RECREATION COMMISSION MINUTES
APRIL 10, 1980
Next Meeting---May 8, 1980
The regular meeting of the Recreation Commission of the Town of Wappinger
was held on April 10, 1980, at Town Hall, Mill Street, Village of
Wappingers Falls, Dutchess County, New York.
Mr. Maurer opened the meeting at 7:40 P.M.
Present: Hugh Maurer, Chairman, Mary Schmalz, Frank Presti, Vernon Smith,
and Joseph Ennesser, Director.

Mr. Maurer stated that he wished to follow an Agenda and hoped that they
could take care of the business of the Commission as quickly as possible
as the meetings had been taking too long and nothing had been accomplished
to speak of. In the future, he wished to take care of the business, close
the meeting and those who wished to leave could do so.
MINUTES
The Minutes of January 10, February 7, and March 6, 1980 had been sent
to the Commissioners peeviously. Mr. Maurer asked them if they preferred
the Secreaary to read the Minutes at each meeting or if they preferred to
read them on their own and then approve or correct them at the meeting.
All agreed to read them on their own and take action on their approval
at the meeting.
Mr. Maurer moved to approve the Minutes of January 10, February 7 and
March 6, 1980 as submitted, seconded by Mr. Presti.
Mrs. Schmalz commented that two men were present at the March meeting

with questions on the tractor specs and she felt this should have been
mentioned in the minutes of that meeting. Mr. Maurer did not agree--
their remarks were not pertinent to the approval of the purchase of the
tractor. The vote was taken and resulted in 3 Ayes and Mrs. Schmalz
voting Nay. The motion was carried and the Minutes we~e approved.

Notice had b~en received from the Dutchess County Farm and Home Center
in Millbrook that the tree seedlings that had been ordered would be
ready for pickup on the 18th and 19hh of April and Mr. Ennesser said
the public could pick them up on the 26th and 27th of April at Martz
Field from 9AM to IPM.
Three letters had been received in response to a letter to our state
legislators regarding concern about the reduction in the 1980-81
allocation to the Division for Youth's local assistance program
on youth development projects. Assemblyman Glenn Warren said he
would work toward full restoration of the bUdget cuts, Senator Rolison
said the Legislature is studying the budget and he would argue for
restoration of these reductions when the budget is negotiated with the
Assembly and the Governor's office, and Speaker Stanley Fink said that
these views would be considered during budgetary deliberations. Letters
are on file with Recreation records.

A letter was received from Wendy Lechner, Secretary of Angel Brook Civic
Association regarding monies alloca~ed to that area from Recreation Budget.
Originally this had been set aside for Frisbee Golf, howev~ the residents
were not interested in this game and wan~ed, instead, work done on the
field to make it level. Mr. Maurer agreed this is what they would do
and responded to their request of an accounting of that money to their
president, Howard Nisgor by estimating time, labor and material that would
.be put into the project.
DISCUSSION--
Ball Fields--Mr. Maurer said they had started work on the ball fields and
were attempting to find clay for fill as had been agreed upon.
Ralph Holt and also told him to go ahead and order the fill if

He would copy these applications to all members and asked that they stop
at Town Hall to pick them up after they were notified. He would make
recommendations and the members could either accept them or make their own.
Interviews would be set up for Directors, Aides, Life Guards and also
Tennis Instructors and Aides.
winter Programs--Most of them weee finished, some still going til the end
of April. Mr. Ennesser was satisfied with the progress of these programs.
Schlathaus Property--Mr. Presti reported that he was working on plans for
a permanent band stand, approximately 20' x 30' with reflective back stop
and hoped to present it at the next meeting. Mr. Johnson suggested that
the Commission present the proposal to the Town Board in its entirety
which should include sketches, cost, programs for present and future, etc.

Soccer--The winter Program was still in-progress. A meeting was planned
for April 17th at Town Hall with coaches and any volunteer help. Registra-
tion had been held but the total was not yet available. Registration was
always open for this sport. Mrs. Schmalz hoped to move outdoors very soon
and hoped there would be no conflicts for the fields.
Hughsonville Playground--Mr. Maurer and Mr. Ennesser met with the Fire
Company and they were receptive to the Recreation Summer Program. There
weEe a few problems to iron out. They asked that the porta-john be
anchored so they would not have the usual problem of the toilets being
knocked over. They would also need a new building sin.ce the old one had

been vandalized, and there was talk of renting a trailer and putting it
on cement blocks. They would research this idea further.
Mr. Presti informed the members that the Boy Scouts were losing their
recycling site in Imperial Plaza and were looking to the Town to provide
recreation property for that purpose. He was told they would be contacting
Mr. Diehl to request such a site and he thought the Commission should be
aware of this action in case they were asked to consider it.

There was no other business to come before the Commission and Mr. Maurer
asked for the meeting to adjourn. The members would be welcome to stay
for any further discussions if they desired.
Mr. Presti moved to adjourn the meeting, seconded by Mr. Smith and
carried.
The Meeting adjourned at 8:55 P.M.
