1960-11-10M The regular monthly meeting of the Town Board, Town of Wappingers was held in the Town Halls on Thursday evening, November 10, 1960. Present:- upervisor-Richard H. Li.nge; Justices of the peace -Joseph F. Kelly and Edward B. Beatty, Councilmen -Emory J. Hager and Malcolm Hait; Superintendent of Highways -Charles Mewkill, Sr.s Town Engineer -Charles Manei^i.s Town Attoreney-James J. Lyons., Town Clerk -Helen L. Travis. The meeting was opened by Supervisors Richard H. Linges at 8 P. M. The Minutes of the Latt Meeting were read. A motion was made by Judge Kelly and seconded by Councilman Hait that the Minutes by approved as read. Motion carried. A letter was read from Samuel Rosen pertaining to the Kart -O -Rama matters asking that the Board meet with all interested parties before anything is done on the matter. A motion was made by Judge Beatty and seconded by Councilman Hager that a special meeting be held with all interested parties on Bovember 17, 1960 at 8 o'clock. Motion carried. GBNERAL FUND "--Cent. Supervisor Linge appoint Councilmen Emory J. Hager and Malcolm Hait as a committee to look into this matter. Mr. Effron appeared for I.C.B. M. Homes, Inc., asking Town to take over acceptance of roads, and presenting a performance Bond for $17,000.00 MAT guaranteeing completion of same. Papers were not complete, the matter was laid over until the special meeting on November 17tho Bids were opened for a spreader as follows: H. 0, Penn Company,22820.00 Old Capital Motors, Inc. -,21838.00 A Resolution was made by Town Councilman Malehlm Hait and seconded by Justice of the Peace, Joseph F. Kelly, Whereas, the Town Superintendent of Highways did, on the 10th day of November 1960, duly recommend the pruchase of certain machinery pursuant to the prov- isions of Section 142 of the Highway Laws Now, Therefore, Be it Resolved that pursuant to Section 142 of the Highway Law the Town Superintendnet of Highways is hereby authorized to purchase, in ac- cordance with the provisions of Article 5-A of the General Municipal Law, with the approval of the County Superintendent of Highways, the following: One new Hi -Way Model "E", 9 foot spreader with #2 chain, 24'1 wide con- veyor -18 H. P. air coiled Wisconsin engine with starter generator battery - auxiliary throttle control -vacuum clutch 20 for a maximum price of Two Thousand Eight Hundred Twenty and------- No/100 Dollars ,2,820.00), delivered at Town of WaF:pinger Garage, Wappingers Falls, N. Y. and to be delivered on or about December 10th, 1960 The Town Superintendent of Highways is hereby authorized., subject to the approval of the County Superintendent of Highways to surrender to the vendor ---------------- as part payment for the above machinery to be purchased. The terms of payment will be as follows: Check drawn on Machinery Fund ,2,820.00. A contract of purchase for the item purchased shall be duly executed be - twee 09of tween the Town Superintenden t of Highways and such vendor, and when duly approved by the County Superintendent of Highways, it shall become effective. When such contract has been duly executed and approved, the Supervisor is authorized to complete such, pur;hase upon delivery of the item purchased in accordance with the terms of such resolution and such contract, and to pay the above amount specified to be paid by check drawn on the Machinery Fund (Item3) for $2,820.00 `Tote of Town Board (Aye) -Richard H. Y. do hereby certify that I have compared the prceding copy of a resolution with the original thereof, duly adopted by the Town Board of such Town at a regular meeting of such board held on November 10th and that the same is a true and correc t copy of such resolution and of the whole thereof. Travis Town Clerk Bids were opened for a 1/2 Ton Pickup Truck as follows: Mid Hudson Mhevrolet, Inc. --$1,750.00 Hoffman Ford Motors, Inc ---$1,779.16 A motion was made by Councilman Hait and seconded by Judge Kelly that these bids be laid over until the next meeting, giving the Superintendent of High- ways a chance to look over theses trucks. Motion carried M Mr, Artium Bisom appeared before the Board asking what had been done about Trailer Ordinance$, Mr. Conte, Chairman of the Planning Board state that work was going forward on this ordinance* The bills for the month of Betober were read. A motion was made by (fudge Beatty and seconded by Councilman Hait that the bills be paid. Motion carried. The following resolution was presented by Judge Kelly and seconded by Council- man Hait. WHEREAS, the Town of V(appinger has heretofore applied to the New York State Department of Corunerce for Fedeal and State aid in an urban planning assistance project under the provisions of the Federal Housing Act of 1954, as amended and Subdivision 27 of Section 100 of the Commerce Law of the State of New York, and such application is beim processed for approval and acceptance by the Urban Renewl Administration and the Commisioner of Commerce of toe State of New York, and WHEREAS, in order to secure the benefits of said urban planning assistance program it is necessary for the Town of Wappinger to con- tribute twen five per centum (25%) of the total cost and to enter into a Project Agreement Grant with the New York State Department of Commerce, now be it RESOLVED, that the Town ow Wappinger hereby appropriates the sum of Six Thousand Two Hundred and Fifty Dollars ($6,250.00), or so much thereof as may be necessary to contribute twenty-five per centum (25%) of the total cost of said project, to be paid to the State of New York, on condition that the above mentioned application is approved by both the Urban Renewal Adminis- tration and the Commissioner of Commerce of the State of New York, and be it further r 4,ved RESOLVED, that Richard H. Linge, be and he hereby is authorized and directed to execute on behalf of the Town of Wappinger the Project Grant Agreement to carry the foregoing into effect. A Resolution was made by Judge Kelly and Seconded by Judge Beatty as follows: RESOLVED that in the interest of the orderly and systematic Development of the Town as q whole all recomendations as to Playground sites and Park Areas mad e by the Park Commission, be first submitted to the Planning Board for its approval. Resolution carried, Motion made by Councilman Hait and seconded by Judge Beatty that Dwight Robbins be appointed Dog enumerator for the year 1961, with the written understanding that he have it completed by February 10th at the latest in compliance with the Stgte Law. Motion carried. Motion was made by Councilman Hager and seconded by Judge Beatty that the meeting adjourn. Motion carried. Town Clerk
