1963-02-21 SPMtri A special ;meeting of the Town Board, Town of WapPinger was held on Thursday evening, Februa;ry 21st, 1963 in the Town Hall, Mill Street. Present: -Supervisor -Richard H. Linge, Councilmen -Malcolm Hait and George Robinson, Justice of the Peace-Vincnet Francese, Superintendent of Highways -Kenneth Croshaer, Town Engineer - Charles Maneri, Tthwh Attorney -Judson Williams, Town Clerk - Helen L. Travis. The meeting was opened at 8 P. M. by Supervisor, Richard H. Linge. A letter of resignation from HowardG.Winne as Chairman of the Board of Supe: cors was read. A motion was made by Councilman Robinson and seconded by Councilman Hait that Mr. Winne*s resignation be accepted with regret to take effect February 21, 1963. Motion carried A motion was made by Councilman Hait and seconded by Just±ce of the Peace Francese that the Town create the office of and that his bond be set at $4,000.00 Deputy Highway Superintendent/ Motion carried Superintendent of Highways, Kenneth Croshaer appointed Robert Croshier to fill this office. A bond in the $itount of $4,000000 covering the SuperinAtendent of Highways was presented. Motion was made by Councilman Hait and seconded by Justice of Peace Francese that this bond be . accepted. Motion carried Motion was made by Councilman Hait and seconded by Justice of the Peace Francese that William J. Bulger be appointed Justice of the Peace. Motion carried. 272 Motion was made by Councilman Hait and seconded by Councilman Robinson that the Justice of the Peaces salary be set at $1200.00 annually. Motion carried Motion was made by Councilman Hait and seconded by Councilman Robinson that Joseph Fulton be appothnted Assessor be replace William Rutledge, term to expire December 31, 1963. Motion carried Motion was made by Justice of the Peace Francese and seconded by Councilman Robinson that Kenneth Thornton be appointed Assessor to replace Howard G. Winne, term to expire Dec. 31,. 1963. Motion carried Motion was made by Justice of the Peace, Francese and seconded by Councilman Hait that Kenneth Thornton be appointed Chairman of the Board of &upe sers. Motion carried. Motion was made by Councilman Hait and seconded by Councilman Robinson that the salaries be $2,000.00 for the Chairman and $1,900.pp for the Assessor. Motion carried Motion was made by Councilman Hait and seconded by Councilman Robinson that Joseph Ludewig, be appointed Zoning Inspector at a salary of $1800.00 per year. Motion carried Motion was made by Councilmam Hait and seconded by Councilman Robinson that the above motion be amended to read Zoning Inspector and Deputy Building Inspector. Motion carried Motion was made by Councilman Robinson and seconded by Justice of the Peace Francese that the following be appointed to the Zoning Board of appeals. John Zwynenburg-One Year, Robert L L'Archevesque--2 Years, Wilmer Ifill--3 Years, Thomas Graham 4 Years, Kermit %O Becker -5 Years. Motion carried Mo6ion was made by Justice of the Peace Francese and seconded by Councilman Hait that Kermit Ert Baker be appthonted Chatiman od the Board of Appeals. Motion carried Motion was made by Councilman Hait and seconded by Councilman Robinson that the following appointments be made., -A. W. Vandewinckel -Planning Board for the unexpired term of Albert Schottler. Reappoint James Stacklum for a term of 7 Years. Motion carried Motion was made by Councilman Hait and seconded by Councilman Robinson that a Hearing on the Salvage Yard Ordinance for Bail Shapiro doing business as Sals Auto Parts, Widmer Road and William F. Witchey,'doing business as Midway Gas & Ser- vice Stataoni Route 9, be held on March 14, 1963 at 8 o'clock at the Wappingers Junior High School liudlLuLium. Motion carried. Motion was made by Councilman Hait and seconded by Councilman Robinson that an informal hearing be held on March 21, 1963 at the Town Hall, Mill Street at 8 o'clock for the purpose of discussing the possibility otof a dog ordinance. Motion carried Motion was made by Councilman Robinson and seconded by Justici;- of the Peace Francese that the Board go on record as expresing their regrets over the passing of former Justice of the Peace Joseph F. Kelly whopassed away on Rriday, February 8, 1963. The Board expressed their deepest regrets on the loss of their 214, former member and passed on their condolences to the Kelly family. "Joe" as he was fondly known to the board members will always be remembered for his outstanding services both to the Town Board and to the Town in general as a public of;icial and as a friedd.His death was a personal loss to all members of the board and they all expressed their great- est sympathy. Motion carried. Mr. Bulger expressed his thanks to the Board for his appointment as Justice of the Peace. Kenneth Croshier brought up the question of Plowing Roads for the County. The Board agreed to look ;into this matter before next year. Grover Roth -Ardmore Drive spoke about the issuance of building permits. WilliamsRyan asked aboutbkiiding a new Town Hall.
