1961-11-09117 The regular• monthly meeting of the Town Board, Town of Wappinger was held in the Town Hall, on Thursday evening, November 9, 1961 Present: -Supervisor -Richard H. Linge, Councilman -Malcolm I. Hait Justices of the Peace: -Joseph F. Kelly & Edward B. Beatty, Town Engineer: -Charles Maneri, Town Attorney: -James J. Lyons, Town Clerk: -Helen L. Travis. The meeting was opened at 8:00 o'clock by Supervisor, Richard H. Linge. The minutes of the last meeting were read. A motion was made by Justice of the Peace, Joseph F. Kelly and seconded by Justice of the Peace, Edward B. Beatty that the minutes be accepted as read. Motion carried The minutes of a Public Hearing on the Ko -Kart Ordinance held on October 24th were read. The minutes of a special meeting held on October 26th, 1961 on the new budget for the year 1962 were read. A motion was made by Councilman Hait and seconded by Justice of the Peace Kelly that the minutes of the Special meetings be accepted as read. Motion carried The bills for the month of October were read. A motion was made by Justice of the Peace, Beatty and seconded by Councilman Hait that the bills be paid. Hud. G. & E. Corp. --Electric _5.89 N. Y. Te. Company --Telephone 14.10 27.24 A letter was received from Fleetwood Manor, enclosing Deed for Roads. This was laid over to the next meeting so that it could be gone over by the Town_Attorney and Town Engineer. Councilman Hait reported that he had contacted Mr. Reese about naming the Recreation Area and he would be very much pleased to have same named Reese Park. Mr. Lyons advised the Recreation Commission that the Commission would hove to adopt a Youth Program before the State would allow up to 121 $100000. Dr. Miller explained the Park Program and gave maps of the layout. Mr. Urey asked about money for recreation program and the Board assured him they would procure $500.00 for them. Mr. Bisom appeared before the Board and asked the following questions. 1 --Asked Board to study about having more Councilmen on the Board. 2 --Make a study about combining the Building Mpepector and Assessor job under one man and this man be a full time employee. 3 --Asked the Board if it would be advisable to hire a prof- essional assessor to go over the tax book and reassess the Town. Mr. Thontton gave the following report for October: 42 Buildings Inspected. 11 Occupancy pemmits issued. 16 Building Permits for Houses -1 Permit for Garage- 5 Permits for additions. The Board asked the papers to advertise that the Town is looking for a Dog Warden. A motion was made by Justice of Peace Beatty and Seconded by Council man Hait that Dwight Robbins be 1962. Mr. Urey presented the Kapfenstein Property. Councilman Hait asked about drainage on the property. This was discussed. The Board then specified that the Recreation Committee should take this matter up with the Planning Board and then bring back a report on same. The Recreation Committee agreed to do so in the very near future. Supervisor ',Inge requested the Town Clerk to write to the State Traffic Commission asking the a 40 miles per hour speed limit by posted on route 376. especially in the populated areas. A motion was made by Justice of the Peace Kelly and seconded by Councilman Hait that the meeting adjourn. Motion carried appointed Dogart}en for the year Motion carried. Motion was made by Councilman Hait and seconded by Justice of Peace Beatty that the Town Superintendent of Highways be authorized to publish bids for A Oil Fired Hot Air Heating Plant. Bids to be in to the Town Clerk by 4 P. M. on November 28th, 1961 and to be opened on November 28th 1961 at 8 P. M. Motion carried.
