, that the following roads, Wildwood Drive through Russ Place, Russ Place, Dana Place and Brian BPace, would be completed by July 4, 1905. Supervisor Linge assured Mr. Lafko that the Town would provide police duty for two wehks at the completion of the job, to re-route trucks to the rear entrance. The rest of the roads would be completed by October, weather permitting. if Supervisor Linge asked Al an effort could be taken to keep the roads in a little better condition. Mr. Lafko stated that as the weather improved and due to the fact that there would not be as many Chucks on the roads that they could keep them in better condition. The ditch was then discussed. Mr. Lafko said this is called a Moat not a ditch. The original plans call for this as it is needed for drainage. It will be partially filled up and when completed will be landscaped. This Moat will be finished before the roads are finished. Chairman of the Association stated that the Association was not formed to make trouble for the builders and developers but to help the people of the development obtain their needs. The next problem was the SwQriming Pool. Mr. Lafko advised the people that this was in the orgginalpipii.
