1963-04-04 RGM280 The regular meeting of the Town Board, Town of Wappinger was held on Thursday evening, April 4, 1963, in the Town Hall, Mill Street. Present: -Richard H. Linge, Supervisor, Councilmen -Malcolm Hait & George Robinson -Justices of the Peace -William Bulger & Vincent Francese-Town Engineer -Charles Maneri, Town Attorney -Judson Williams, Deputy Town Clerk -Agnes Grosenbeck. The meeting was called to order at 8 P. M. by Richard H. Linge, Supervisor. The minutes of the March meetingmx were read. Motion was made by Councilman Hait and seconded by Councilman Robinson that they be accepted as read. Motion carried The bills for the month of March were read. Motion was made by Councilman Robinson and seconded by Justice of the Peace Francese that the bills be paid. Motion carried. Motion was made by Justice of the Peace Francese and seconded by Councilman Robinson that the above be accepted. Motion carried Motion was made by Councilman Hait and seconded by Councilman Robinson that Louis Ecks letter be returned to the Planning clarification Board for better txdauckilimmktaxxsubject to Town Attorneys pleasure. Motion carried A letter was read from Mr. Berger, Tall Trees,in reference to re- zoning. Motion was made by Councilman Hait and seconded by Councilman Robinson that this be turned over to the Planning Board for further Clarification. Motion carried A letter was read from Reed & Reed in reference to Saul Shapiro, Salvage Yard License.. Motion was made by Councilman ;Hait and seconded by Councilman Robinson that the letter be tabled for further discussion. Motion carried A letter was received from G. B. Brannen,' Chairman of the Town of Wappinger Democratic Committee, in reference to dividing 282 election Districts, 3 & 4. Supervisor Linge stated that there was a committee working upon this at the prsent time. Letter was read from the Chelsea Fire Company, Inc., in re- ference to the closing off of a section of public right of way ;in Chelsea by the New York Central Railroad. Council- man Robinson reported that a survey was being made to see what could be done about this matter. Supervisor Linge spoke on the re -valuation study, stating they had received figures from quite a few companies and expected some additional ones, but that they were going ahead as re- pidly as they could. A letter was read from Mr. Ferrante, in feference to Fleetwood Apartment project. Mr. Ludewig stated that he had not completed his investigation and intended to continue further study of same. Russell Aldrich presented map for extension of Hughsonville Light District, and submitted the date of April 25, 1963 at 8 P. M. for a public hearing on same. Motion was made by Councilman ;Haft and seconded by Councilman Robinson that a public hearing be held on April 25, 1963 at 8 P. M. in the Hughsonville Firehouse, Hughsonville, N. Y., on the propesed extention of the Hughsonville-Lighting Dis- trict. Motion carried. Councilman Hait offered the following resolution and moved its adoption: RESOLVED, that a public hearing be conducted by the Town Board of the Town of Wappinger in the Hughsonville Fire House on Old Hopewell Road, in the Town of Wappinger, New York on the 25th day of April 1963 at 7:30 o'clock P.M. in the afternoon of that day upon a proposed ordinance which reads as follows: The Town Board of the Town of Wappinger, Dutchess County, State of New York does here- by enact the following ordinance: 1. The Town highway, known as Dean Ave- nue, connecting Old Hopewell Road and New York Route 9D in the Hamlet of Hughsonville, in the Town of Wappinger, New York, is hereby designated as a one way street, over the en- tire length thereof for use only by traffic proceeding over said Dean Avenue, or any part thereof, westerly from its junction with Old Hopewell Road to its junction with: said New York State Route 9D. 2. No person shall operate any vehicle over said Dean Avenue, or any part thereof, except in a westerly direction. 3. A violation by any person of the within ordinance is hereby designated to be a traffic infraction punishable by a fine of not to exceed $100,,00 or by imprisonment for not to exceed thirty days, or both such fine and imprisonment. 4. This ordinance shall become effect- ive ten (10) days following publication and posting as prescribed by Section 133 of the • 28 41 The attached reports were read from Justice of the Peace Francese and Bulger. Town Law. Councilm Robinson seconded the ddoption of the foregoing resolution and upon a roll call vote the following was the result. Supervisor Linge voting --Yes Justice of the Peace -William Bulger -voting --Yes Justice of the Peace -Vincent Francese-voting--Yes Councilman Hait, voting-- Yes Councilman Robinson -voting --Yes. Supervisor Linge therupon declared the resolution duly adopted. Building Inspector, Joseph E. Eudewig, reported he had issued 16 reports, totaling $213,006.00 and fees of $224,50 for the month of Eebruary 1963. Town Attorney Judson Williams spoke on sewerage at Flcletwood. Councilman Hait reported on Citizens Committee for new Town Hall.This committe to consist of a member from each Civic Association of the Town. Councilman Hait and Councilman Rob- inson to work with them until they get started and they they will resign leaving it to the committee so that it will be a non-political situation. A date will be set for the meet- ing and letters will be sent by the Town Clerk to the dif= ferent Associations. Bids were received from the following Companies: Spoor-Lasher Company, Inc.-- Leemac Sand & Stone Copp.-- Dutchess Quarry & Supply Co., Inc. Circle Sand & Gravel, Inc. Mr. Maneri recommended that the following bids be accepted. Liquid Asphalt --Spoor -Lasher Co., Inc. Hot Mix & Kotal--Dutchess Quarry Stone & Gravel--Leemac Sand & Stone Corp. Motion was made by Councilman Hait and seconded by Justice of the Peace Francese that the recommendations of Mr. Maneri be accepted and bids awarded/ Motion carried Mrs. Sramek, Stoneykill Road made a complaint in reference to undesirable property adjoining her property on Stoneykill Road. Supervisor Linge referred this to Mr. Ludetirig for investigation. Mr. Bisom called for report from Mr. Thornton on assessments. Mr. Thornton stated assessments will be finished by May 31, 1963. A monthly report from assessors is under consideration. Mr. Bisom asked for a report from Mr. Donald Savory for Civil Defense. A discussion was held on the Dog Ordinance. Those taking part were Irving Buck, Michael Donovan & Fred. Koehler. Motion was made by Councilman Hait and seconded by Justice of the Peace Francese that Town Superintendent of Highways, Kenneth Croshier be authorized to advertise for bids on a Tractor -mounted back hoe, front end loader for the High- way department use. Linge and the Town Board, Town of Wappinger: The following is a report of the actions handled by me in my official capacity as Justice of Peace of the Town of Wappinger, Wappingers Falls, New York, during the month of March, 1963: (1) Twenty four vehicle and traffic cases were closed showing a total of Three hundred and ninety five (395.00) collected in fines. (2) Two criminal actions closed showing no monies collected in fines or forfeited bonds. (3) Two civil actions closed showing $4.00 collected for filing fees. (L.) Fines and fees collected were forwarded to State Dept of Audit & Control totalling $399.00. $2.00 is being held by me in my official capacity of Justice of Peace in the official bank account of this office for filing costs in a pending civil action which was not closed by March 31, 1963.
